In very dull. Of the foreign situation the
Commercial Sulletln says:
"The situation in Yorkshire Is reported
to show little or no change from the dull
drifting market which has been prevalent
tti ere ior some time past. bp tuners are
for the most part giving the greater part
of their time to the demands of the gov

little attention to mohair yarns. Conse
quently prices are barely firm, but un
changed.
"The situation at the Cape Is understood
to be In about statu quo of the past few
weeks. Some business appears to be done
xiow and again, mainly on American ac
count, at unchanged prices.
"Alpaca is moving steadily - and In the
past two or three weeks has possibly shown
some improvement so far as the volume of
business is concerned, particularly with, ref

0 CALCCTTAS FOR RIVER PLATE
British Government Prohibits Partner Ship-
meats of Hessians.
The British government has prohibited the
shipment of Hessians from Calcutta to the
River Plate. Burlap bags have always been
a keen necessity to South America tor the
packing and shipment of the many raw ma
terials exported. It Is apparent, therefore,
that South American buyers will be turned
to Dundee or this country for their bur
laps.
Calcutta prices have been advancing again,
according to cables, and prices on goods

at Xew MigU Kccord.
NEW YORK, Sept. 27. The same consid
erations which recently tended to reatrict
stock market operations for the long account
were again In force today. Money was the
controlling factor around which most other
conditions revolved, call loans holding at
yesterday's hish rate of 6 per cent until tho
final hour, when a fractional drop was re
ported. There was also a further paucity
of time funds.
In the financial district there Is a fast
growing Impression that conservative bank
ing Interests have registered their earnest
opposition to extravagant speculation, pend
ing the outcome of the next liberty loan.
The money market la expected to reflect
this attitude.
Trading was dull except at Irregular !n
tervals when the professional element sought
to effect further Impairment of quoted val
ues. In this tbey were more or less sue
cessful until the final hour, when short cov
ering, notably in steels and affiliated in
dustrials, resulted in an Irregular rally and
nrm clooe.
United States Steel fluctuated between
111'.), and 111, its final quotations of JlC-i
showing a net gain of the smallest fraction.
Bethlehem and Crucible Steels, together with
other equipments, finished mostly at lrreg
ular advaucea.
; Rails were adversely influenced by the
weakness of St. Paul common and preferred,
the Cornier breaking 2 to 57, within a frac
tion of its minimum, and the preferred fall
ing 14 to 00, its low record for many
years. The common stock later made I
alight recovery.
Shippings were again Inclined to move up
ward, but were held in check by the heavy
trend in other quarters. Some of the pooled
specialties registered nominal gains. Total
sales amounted to 435.00O shares.
-Liberty 3s featured the irregular bond

Frost Damage Reports Lose Their
Effect In Chicago Pit Revived
Export Demand Stiffens Oats.
Provisions Also Advance.
CHICAGO. Sept. 27. Optimism as to the
crop outlook, despite em porary adverse
weather conditiona, led to declines today in
the corn market and pricea clowed weak,
to c net lower, at $1.20L to $1.20i for
December, and J1.17 to ?l.!7i for May.
Oats finished afec off to lc up and provi
sions varying from 5c setback to 35c ad
vance. Frost, unless extreme, appeared to have
lost power to terrorize the corn trade. In
the last half of the day a falling off in
country offerings and a lull in profit-taking
by holders led to a rally, but the bulge
encountered heavy fresh realizing, which
carried the market rapidly down grade at
the end of the session.
A revival of export demand gave relative
strength to oats. (General rains tended also
to encourage the bulls.
Except for nearby deliveries of ribs, which
resulted in special selling pressure, new high
record quotations were generul In the pro
vision market. Continued advances in the
value of hogs stimulated much of the buy
ing. Leading futures ranged as follows:
