General Crowder's recent "go to work or fight"- order, combined with Mayor Baker's idlers' ordinance passed by the City Council, has sent hundreds j of men. scurrying from the streets to useful and essential occupations during the past week. Habitial idlers, men who have re fused to accept employment when ten dered to them by officials of the mu nicipal employment bureau, now take what is offered, even though the pay ment is not quite the standard wages prevailing. Little difficulty in securing men has been experienced by the municipal em ployment bureau since the idlers' or dinance was passed. Only a few weeks ago it was virtually impossible to place men for Jobs of trucking cement, while today not only is such a task possible, but in addition the men stay on the Job. Burenu Haa Record Month. During the month of May the bureau filled 6500 calls out of 7500 made by employers. This is a record never be fore reached by the Portland bureau, and It is doubtful if any other employ ment agency has ever filled five-sixths of the calls made during the course of a month. The police bureau is co-operating with the employment bureau In a quiet but effective manner, according to Mr. Brown. Men found on the streets un employed are taken to the buraau, where work is offered. Should the man refuse to accept employment, he Is placed under arrest and taken be fore Judge Kossman as a violator of the idlers' ordinance. On July 1, when General Crowder's new orden becomes effective, many men who are now In the shipyards will be released to the farms and young men physically fit who are now working at non-essential industries will be sent into the shipyards. Order Effective July 1. The municipal bureau is preparing for the change in conditions which will come w.ith the new orler of Gen eral Crowder. Places that can be filled by older men, who are between 50 and 60, yet physically and mentally fit to handle light positions, are being listed A list of men between these ages anxious to secure light employment is, also being made. The co-operation of the large mills has been secured, which will result in the handling of a certain class of habit ual idlers in the future. According to Mr. Brown, men have been seeking em ployment in the mills, worked one or two days, drew part of their pay and, when accosted on the streets by police officers, assert that they were em ployed. Communicating with the mills, the police officers were told that the men were on the payrolls of the plant and thus the men were released. Under a new working agreement between the mills and the employment bureau, po lice officers in the future will be told the exact number of days that the men have worked, and if a man has only worked one day he will be called upon to answer charges of being a habitual Idler. Mills and Police Co-operate. "Large employers should immediately list positions, such as clerical, salesman, office men, timkeepers, watchmen, ele vator men and the many kinds of light work that men of the ages of 50 and 60 can do as well as younger men," said Mr. Brown. "We already have a large number of such men applying for work, and if they are given employment it will release younger men for essential positions. "There is no need to await July 1, when General Crowder's order goes Into effect. This change can begin imme diately if the employers will co-operate with us." For the first time since the Munici pal Employment Bureau, which Is op crated with the co-operation of the United States Employment Bureau was established, the majority of the Port land c-.mployers are utilizing its serv Ices. Shipyards, railroads and large Indus trial concerns are placing orders for men with the public employment bu reau, whereas a few years ago such or ders were given exclusively to the pri vate labor markets. Employers who can use boys are re quested to communicate with the bu reau. A number of boys who leave school June 15 are anxious to secure work throughout the vacation period. The bureau can also place a large num ber of persons who would like to pick strawberries. PRAYER FOR VICTORY AIM Old Fire Bell May Play Part In Portland War Activity. After years of idleness, the old fire bell which hung in the tower of Truck Company No. 1 at Fourth and Yamhill streets may be pressed Into service. Religious organizations have suggest ed that the bell be rung at noon each day and that citizens engage In a few moments of silent prayer for the suc cess of the Nation in the war. Acting Mayor Bigelow is attempting to secure permission to locate the bell on the top of the eight-story building of the John Deere Plow Company, on Kast Second and East Morrison streets. If the bell is Installed, It will also be used to sound fire alarms, as a means of notifying firemen engaged in In spection work. DRUGGIST TO AID NATION E. Struplere Kxecutes OfficlalOath as Recruiting Officer. E. Struplere, manager of the Owl Drug Company, recently appointed re cruiting agent for the United States Shipping Board to enroll young men in Portland for service In the merchant marine, yesterday executed his official oath of office. He will use his store as a recruiting station and will sign husky young Amer icans between 21 and 30 for training on a squadron of school ships maintained by the Shipping Board.
