AMOUNT IS NEAR 6 BILLION Interest Rate Will Be Same as That of Third Loan Printing or Sc i curitics Already Is Ac tively Under Way. WASHI.VGTO.V. Sept 23. All terms of tha fourth liberty loan except the alze and the maturity, were announced today by the Treasury. The amount, probably near J 6.000,000.000, was de cided on but announcement was with held. The interest rate will be t'.i per cent. the same as that of the third loan. Bonds will be dated October 21, five days after the close of the subscrip tion period and the first interest pay ment will be made next April 15, and will be for the 173 days Intervening. Thereafter, semi-annual payments will be made October IS and April 15. On a $50 bond, the first interest coupon will be worth $1.01. on $100, $2.02, and higher multiples accordingly. Run fSO JIOO.OOO. Both coupon and registered bonds will be issued in denominations of $50, $100. $500. $1000. $5000 and $10,000. Tha $50,000 and $100,000 bonds will be regis tered only. Since the latest maturity periods of the first, second and third loans were 30, 25 and 10 years respectively, it was considered probable that the maturity of the fourth loan would be either 15 or 20 years. Ten per cent of the sub scription will be required as the Initial payment on the fourth loan. Twenty per cent will be due as installments No vember 21, December 19 and January 1, and 30 per cent January 30. Printing of Bonds Ilerua. Terms of the loan were communicated today to the bureau of engraving and printing, and within a few hours 600,- tvO finished bonds were ready for ship jnent The bureau plans to print 35.- 000.000 separate bonds for the fourth loan, with a larger proportion of baby bonds of the $50 denomination than in previous issues, in anticipation of a multitude of subscriptions from per sons of small means. Congress tonight completed and sent to the President the Administration bill designed to stimulate the sale of liberty bonds by exempting from In come surtax and war excess profits taxes the Interest of such bonds held by individuals and corporations in amounts not In excess of $30,000 of the fourth Issue and $5,000 of the first. second and third Issues. The measure provides for regulation of foreign ex change and authorizes an Increase in the issue of war savings stamps from $2,000,000,000 to $4,000,000,000. Questionnaires Must Be Guarded. Persons -who handle mall about hotels and rooming-houses are warned by tha draft officials to have care in the way they treat questionnairies addressed to their patrons. Questionnaires are mailed in a common manlla envelops without postage and In the mails look as Inconsequential as a free Govern ment bulletin or an advertising pam phlet.
