The last draft is no exception and new men at Vancouver have learned to their great disappointment that they will not be allowed to par ticipate in or even to see the Fourth of July athletic programme. When the T. M. C. A. learned of the order they hastened to make prepara tions for some kind of entertainment for those unfortunates who happen to be quarantined Independence Day. Mayor Baker has accepted an invi tation to be the principal speaker. The T. M. C. A. hut. which is located In the center of the quarantined dis trict, will serve as an auditorium. A call for flags of the allied nations to decorate the hut for the Fourth has been sent out. Flags should be left at the Portland T. M. C. A. not later than 4 P. M- today. CAMPS ON 10-HOUR DAY Grays Harbor Spruce Soldiers Will Be Paid Time and Half. HOQTJIAM, Wuh., July 2. (Special.) -Instructions have been received in Hoqulam for soldiers working In spruce camps In the ray Harbor district to Ko on a 10-hour day at once. This will apply to all camps where soldiers are employed and is part of the programme of epeedtng up spruce production. The men will be paid at the rate of time and half for the extra two hours, it is understood. The only cases in which the order will not apply will be In camps where two shifts now are being operated.
