MULTNOMAH IS OMITTED Official Instructions Are to Select From First Quota as Many as Possible Having Mili tary Kxperlence. Certified lists of the Oregon men drafted and subject to the first call, partially complete, were received from the district boards by Adjutant-General White yesterday and made public. The first S per cent of the Oregon quota, which will enter service and begin training- September 5, will be se lected from these lists, as will the second and third groups of the first calL Official instructions have been received by the county boards to select lor the first quota as many men as possible who have had previous mili tary experience. Although six counties have filed suf ficient numbers of certified names to fill their quotas, most of the counties have not certified the required number and later returns are awaited. The examinations will be continued until the quotas are filled. No names were certified from Mult nomah County, as it already had sup plied more than its quota on the first draft by voluntary enlistments. The six counties which have completed their lists are Wallowa, Umatilla. Klamath, Curry, Harney and Wheeler. The partial list of Oregon men cer tified for service In the National Army follows: Baker. Fourteen more Oregon youths, all residents of Washington County, were certified up to Adjutant-General White for the new war draft Army by the district exemption board yesterday. In an all-day session the board heard numerous claims for exemption, many f which were not finally decided. Those certified yesterday are: Arnold Berger. Lambert L. Stewart, Ernest F. EIGHTFIKEDFOR SPREES' SATURDAY NIGHT "JAGS" LEAD TO POLICE COURT. Man Who Wanted to "Clean Up" House and Fellovr Imbiber Who Made Aoto Dance Appear. Eight men faced Judge Rossman In Municipal Court yesterday for being drunk and eight men dug deep into their pockets to pay fines for their Saturday and Sunday celebrations. Emil Benson met with the worst luck when he went to the house of Mrs. C. Tracey, 147 Park street, Saturday night and threatened to "clean out" the house. He was fined $15. As he was leaving the courtroom he was re arrested on a warrant for threatening to commit a felony and placed In the County Jail to await trial. Next came Charles Klingensmlth, who was endeavoring to do the latest dance steps with a large automobile, accord ing to the testimony of Special Officer Kinney, who made the arrest. Kinney asserted that Klingensmlth was having a hard time keeping his machine off the sidewalk. He was given another chance by the officer when he stated he was able to drive the machine. At the second attempt to get his car start ed Mr. Klingensmlth drove the car far up on a bank above the sidewalk. He was Inclined to let his bail of $50 go as a fine, but Judge Rossman continued his case until September 26. Others fined were Harry Singh, $5; Earl Scotland, $20; Fred Amonhoff, $15: Ben Bolt, $15; John Nelson, $5. James Dwyer forfeited $15 bail. Klickitat Farmer Fined. GGOLDENDAL.E, Wash., Aug. 27. (Special.) Sherman Cooley pleaded guilty to a charge of assault and bat tery on Sam Sinclair In the Justice Court at Goldendale yesterday and waa fined $2.50 and costs. Both men are well-known farmers in the Dot district of Eastern Klickitat and have adjoin ing farms. The trouble arose over their stock getting; to each other's grain fields. Ground Floor of Atnanorth Balldlna; to Be Used Lieutenant Burnet Arrive to Direct Work. Following the visit of Brigadier- General White and the staff of the British recruiting mission. Lieutenant John Burnet, of the British army, has arrived In Portland to take charge of the recruiting of British subjects In Oregon. The recruiting office will be on the first floor of- the Alnsworth building, recently vacated by the United States National Bank. A local committee has been formed to assist the recruiting mission In its labors. The members are Walter J. Burns, chairman; Peter Kerr, Robert Livingstone, William MacMaster, Fred C. Malpas and William McMurray. The British Consul will be ex-offlclo member of the coramit.ee. "At the present time British subjects may enter the service voluntarily, but undoubtedly eome method of compul sory draft will be adopted before long," said Lieutenant Burnet yesterday. "Ju3t how soon the draft plan is to be an -nounceu is not yet known, but before that time I will probably have a full list of all British subjects, including Englishmen, Canadians, Scotchmen, Irishmen and Welshmen who are resid ing in this territory. We do not care whether the Britishers Join the British army or the American army, 60 long as they do their bit. Men between the ages of 18 and 45 are eligible to join any branch of service In the English army. CHIC0 EXPECTS PRISONER Ernest Booth, Who Escaped From Officers in Jane, in Custody. Ernest Booth, aged 24, was arrested yesterday by City Detectives Tichenor and Mallett and Patrolmen Miller and Wellbrook and will be returned to Chico, Cal. Booth, who has been In Portland a week, was met yesterday by W. H. Dawson, of Culco, whom Booth is charged with defrauding of about $50. It is asserted by Mr. Dawson that Booth passed bogus checks In Chico, as well as embezzling money. DRULLARD IS BOUND OVER Evidence Shows Alleged Bigamist Bias Wife In Michigan. Dave Drullard, alias G. Smith, al leged bigamist, was held to the grand Jury yesterday after a preliminary hearing before District Judge Jones. Evidence showed that Jennie Ristau, to whom he was married In this city on July 9, had advertised for a Job as housekeeper for some, unattached man and Drullard had answered the "ad." Two weeks later they were married. A few days after they were married Mrs. Drullard learned that Drullard had an alleged wife in Michigan. An other incipient romance was revealed when Mrs. G.
