A measure prepared by City Attorney
LaRocho at the request of women's or
ganizations providing for a free mu
nicipal garbage collection system is to
be considered by the City Council Mon
day. The women want it put on the
ballot at the special city election May
17.
The measure as prepared will have
to be passed on Monday, inasmuch as
Tuesday is the lajU day for submitting
measures for the special election. It is
doubtful whether It will get a place on
the ballot, as it may meet with the op
position of Commissioner Bigelow, and
unanimous vote'is necessary. Mr. Bige
low told a committee of women yester
day that while he favors the idea he
may oppose the measure because he
fears it might jeopardize more im
portant measures - to bo on the same
ballot.
The plan as outlined in the measure
prepared calls for the establishment of
a city-wide collection system to be
paid for by general taxation. Provi
sion is made for the levying of a spe
cial tax for the establishment and the
operation of the system for the first
year. Such a measure has been de
feated in -each of the last two city
elections. Tt is now being, submitted
