Ship construction division is the of ficial designation of that Jrtertion of the force of the Emergency Fleet Corporation engaged in building ves sels, the wooden and steel ehfp con struction divisions having been abolished, and in charge of the newly created ship construction division Is Daniel H. Cox, who has been manager of the steel ship division. Notice of the change reached the city yesterday from Charles Piez, director-general of the Emergency Fleet Corporation. The first order. In which the new organization was set forth, did not include any details as to how the combined personnel Would serve hereafter, but it is taken for granted there will be no shift ing of district managers and super visors. In the Oregon district wooden shis construction has been directed by Lv J. "Wentworth for more than a year, and the steel ship work is under Fred B. Fape, assistant manager, who reports to Captain J. F. Blain, of Seattle, dis trict manager. The wooden ship dis trict reduced its staff some time ago, and the steel division has operated in Oregon with one of the smallest staffs of any district in the country, so it is viewed as certain there will be no pruning expected here to reach a thor- ' ough peace footing. Further evidence of cutting down departments in the shipbuilding organ ization wae given In copies of the Emergency Fleet News, which an nounces the discontinuance of publica tion. The paper, which was a weekly, was first iseued February 28, 1918. and has been devoted to chronicling events in shipbuilding plants, thereby stimulating additional rivalry and helping to offset enemy propaganda. The last number Includes 28 pages, on the last of which is printed a pic ture of the entire executive staff of the Emergency Fleet Corporation, with a number of subordinates. IAUXCHIXGS TO INCREASE jLast Half of Month to Have More Than First Half. During the first half of January only two wooden hulls were launched and one completed wooden steamer deliv ered. The launchings were those of the Button wood, at the Vancouver yard of the G. M. Stahdifer Construction Cor poration, and the Bedloe, at the Tilla mook plant of Feeney & Bremer. The ship delivered is the Cabeza, of the Coast Shipbuilding Company's fleet. Already the Boykin Is in the water for the second half of the month, hav ing been floated Saturday at the Coast plant, and today the Datis goes overboard at the Sommarstrom Ship building Company's Columbia City property, and the Agarista. at the Grant Smith-Porter Ship Company's yard. The Wabanaquot is scheduled to leave the ways at the North Portland yard of the Standifer Corporation tomorrow after noon. FORT SCOTT GOES ON TRIAIi Government Will Have Steamers Listed as Delivered in January. The Ferris steamer Fort Scott, built oy the Grant Smith-Porter Ship Com pany, leaves this morning for sea to undergo a trial of 2-1 hours outside. Her inspection was continued yester day at the instance of United States Steam Vessel Inspectors Edwards and Wynn. The Inspection of the steamer Cresap. constructed by the Peninsula Shipbuild ing Company, was completed yester day and her early delivery is expected. The present schedule of the machinery department of the Emergency Fleet Corporation calls for the delivery of about seven wood steamers in January and there should be a greater number in February. RiTer's Crest Is Reached. Unless rains late yesterday add ma terially to the flow of the Willamette River, the freshet danger is passed for the present, the Weather Bureau fore cast being that the stream would begin to fall today and increase its downward trend tomorrow. The official gauge registered 13.3 feet above zero at 8 o'clock yesterday morning, showing no change as compared with the reading 24 hours earlier. Marine Notes. The steamer City of Topeka, sailing at 8 o'clock last night, carried a number of travelers for Coos Bay. Eureka and San Francisco. The steamer did not call In Coos Bay on har northbound voyage be cause of weather conditions, so freight site tarried was ordered delivered on the way south. Harry Jacke, formerly In the harbor pa trol service and now in the flying division of the Navy, left last night for San Diego in conference with orders from the Navy Department, and will report to the com mandant of the aero station there. At the time ot his departure from Europe Mr. Jaeckel was informed that he had been recommended for a commission as ensign, and that Admiral Sims had approvfd thn recommendation, so he fully expects to be officially promoted on reaching San Diego. Hailing from Grays Harbor with a part cargo of lumber the steamer San Diego arrived in the Columbia ptiver late Monday night and proceeded to Westport to work the last of her load. Duo to sail from St. Helens today is the steamer Hoqulam. which has a full lum ber cargo for Los Angeles. The steamer Tamalpals shifts today from Rainier to Wauna to take on a parcel -of lumber be fore proceeding to Los Angeles. Minor repairs to the hull of the steamer J. N. Teal are being made on the St. Johns tirydock. If ways were available for han dling river steamers repairs to the vessel would be more extensive, but because of this fact much of the work will be deferred until next Summer. Pacific Coast Shipping Notes. GRAYS K ARBOR, Wash.. Jan. 21. (Spe cial. 1 The fleet of steamers which has been barbound tn the lower harbor for several days, got away late yesterday aflernoon. The schooner Defiance Is still in the lower har bor. The steamers which got away were Svea, Daisy Putnam. Grays Harbor, Charles Christensen. San Jacinto and Carlos, for San Pedro, and the Asuncion. Raymond. Carmel and Chehalis for San Francisco. The San Diego alBo sailed for Westport. Or. Steamer Hartwood arrived at 11 A. M. to day, from San Francisco, she will load with lumber at the A. J. West mill in Aberdeen. The Chehalis River reached the highest point this morning which it has attained this Winter. Four mills on the rtver at Montesano are closed. A large number of the roads In the eastern portion of the county are under water for considerable stretches. ASTORIA, Or.. Jap 11. (Special.) The French steamer Soissons, from Portland, sailed at 0:30 today for Puget Sound, in ballast.
