NEW TORK, April 3. Tho slo. k maiket
mas at virtually a standstill during the
greater part of today'a aesalon. exceeding
all previous days of an abnormally dull week
In Its unparalleled apath). Total rales
amounted to 145.000 shares, the low record
since August, 1916.
Resumption of the German drive in r ranee
accounted for tho further cessation of op
eratlona. even the trading element taking
BO interest In tho course of prices.
Declines of a point among investment
shares and as much as 3 points in a few
specialties resulted from sheer Indifference
or inertia. The market seemed so thorough
ly liquidated that no pretext lor pressure
existed.
The decision of the Interstate Commerce
Commission to Inquire Into petrolsum freight
rates and ascertain the physical valuation
ot varloua telegraph and cable companies
caused scarcely a ripple among the shares
of the properties most concerned, such action
having evidently beea discounted.
Other domestic developments were along
more oonatructive Unas, general trade ad
vances offering further encouragement and
bank clearings holding well up to recent
high levels.
More time funds were available, at the
long-prevailing 6 per cent rates, but the Im
mediate future of the money market hlngea
largely upon requirements Incidental to the
third liberty loan.
Liberty issues again furnished an over
whelming quota to the day's dealings In

American People Declared to Have
Made Only Slight Sacrifices, by No
Means Enough to Win War.
OREGON AGRICULTURAL, COLLEGE,
Corvallis, April 6. (Special.) "Why
the emphasis on food shortage?" asked
Dr. W. J. Kerr in an address to the
students and faculty and Corvallis
residents yesterday.
"Because if England does not have
many millions of bushels of wheat by
the end of this month from this coun
try, the leading men of the country
cannot answer for the allies remaining
In the war.
"Because, according to the French
High Commissioner to this country,
France has reached her limit behind
the lines and when the full American
Army arrives in France it may find
condldtions for peace strongly altered.
Because the collapse In Russia was
held to be due largely to food short
age." In a stirring address Dr. Kerr told
of the very critical state of affairs of
this country and its allies. He has lust
returned from a conference with Fed
eral officials in Washington and haa
been delegated by the U. S. Department
of Agriculture to speak on these situ
ations.
'To date the American people have
refused to make any sacrifice," said
President Kerr. "During the past six
months the meat consumption of the
United States has actually increased
by 10 per cent.
"With all the publicity and urging
of the Food Administration we have
only succeeded in saving from 8 to 10
per cent of the wheat. For the past
three months cereals to France have
been two-thirds short of the below
minimum level set by the French au
thorities for the very life of their
country."
Dr. Kerr will go on a speaking tour
to Eastern Oregon towns to deliver the
message of the Food Administration.
He will visit a large number of towns
and be gone about two weeks.
