SOME BRANCHES YET
OPEN TO RECRUITS
Exemption Boards Called Upon
to Induct Registrants Into
Service Not Now Closed.

Exemption boards of Portland are
being called upon to induct registrants
into branches of the military service
that are open to them.
Three men of draft age have already
applied to Division Board No. 2 for en
trance Into Army branches. One seeks
to enter the Quartermaster's Corps;
another wishes to get to France as
quickly as possible, for service as a
lumber or timber worker; while a third
is looking for another desirable branch
he may enter.
Some Branches Still Open.
Chances for registrants to enlist
ended December 15, but opportunity is
still at hand for them to get into any
branch not definitely closed to recruits,
through the new process of induction
into service.
It has generally been held that regis
trants1 who are so high on the Class I
lists of their respective boards that
they will undoubtedly be included in
the next draft are the only men of
draft age who may not take advantage
of the new induction method of enter
ing military service. Members of Li
viHlon No. 2 Board yesterday declared
that, under their interpretation of the
selective service regulations, no Class I
men are barred from being inducted
into such open branch of military serv
ice as they may select.
Objectors Give Views.
A definite and final decision as to
the status of registrants facing the
probability of draft in February is ex
pected within a day or two. In the
meantime preparations will be put
under way by a, number of exemption
boards to induct into the service of
their country such men as are listed
low in Class I and any from Classes II,
III and IV. who may apply.
"I would not intentionally kill an
other person under any circumstances
I would submit to death myself
first."
This is the pronouncement of one
conscientious objector, who went to
the trouble to insert in his question
naire a brief explanatory note giving
his views on military service.
Here is a little more of his dictum:
"I also would not have any part in
anyone else killing, so would be of no
use in active military service."
The objector might, upon the show
ing made in his questionnaire, have
won assignment to class IV. His board
announced that he is placed in class L
The deluge of returning question
naires continued yesterday. A board
which mails but SI each day yesterday
classified 136 men. Other boards re
ported an , influx of completed ques
tionnaires exceeding the number of
their, daily mailings.
From yesterday's mailings, the 11th
quota to go forward, the registrants
listed below should receive their ques
tionnaires: Division 1.

FOOD SURVEY EXTENDS
XATION-WIDB INVENTORY OF FOOD
STIFFS TO BE- EXHAUSTIVE.

of Materials to File Report.
By the Nation-wide inventory of
foodstuffs to be made by the Bureau
of Markets Division of the Department
of Agriculture, the Government expects
the Department of Agriculture to col
lect exhaustive and invaluable data on
food supplies of the Nation.
In connection with the Government's
plans it develops that several hundred
Portland firms and individuals will be
called upon to make reports on blanks
provided to receive the data.
The official list of those who must
file inventory reports includes "cafes,
restaurants, hotel and eating; places
carrying a stock of foodstuffs of $250
value or over, also all retail grocers.
wholesale grocers, jobbers, warehouse
owners and other dealers in foodstuffs,
resrardless of the size of their stocks."
Blanks are already being mailed to
firms and persons conducting eating
establishments whose addresses are
known. It is announced, however, that
all individuals and firms coming with
in the classifications just listed, who
do not receive the blanks, should apply
for such blank at the Bureau of Mar
kets, District No. 35, room 310 Wor
cester building, Portland, on or after
January 2.
PAPER MILL WAGE HIGHER
On January 1 Unskilled Labor Bet
ter Paid Than in Other Districts.
OREGON CITT, Or., Dec. 28. (Spe
cial.) The management of both the
Hawley Pulp & Paper Company and the
Crown Willamette Paper Company in
announcing an increase of 20 cents per
day in the wages of their unskilled
laborers, effective January 1, 1918,
made the following statement:
"Now that the Hawley Pulp & Paper
Company mills here and the West Linn
mills of the Crown Willamette Paper
Company are again in full operation
and all evidence of the recent strike
obliterated, the cost of living, how
ever, staying about the same, the local
managers have today given notice that
commencing January l. 1918, the mini
mum wage until further notice shall
be $3.10 per day, which is equal or
better than the best common wages in
these parts, and much better than in
other paper-making districts."
Under the new scale the wages will
be the highest ever paid for unskilled
labor in the local paper mills.

WASHINGTON. Dec. 28. Food Ad
ministrator Hoover, now in New Tork,
was requested by telegraph tonight to
appear next Wednesday before the
Senate committee investigating the
sugar situation.
. The telegram was sent by Chairman
Reed after the committee had consid
ered in executive session whether a
subpena should be issued for the food
administrator, who had been advised
last Saturday that the cbmmittee ex
pected to hear him today.-
Last week when Mr. Hoover made
several futile attempts to get a hearing
before the committee it was said he
was delaying an important business
trip to New Tork. Since then his
statement on the sugar situation has
been made public by the White House,
and when the committee met this morn
ing there was a letter from counsel
for the food administration saying Mr.
Hoover was in New Tork and would
be there several days.
Two Support Administration.
Following the telegraphic request
Senator Reed referred to criticisms of
the conduct of the hearing and said
that the witnesses examined had been
selected at random. So far, he said,
two witnesses had veen heard favor
ing the food administration and one
opposing it.
"We intended to go ahead with Mr.
Hoover on Saturday," he added, "but
there appeared that day a large num
ber of Western beet sugar men here
in Washington on another matter, who
wished to be heard so tney might re
turn to their homes. It was an act of
common decency to hear them imme-idately."
With no other sugar witnesses avail
able the committee again took up the
coal investigation with W. B. Colver, of
the Federal Trade Commission, as a
witness. He disagreed with the state
ment of Fuel Administrator Garfield
that there is a shortage of coal, say
ing there is plenty, but it cannot be
transported.

enough in four days a week to supply
their needs and declined to work six.
Mr. Colver said he did not believe that
to be generally the case and gave in
ability to get coal cars as the reason
for curtailed labor operations.
L. A. Snead, in charge of distributing
coal for the fuel administration, said
that one-third of the coal difficulty was
due to hoarding or a "psychological
shortage." He said it operated like a
run on a bank, that there would be
enough money if it were withdrawn
gradually, but a shortage if every de
positor wanted money on one day.
VANCOUVER MAN INJURED
Ben Hawkins, Driving Automobile,
Struck by Interurban Car.
VANCOUVER, Wash., Dec. 28. (Spe
cial.) Ben Hawkins was this morning
rendered unconscious when his auto
mobile was struck by an Orchards
Sifton interurban car.
The streetcar struck the automobile
squarely and knocked it several feet.
Mr. Hawkins regained consciousness in
about Ave minutes and went about his
work. He said he did not see or hear
the streetcar approach, although Louis
Elmgren, in charge of the trolley, said
he sounded the whistle several times
to warn him.

Blaming the Food Administration itself for the sugar shortage, and charging that,
its sugar committee is "a mere adjunct of the American Sugar Refining Company, the
sugar trust, Mr. Claus A. Spreckels, called "the leading independent sugar-refiner of
the country," started the Senate Committee's inquiry into fuel and sugar conditions with
somewhat of an explosion. In reply to Mr. Spreckels's charges. Food Administrator
Hoover issued a statement in which he said that "it required no proof from me to
establish that Mr. Spreckels, the leading sugar-refiner, is sore at the Food Administra
tion, and would like to see it destroyed. I realize that Mr. Spreckels's ba-Rince sheet will
not look so good next year as Jast, for refiners' profits have been regulated."
