A bill ot rights, which it is proposed shall be Incorporated in the organic laws of new or enlarged states that -niay be established as a result of the world war, was adopted at the final session today of the Amaflcan Jewish Congress and will bo prepented to the Versailles peace conference by a delegation of nine representing the Jews of the United States. The delegation, which was increased from seven to nine and elected by the congress, is as follows: Judge Julian W. Mack, Chicago, president of the congress; Stephen S. "Wise, New York; Louis Marshall. New York ; Colonel Ha rry Cutler, Provi dence, It. I.; Jacob Ie Haas, New York; Rabbi E. L. Levinthal, Philadelphia; Nahaum Eyrkin, New York ; Joseph Barondess, New York, and Morris Weinchevsky, New York. Bernard O. Richards, New York, is .secretary of the delegation, which is under instruc tions to leave for Europe as soon as possible. Bill Care fall r Drafted. ' Mr. Marshall, chairman of the com mittee on Poland, in presenting the bill ot rights to the congress, explained that it was drafted Jointly by four committees that have been considering conditions in Russia, Poland, Oalicia, Lithuania, Vkrainia and the new Slovak nations. The report, presented by Mr Marshall, recommended the following: "That the American Jewish congress respectfully requests the peace confer ence to insert in the treaty of peace as conditions precedent to the creation of the new or enlarged states which it is proposed to call into being, that ex press provision be made a part of the constitutions of such states before they shall be finally recognized as states by the signatories of the treaty, as fol lows: 1. All Inhabitants of tho territory (name of nation), including such persons together with their families, who subsequent to August 3, 101-, lied, removed or were ex pelled therefrom who shall within 10 years from the adoption of this provision return thereto, shall for all purposes bo citizens thereof, provided, however, that such as have heretotore been subjects of other states, who desire to retain their allegiance to such states or assume allegiance to their successor states, to the exclusion of (na tionalities) citizenship may do so by a for mal declaration to be made within a spe cified period. Equal Rights to Be Guaranteed1. 2. For a period of 10 years from ths adoption of this provision no law shall ba enacted restricting any former Inhabitant of a state which was Included In the ter ritory of (name of nation.) acquiring citi zonship therein. :;. All citizens of (name of nation) with out distinction as to race, nationality or creed, shall enjoy equal civil, political, re ligious and national rights, and no laws shall be enacted or enforced which shall abridge the privileges or Immunities of or impose upon any person any discrimination, uisability or restriction whatsoever on ac count of race, nationality or religion, or deny to any person the equal protection of the law. 4. The principal of minority representa tion shall be provided for by law. L. The members of the various national as well as religious bodies of (name of na tion) shall ho accorded autonomous man agement of their own communal institutions whether they be religious, education, char itable or otherwise. A No Language Test Wanted. 6. No law shall be enacted restricting the use of any language and all existing laws declaring Mich prohibition are repealed, nor shall any language test be established. 7. Those who observe any other than the first day of the week as their Sabbath shall not be prohibited from pursuing their secc lar affairs on any day other than that which thfiy observe, nor shall they be required to perform any acts on their Sabbath or holy days which they shall regard as a dese cration thereof. State Treasurer Kay, in his biennial report to the Legislature, expresses the belief that added duties should be giv en to the sealer of weights and meas ures, or the sealer and his work should be transferred to the jurisdiction of the Public Service Commission. The Treasurer says that supervision of railroad scales, grain inspection .and examination and control of gas, elec tric units, meters and measurements now under control of the Public Serv ice Commission should be transferred to the weights and measures depart ment.
