Chief of Tolice Johnson told the members of the Portland Realty Board at the liotel Benson yesterday noon that the city of Portland has a spldn did police department, but complained that It is practically impossible to get a Jury conviction in the Municipal Court, and pleaded for a larger meas ure of co-operation, from the Portland citizenry. Chief Johnson named bootlegging. Immorality and gambling- as the three main crimes which the police depart ment has to battle with, and contended that Jail sentences rather than merg 5?ais are needed to curb these prac tices effectually. "The citizens of Portland who are called to serve upon the Police Court Jury esem to refuse to convict the bootlegger, the gambler and the deni zen of the underworld, no matter how clear the evidence may be," said Mr. Johnson. "I do not want to persecute anyone, as my heart Is kind, but you have created an arresting- body and you are entitled to complete service." A. W. Jones, of the Public JKmploy xnent Bureau, explained that his de partment has. saved the business and laboring- men of Portland time as well as money by placing laborers in vacant positions. He quoted figures to show that 40,000 will have been placed by the end of the current year, as com pared with 38,000 for the year previ ous, and explained that whereas 80 ver cent of the wants filled last year were temporary, between 80 and 85 per cent of the positions found this year were of a permanent nature. NEWBERQ, Or.. Oct. 5. (Special.) The West Chehalem Valley, near New berg, has been accorded the honor of firing one of the opening guns In the campaign for Oregon Liberty loan eub Kcriptions. Judge Henry E. McGinn, of Portland, will deliver the principal ad dress. The meeting will be held In School District No. 10 echoolhouse at 2:30 next Sunday afternoon. The meeting will be held near the sjot where Ewing Touns is buried, whose death brought about the organ ization of the first provisional govern ment in Oregon, and it is the intention of the committee in charge to visit this historic spot at the conclusion of the meeting. Toledo Red Cross Moves. CENTRAUA, Wash.. Oct. 6. (Spe cial.) The Toledo Red Cross Auxiliary has moved from the G. A. R. Hall to the Severson building, on Second street. The new quarters are better arranged for the activities of the organizations. The Onalaska Auxiliary has Just shipped a box of supplies containing 125 articles. The shipment Included box, hospital bed shirts, operating caps and handkerchiefs. Four Brothers In Service. WALLOWA, Or.. Oct. 5. (Special.) Two brothers, FTed and Frank Southwick. left today for Portland, where thev expect to enlist In the cav alry. This makes four of the South wick brothers who have volunteered since the .beginning of the war. Law rence enlisted last April and is now with the medical division in France. Ralph Joined the Navy and is In train Ins: at Mars Island, CaL I. W. W. HEARING IS SET SIX INDICTED BE3f TO APPEAR BE FORE COMMISSIONER TODAY. Alleged Conspirators May Be Bound Over to IT. s. Tribunal tar Removal to Chicago. A preliminary hearing of six I. W. W. cases will be conducted before United States Commimssioner Frederick H. Drake at 10 o'clock this morning. All of the bIx are under indictment for alleged Implication with William H. Hey wood in various anti-war and anti Government conspiracies, along with 160 other members of their organiza tion. The intension of Assistant United States Attorney Robert R. Rankin, who has been investigating I. W. W. activi ties in this section, is to have the six. who are now under arrest, bound over to the United States Circuit Court for removal to Chicago, where the entire matter is to bo prosecuted by Gov ernment officials. The L W. W. members under arrest here are: Charles Bennett. Peter R. Greene and J. H. Byer, who were ar rested In Portland; Alton E. -Boper, who was arrested in Astoria; James P. Thompson, who was arrested In Ray mond, Wash., and Harry Lloyd, who was arrested In Seattle. Their atti tude is non-committal, and although a general order has been Issued from I. W. W. headquarters in Chicago to resist all proceedings, they seem will ing to stand trial along with their col leagues who are being arrested in all parts of the country. The extent of the I. W. W. activi ties in the United States is said by Federal officials to be wider than earlier developments seemed to Indi cate, although I. W. W. headquarters claimed the allegiance of 200,000 active workers in their propaganda against the Government. "Three-fourths of this number are harmless," said Mr. Rankin, yesterday, "but some of the others are a serious menace and while the United States Is at war, they should be carefully watched and their op portunities for treasonable activity guarded against." The United States District Court will hold a hearing at 10 o'clock Monday morning- for the removal of the six cases under Indictment to Chicago. Bills Paid for 126 Meals. CENTRAUA, Wash.. Oct. SALEM. Or.. Oct. S. (Special.) In an opinion to the State Land Board, Attorney-General Brown holds that an act of the last Legislature indemnifying the C. A. Smith Timber Company, the George Baldwin estate and the Sllgh Furniture Company for lands purchased which were later discovered to be vest ed in the United States rather than the state, is unconstitutional.
