Walter M. Pierce, Democratic candi date for Governor, In a speech at Scio, Linn County, declared he was hot a member of the Non-Partisan League and in no way responsible for its or ganization in this state. This is the first mention of the Non Partisan League Mr. Pierce has made during the campaign. It does not con form to facts published in the news papers last January, when an execu tive meeting of between 30 and 40 per sons, among them being 2Ur. Pierce, was held in Portland, decided for imme diate organization and perfected a tem porary organization of the Non-Partisan League. These facts as published at the time have never been contradicted or in any way called into question either by Mr. Pierce or by any of th others who participated in the organization meet ing. Leagrue Organized In January. The meeting alluded to was held at the Multnomah Hotel, in Portland, Sat urday, January 19, 1918. The sessions were held behind closed doors. It was designated a "convention of Oregon citizens called to consider progressive legislation." Those who attended did eo voluntarily. After an all-day executive session, from which newspaper reporters and all others not properly vouched for were excluded, the immediate organi zation of a Non-Partisan League was decided on in the adoption of resolu tions. C. E. Spence was made chair man of an executive committee which was instructed to formulate and sub mit a plan for permanent organization and outline a plan of procedure. Mr. Pierce Took Part. Mr. Pierce was present and took part In the discussions of the all-day meet ing. He was appointed and served as a member of the legislative committee which submitted a report recommend ing a single-house Legislature, a state marketing system and other radical legislation. Mr. Pierce also joined with- G. E. Sanders and J. A. Smith in introducing resolutions which were adopted by the meeting. Mr. Pierce, in June, attended the an nual meeting of the Oregon State Grange at Salem and actively supported for re-election C. E. Spence as master of the state organization. The day be fore his election Mr. Spence made an impassioned address before the con vention in defense of the Non-Partisan League. But despite the influence of Mr. Spence the convention, by a vote of 76 to 3, rescinded its indorsement of the league, as made at Astoria the year before, and declared that the Grange "goes on record as not favoring any combination with any political party or league whatever." Grange Opposed Lsae. Repudiation of the Non-Partisan League by the Grange was expressed in the adoption of resolutions which recited that under the laws of this state the people "are privileged through Grange effort to enact laws or sets of laws whereby their will is made manifest by the use of the ballot, and therefore the State Grange of Ore gon is fully able to act in representa tion of the farmers of the state, and we believe It should do so without any affiliation with any political league, which, while its efforts at present might be well actuated, but which, nevertheless, might fall into the hands of selfish persons seeking their own political ends." Headquarters have been established by S. C. Pier, candidate for City Com missioner, at room 319 Northwestern National Bank building. The offices were secured yesterday and will be in operation today. Mr. Pier has already inaugurated an active campaign, and his programme will enable him to meet thousands of citizens personally. Mr. Pier wishes to make this a personal campaign, and to that end he will ad dress meetings every evening, as well as during the day. Thomas II. Tongue. Technical Needs of Shipyard Work ers to Be Fostered; Professor Campbell Speaks Saturday. Registration which began yesterday at the University of Oregon extension school indicates that last year's enrollment-of 2000 will be doubled. "War emergency courses are believed to be responsible for the great increase. jDr. George Rebec is resident director and has as his full-time assistant this year Mrs. Margaret M. Sharpe. In an endeavor to interest shipyard workers. Miss Mozelle Hair, of the University of- Oregon central extension office, began a survey of Portland's shipyards yesterday. She will be joined by Mrs. Sharpe today and to gether the two will present to the foreman, or to the workers to the the technical courses being offered. "War courses offered are for both working and business men and there will be work for persons interested in various war commissions. Special dra matic work will be given that groups of students may proauce plays for sol diers at the nearby camps and public speaking courses will also be given. The only new name to appear on the extension school faculty this year is that of Professor G. Ebson, from Wil lamette University, who will conduct night classes in French. President Campbell, of the University, has been announced as the speaker for the meeting of the Oregon Civic League, Saturday at its luncheon at the Benson Hotel.
