ALDERMAN IS SILENT Budget for Xcxt Year Will Be Sub mitted to Approval of Taxpay ers on November 2 9. Preliminary steps toward the em ployment of a permanent superintend ent of city schools are being taken by the Portland Board of Education. The directors have instructed R. Li. Thomas, school clerk, to "take in the slack" in the budget for next year so that it will cover an increase in the superintend ent's salary from $5000 to $7500. This budget is to be submitted for approval of the board at Its meeting next Thurs day and will go before the taxpayers' meeting at 10 o'clock on the morning of November 29 If the change in salary Is made. Portland will, in all probability, have a. new executive for its city schools, ac cording to opinions expressed by mem bers .of the board. Two inquiries con cerning the position have already been received from well-known educators. They are from George E. McCord. pres ent superintendent of schools at Snrintrfield. Ohio, and from W. S. Def- enbaugh, of the United States Bureau of Education of the Department of the Interior. Li. It. Alderman 1m Silent. Since the demotion last July of la. P.. Alderman from superintendent of schools to superintendent of war ac tivities there has been some uncer tainly as to the permanent executive personnel of the schools. E. A. Grout, acting superintendent, has announced that he is not a candidate for the posi tion "I have been in the service of the Portland schools for 29 years, and I wish to remain in it," said Mr. Grout yesterday. "I am not a candidate for the reason that my work is known and will stand for Itself. The board will place me wherever I am most useful. I believe." There has been no indication from Mr. Alderman as to whether he will again be a candidate for the superin tendency. His present contract with the district will expire next July. "The election of teachers will not definitely come before the board until next Feb ruary, and until that time I will not commit myself," he declared yesterday. Salary Rise Is Proposed. The proposed increase in the super fntendent's salary covers a period of three years, $7500 to be paid for the first year, $8250 for the second year and $9000 for the third year. After that the salary will remain at $9000 until further action by the board. The budget was changed from that originally submitted by School Clerk Thomas to allow the increase in the city superintendent's salary at the sug gestion of Director Plummer. The change also includes the provision V increase the salary of the first sistant superintendent to $3500 and that of second assistant superintendent to $3250. These positions are at pres ent held by Assistant Superintendents Rice and Whitney, resoectively. Max Houser Called Kast. Max II. Houser, head of the Portland Flouring- Mills Company, and actively identified with the grain division of the Food Administration, has gone to New York on a business trip.
