Opening Strength Due to Statements
as to Europe's Needs for
Immense Supplies.
CHICAGO, Jan. 8. Renewed attention to
calls from Europe for immense supplies
lifted the corn market today to the highest
prices yet this season, but much of the
gains were afterward wiped out. The close
was unsettled, at 1 He to 2c net advance.

PACKERS TO BE LICENSED
Control by Federal Trade Board' Is
Now Plan.
WASHINGTON. To put the packers
of. the country under the control of
the Federal Trade Commission is one
of the propositions winch is being die
cussed Informally among- some of the
Senators and House members who are
interested in trying to relieve the pub
lic of at least part of the evils from
which it has suffered.
The Administration bill pending In
the House provides a system of licens
ing the packers. Senators and House
members who want stringent actlo'h
fear that under this bill the actual
administration of the proposed law
would be turned over to some official
or department that would deal gently
with the packing interests.
In order to get around this there Is
talk that if Uie House pesses tne
Administration bill there will be an
effor. In the Senate to put the Admin
istration of the proposed act under the
Trade Commission. As it Is now made
up that commission can hardly be ac
cused of being a pro-packer body, and
it could be relied upon enforce the
measure in the public interest.
The objection raised to merely
licensing the packeTs, without actual
public ownership of the stockyards
and other accessories of the business.
Is that if the licensing system were
not rigidly carried out it would be
worse than useless.

COLLEGES WILL BE PAID
Reimbursement for Iosses Through
Demobilization Promised.
NEW TORK. Equitable financial ad
justments will be made by the War
Department with educational Institu
tions which have suffered loss by rea
son of the demobilization of the stu
dents' army training corps. The an
nouncement that such an arrangement
had been reached was contained in a
letter from Major Ralph Barton Perry,
secretary of the committee on educa
tion of the general staff.
The War Department," Major .Ferry
said, "is fully aware of the force ot tne
argument In favor of continuance of
the students' army training corps. The
demobilization will. In some cases.
doubtless result in inconvenience to the
institution. The committee on educa
tion has. however, been authorized to
make equitable financial adjustments.
It is also recognized that in many cases
the individual students will suffer
hardships.
"It should, however, be clearly borne
in mind that no man inducted into the
students' army training corps was
promised an education at Government
expense. He was inducted into tne
Army for the purpose of receiving spe
cial additional training in connection
with his purely military training, al
ways with a view to the needs of the
service."
