propaganda and the tendency to criti
cise conditions in the district occupied
by the American forces have been ab
ruptly checked by the establishment of
a censorship by Major-General Dick
man upon the newspapers and the the
aters. His act was the first indication
that the Americans purposed tighten
ing their grip on local ai'fairs.
The regulations governing the press
were formally made public, but those
which apply to the theaters were com
municated verbally by Colonel R. H.
Williams, chief of the Intelligence de
partment, who also explained person
ally to the newspaper owners what was
expected of them. The managers of the
theaters, ranging from opera to moving-picture
productions, were informed
that there was no objection to their
giving performances except In cases
where attempts were made to Inject
propaganda or criticism, either direct
ly or by innuendo. Not even apparently
friendly comment, if it were otherwise
undesirable, would be tolerated, it was
explained.
Newspaper Owners Warned
To the newspaper owners it was
pointed out that the question of wheth
er they offended or not lay with them
that the Americans would not be
bothered with censoring the publica
tions before they were issued, but
that the first six copies from the press
should be delivered to American head
quarters. If it were then discovered
that the regulations had been violated,
prompt punitive action would be taken.
A memorandum delivered to the
newspaper owners specifies that the
following matter shall not be pub
lished: All articles, editorials, dispatches and
news items which, from their nature,
are calculated to or might inflame the
people or incite them to disrespect and
disobedience or insubordination to the
armies of occupation.
Comment or articles which reflect
discredit upon the United States Gov
ernment br the governments of the al
lies or the military forces of those
governments.
Abuse of Leniency Curbed
Comparisons between the army com
manders of those governments or the
military governments of occupied terri
tory are forbidden.
To obviate discussion of regulations
made by the French or British forces,
it is stated specifically that nothing
must be printed relating to the regu
lations for occupied territory outside
the zone occupied by the Americans.
A further indication of the intention
of the American authorities to curb
any abuse of their leniency was afford
- ed by the round-up of discharged Ger
man soldiers who Had failed to secure
civilian clothes and by the arrest of
a merchant who had been found prof
iteering in money exchange. There
has been little of this sort of thing,
however, and so far the public appears
disposed to conform with the order
that prices must be the same to the
Americans as to the Germans.

CONVICT TURNS ON MOTHER

Gunman Refuses to See Parent.
NEW YORK, Dec. 20. Jacob Cohen,
Brooklyn gunman, died in the electric
chair at Sing Sing prison last night,
refusing to see his aged mother, Mrs.
M. A. Cohen, who had come from Brook
lyn to comfort him in his last hours.
To the guards who Informed him that
his mother had come, Cohen replied:
"Send her away. Friendless, I have
lived here until now, and friendless I
will die."
Cohen, who was 28 years old. shot
and killed Samuel Rosenfeld, a Brook
lyn policeman, last February.
Dr. Roller's ex-Wife Caught. "

Stephen N. Curry, of New York, ar
rested here Monday on a charge of
passingworthless checks aggregating
$60,04)0. and Mrs. Maud Roller, divorced
wife of Dr. Roller, the wrestler, who 19
charged with being an accessory, were
taken back to New York yesterday by
agents of the Department of Justice.
The warrants for their arrest were
sworn out by the American Bankers'
Association.
CONVICTION HELD FAULTY
Confession of Error Filed in Case
of German Editor.
SIOU3i FALLS, S. D.. Dec. 20. The
Solicitor-General at Washington has
filed a "confession of error" in the case
of Conrad Kornemann, editor of a Ger
man paper published here, who was
convicted last year on a charge of
violating the espionage act and sen
tenced to 10 years' imprisonment at
Leavenworth, Kan.

minute men at an auction saie for the
benefit of the Red Cross. The money

omy" Should Be Watchword of
V. S. Congress, Says Senator.
WASHINGTON, Dec, 20. Although
renewal today of general Senate de
bate halted progress on the war rev
enue bill. Senator Simmons, chairman
of the finance committee, announced
that an effort would be made to pass
the measure before adjournment to
morrow, with resort to a night session,
if necessary. Republican leaders, how
ever, expressed the belief that the
measure would go over until Monday.
Practically all of today's session was
devoted to discussion, the principal
speakers being Senator Jones, of New
Mexico, and Senator Thomas, of Colo
rado, both Democrats. The former de
clared the bill contained many in
equalities and injustices which handi
cap the conduct of business and said
the party which permits such injus
tices to continue would be driven from
power.
Speaking in support of his substitute
measure. Senator Thomas declared the
watchword for this Congress should be
"retrenchment, frugality and economy."
