WASHINGTON, Dec. 19. The cost of
the sreat shipbuilding plant at Hog
Island was estimated today at $63,
300,000 by Charles Piez, general man
ager of the Shipping Board's emer
gency fleet corporation. He said that
Jhe yard, which has delivered only one
ship and has 50 keels laid, should be
completed in 60 days.
The original estimate of the cost for
the plant on a smaller scale wzus 921,
000,000, and this was increased later to
$27,000,000. Upon a survey to be made
about January 1 to determine whether
the American International Corporation
is reducing operating expenses, Mr. Piez
said, will determine whether the Gov
ernment shall take over the shipyard.
Ship Launched Too Soon.
The witness said so far keels for 50
ships had been laid, one ship delivered
and five are in the basin. The one ship
delivered was launched prematurely,
which delayed Its being placed In serv
ice by about 60 days, but he said the
vessel was given the highest rating
by Lloyd's. Mr. Piez said he anticipated
the delivery of two more ships before
January 1.
He praised the work performed by
the Skinner & Eddy plant at Seattle.
Wash., which produced 20 ships this
year on a five-way yard. This plant
holds the record for production.
Mr. Piez said the armistice will not
Interfere with the production of ships
by the fleet corporation, which will go
.on laying keels under present con
tracts. "Does the Emergency Fleet Corpora
tion propose to go on building ships at
the present cost?" asked Senator
Harding.
"We have not been Instructed other
wise. It would be an expensive opera
tion to quit now."
"Would you go on if it was your pri
vate enterprise?" Senator Harding
asked.
"I believe I would."

When the witness said the .approxi
mate cost of these ships would be about
$225 per ton. Senator Harding de
clared this was two or three times
wha. other countries are paying.
Mr. Piez said England now pays
about $140 per ton and that the emer
gency fleet corporation had been con
tracting for cargo ships at about $190
a ton, the cost depending on the type
of ship.
Replying to a statement made by
Senator Harding that the contracts for
ships had been awarded to meet war
emergency, Mr. Piez said the emergency
- ships had not passed and he rec
ommended going ahead to meet the
world tonnage shortage which he esti
mated at 20,000,000 deadweight tons.
The witness testified that the Quist
conck, the first ship completed at Hog
Island, was launched August 5, when
about 63 per cent riveted. This, he
said, was necessary to carry out the
launching programme which was at
tended by President Wilson. Senator
Johnson suggested that the launching
had been for propaganda purposes.
Mr. Piez described the progress on
the wooden shipbuilding programme.
He said 134 vessels of that class had
been completed, 133 launched, 169 were
on the ways, while contracts for 160
had been canceled. In addition, the
board canceled contracts for 20 steel
ships, 100 wooden barges and suspend
ed work on 90 seagoing tugs.
Tourist Travel Increasing.
California travel continues to In
crease as the holiday season draws
near. Train No. 53, the Oregonian, is
, running in two sections every night,
and extra equipment is being added to
other trains to take care of the people.
It Is predicted by railroad officials that
the year will be a record-breaker for
California tourist travel from the Pa
cific Northwest.
