Plttaburg-street terminal. G. B. Heg-
ardt. chief engineer, was authorized to
order the removal of planking on th

office force was adequate, to which
Engineer llegardt replied that there
wr not enough men and that much
of th work was delayed. Commis
sioner Selling remarked that he had
"been told two week ago that men
wer falling over themselves in tne
office." but Engineer Hegardt pointed
out that the amount of night work done
by th orttc and drafting-room force
wa not In line with such a situation.

morning following an operation for ap
pendicitis last night. He wa 47 year
of age and operated what Is known as

adhering to its policy of authorizing
nu more wood ship contracts and by
Imposing Impossible conditions. Is mak
ing it Impossible for wood shipyards,
or pteel yards for that matter, to take
contracts for private account. The
latest official statement on this sub
ject I found in a letter received by
Kepreentative Hawley from General
Manager Flex, under date of February
It. This letter Is in renponse to Mr.
Hawley'a requests that Oregon yards
b allowed to build on private account.

a to the policy of the board relative
to the construction of wooden vessels,
both for private and for our own ac
count, you are advised that in view of
the fact that there are before the cor
poration offerings for wooden vessels
In excess of Its contemplated programme
it is not deemed expedient at this time
to award contracts for this class of
tonnage where such work will necessi
tate the construction of additional
wooden shipbuilding plants. In this
connection it Is noted that there are
now over 300 ways devoted to the con
struction of wooden vessels and that
we are having considerable difficulty
keeping the work In existing plants
progressing satisfactorily.
"In respect to the construction of
such vessels for private account, you
are advised that the corporation has no
control over the establishment of plants
for such purpose, provided that work In
question does not interfere with the
corporation's building programme. The
corporation reserves the right, however,
to pass upon the question aa to whether
the contemplated work does interfere
with the existing programme and ac
cordingly, all builders desiring to build
for private account are required' to
secure a permit rrom tne Shipping
Board and the Kmergency Fleet Cor
poration, a special form of application
having been prepared for this purpose
