boards will not call up any men for
physical examination until the second
draft.
14 Counties on Honor Roll.
The 14 "counties. In addition to the
city of Portland, in which no men will
be taken on the first draft, and in
which, consequently, no men will be
called up by the local boards for phys
ical examination until the second draft,
are Benton, Coos, Crook , Douglas,
Hood River, Jackson, Josephine, Lane.
Linn, Marion, Multnomah (outside of
Portland), Polk, Tillamook and Yam
hill counties.
In the other counties of the state,
the local boards will Immediately
after preparing and posting the lists of
all the men registered in their coun
ties or districts, in the exact order In
which they will be called, mail out
notices to twice the number of men re
quired to fill their quotas on- the first
draft. These notices will direct the
men called to appear for physical ex
amination on a day set by the board:
I One-third of them are to be called for
examination on the fifth day after the
mailing: of the notice, one-third on the
sixth day and one-third on the seventh
day.
Names Will Be Posted.
All of them must appear for exam
ination by the seventh day. The names
of those called will also be posted by
the board, in addition to the mail noti
fication. Failure by any of the men
called to receive this notification will
not be accepted as an excuse for not
appearing for examination, as the bur
den of informing himself as to when
he is to be called Is on the man himself.
The reason that twice the number of
men required on the first quota will be
called up for physical examination is
the fact that War Department officials
estimate that rejections on account of
poor physical conditiont exemptions,
discharges for cause and the like will
make it necessary to call two men for
every one that is finally accepted.
All Called Mast De Bumlud.
Should this estimate prove too high,
the men not needed will go over to
the next draft. Those taken, of course,
will be selected in the order in which
their numbers appear.
Should the 200 per cent estimate be
too low. additional men will be called
up in order until the required quota
is filled. i
It should be emphasized here that re
gardless of whether he Intends to ap
ply for exemption or not, a man must
appear for physical examination on the
day set by the board. He has until the
seventh day after the mailing to him of
the notification to apply -to the board
for an exemption application and five
more days In which to file proofs, but
he must appear for examination, re
gardless of this, on the day fixed.
In counties that have already filled
their quotas by voluntary enlistment,
the foregoing; procedure will be used
when the call comes for the second
draft. Men will be called up in the exact
order in which they would have been
called for the first draft had these
counties not already filled their quotas.
Exemption Hard to Get.
The mere fact that a county Is ex
empted from the first draft does not
mean that men holding numbers : that
would have made them subject to the
first draft are exempted from the
draft. It means only that these coun
ties already have filled their quotas,
so that men who otherwise would have
been called out on the first draft will
not be called up until the second one.
The matter of exemptions and dis
charge is a complicated one. It may
be said at once, however, that obtain
ing an exemption or discharge will not
be nearly so easy to do as some per
sons have thought.
Although the Government has no de
sire to draft men whose dependents
would be put to privation, it has no
intention of permitting men who should
be drafted to go free.
Exemption Process Outlined.
The following statement on draft
exemptions and discharges, issued by
Adjutant-General George A. White,
should be most carefully read by every
man who Intends to apply for exemp
tion or discharge:
Exemption will not be. regarded as claimed
because of any statement made on the reg
istration card. A new claim, supported by
affidavits, must be made in each case.
Incidentally, no claim for exemption or
discharge may be made by any man until
he actually has been called up by his county
exemption board for physical examination
For example, a man who expects to o
called at some future time cannot make his
claim for exemption now. The exemption
boards are strictly forbidden to receive or
consider claims from men who have cot
been called up for examination.
Exemption Grounds Told.
For another thing, whether a man files
a claim for exemption, or not, he positively
must appear - before the local board for
physical examination on the day set in the
notification sent him by the board.
A man has seven days from the mailing
of this notice In which to make applica
tion to his board for exemption. He then
has ten more days in which to file proofs.
Following are the only grounds for ex
emption: 1. That you are- an officer, legislative,
executive -or Judicial, of the United states,
a' state or territory, or the District of Co
lumbia. And in every case exemption will
not be granted unless specifically claimed.
2. That you are a regular or duly or
dained minister of religion.
:(. That you were, on May 18, 1017, a
student preparing for the ministry In any
recognized theological or divinity school.
4 4. That you are in the military or naval
service of the United States.
5. That you are a subject of Germany,
whether you have taken out first papers
or not- In such case, you will not be ac
cepted for draft evyii If you desire to enlist.
The regulations on this point are positive.
41. - That you are a resident . alien who
has not taken out first papers.
Other Beasont Xoted.
Following are the only claims for dis
charge that can be considered by local
exemption boards:
1. That you are an elective county or
municipal officer.
2. That you are a Custom-house clerk.
3. That you are employed by the United
States In the transmission of malls.
4. That you are an artificer or workman
employed in an armory, arsenal or navy
yard of the United States.
5. That you are employed In the United
States, under certain conditions.
6. That you are a licensed pilot regu
larly employed in the pursuit of your vo
cation. 7. That you aro a mariner actually em
ployed in the sea service of any citizen or
merchant within the United States.
Married Men Exrm pt.
S. That you are a married man with a
wife or. child dependent on your labor for
support.
14). That you have aged or infirm par
ents dependent upon your labor for support.
31. That yau' are the father of a mother
less child under 10 dependent upou your
labo- for support.
, 12. That you are a brother of an orphan
child or children under 16 dependent upon
your labor for support.
3:1. That you are a membetr of a well
recognized religious sect or organization, or
ganized and existent May IS, 11(17, whose
then existing creed or principles forbade
its members to participate, iu war in any

Claims for exemption on the ground that
you are employed In a necessary Industry,
Including agriculture, cannot, be made to
your local exemption board, but may be
made to one of the three district exemp
tion boards In Oregon, but only after you
have passed your physical examination and
nave been certified as called for military
service aud not exempted.

cial.) Umatilla County and Pendleton
will honor the members of Troop D,
Oregon Cavalry, which will leave soon
to join the other members of the squad
ron at Camp Wlthycombe, with a big
demonstration here tomorrow night.
Dr. Y7'- D. McNary will serve dinner to
the members of the troop on the lawn
at the Eastern Oregon State Hospital.
Later the cavalrymen will gather at the
corner of Court and Main streets in the
business section, where, under the
American flag which flies from the pole
at the street Intersection, the citizens
of the country will participate in their
part of the farewell. Each soldier will
be presented, in the name of the city of
Pendleton, with some token distinctive
of the homeland.

PENDLETON. Or., July 31. (Spe
cial.) It is doubtful if more than a
third of 86 men called for examination
In filling Umatilla County's quota in the
draft army will be found qualified.
Half the number are married, at least
seven have already enlisted, and indus
trial exemptions will be likely to take
others. The remainder will still have
the physical examinations to pass.
The county board is prepared to ex
pedite the work of examining the first
group as soon as the master lists arrive.

July 31. (Special.) The first change
in the personnel of the officers of the
Field Hospital took place this morning
when First Lieutenant J. R. Wetherbee
left for Portland to arrange his per
sonal affairs preparatory, to leaving:
for Fort Riley. Kan.
Lieutenant Wetherbee motored to the
Rose City, and before he departed from
American Lake he said that he would
leave for his new destination probably
tomorrow night in time to be at Fort
Riley Augrust 5. His departure was
marked with feeling on the part of the
men here, as he had come to be one of
the family.
He had received his call for Fort
Riley about 10 days agro. but It was
thougrht that It would be chanced until
the final orders came last night.
CLARKE MUST FILL QUOTA
Enlistments in Oregon Not Credited
to Washington.
VANCOUVER, Wash., July 31. (Spe
cial.) Clarke County will not be Riven
credit for more than 63 men enlisted
in the Army and the number required
by the original draft quota, 172, will
have to be furnished, according to in
formation given May R. Haack. County
Auditor and member of the local ex
emption board, today by Federal DU
trict Attorney Thompson.
Clarke County has more than 100
men who have enlisted since the war
call, but as many of these enlisted in
Orejron militia regiments, .they were
credited to Orepron and the fact was
discovered too late for effective action
so that Clarke County could be given
proper credit.
Members of Local Exemption Bodies
Required to Give Valid Reasons
if They Seek to Re Relieved
From Board Duties.
Important additional instructions
concerning- the operation of the draft,
the personnel of draft exemption
boards, applications for passports by
men subject to the draft, permits to
so to Canada for men subject to the
draft and Ked Cross service as a cause
for exemption, were received from the
Provost Marshal-General at Washing
ton yesterday by Adjutant-General
v hite.
Itequest was made that not only
should local boards receive the In
structions, but that they be published
in the newspapers for the information
of the general public.
The instructions follow:
Resignations From I.ocul Boards.
Ample time has now been allowed to per
sons designated as members of local boards
to present any reasons they may have for
not serving as such. It is indispensable
that the personnel of these boards be per
manent. By section six of the selective
service law, .persons designated to perform
this service are as effectively drafted for
this duty as are the registrants who are to
be selected for military service.
In the future members of local boards
will be excused from performing this serv
ice only for the most urgent reasons ap
proved by the Governor of their state. Jt
is requested that the Governor closely seru-
clnize each case presented to him and that
he recommend the excuse of members of
local boards only in case of great hardship.
Unless the Governor believes that the ex
cuse presented is valid, substantial and con
trolling, the attention of the person should
be directed to section six cf the law, 'and
in case of further refusal to serve the case
should be reported to the nearest persesent
atlve of the Federal Department of Justice.
These instructions do nbt apply, of course,
to members of boards who are to be re
moved under instructions from the War De
partment. Dockets of Local Hoards.
Local boards must keep a complete docket
of every case called. The case number
shall be the order number of the person
called. There shall be noted on the docket
every action that is taken in respect of the
case. Printed docket sheets will be dis
tributed within the next week. In the
meantime, local boards should keep the data
for entry in their docket on memorandum
sheets for each case.
Number to lie Called.
No board can receive final credit on its
quota for any selected man until word has
been received from the military authorities
at the rendezvous or mobilization camp that
the man has been accepted Into the military
service of the United States. Some men
passed by the local board will be exempted
or discharged on appeal by the district board
and some will be discharged for industrial
reasons by the district board. Some will
be rejected at mobilization camps. The
number of persons passed by local boards
who will be discharged by district boards
or at mobilization camps is tentatively esti
mated at about 10 per cent of those passe
by the local board. Therefore, local boardj
should continue to call men up for exam
ination until they have apparently filled
their quota with 10 per cent additional.
Local boards have been ordered to call
200 per cent of tlu'ir quota tor examination.
By the seventh day after this call m pent
out, all claims for exemption and discharge
by men called will be filed iu the local
board. By examining the number and char
acter of these claims and by considering
the number of persons rejected physically
tho board can roughly estimate the number
of men that It will be necessary to call to
fill their quotas. Immediately after making
this estimate, the board should send out a
new call computed on the experience of the
first call. This new call should, be for
enough men to complete 110 per cent of
the quota.
Permits for Passports.
Ths State Department issues passports
to persons subject to draft only when the
application is nccompnnied by a permit by
the Provost Marshall-General to leave the
pountry. Until August 5 applications for
permits will continue to be made to thi
office, but after that date such applica
tions shall he made to local boards. If tho
board is of the opinion that the application,
is meritorious It will immediately call tho
applicant for military service as prescribed
by regulation and will examine him physi
cally and receive claims of exemption or
discharge made by him or in respect of him
in the local board. It will take waivers
from the applicant of the periods of time
prescribed by regulations for notice and for
filing clainm and will certify the case to
the district board, by letter and not on
form 140, together with the application for
per nit.
The district boari will hear any appeal or
claim for discharge that may be filed in
the case, will take waivers of the periods of
time prescribed by regulations for notice and
for filing claims, and will make its decision
with the greatest possible expedition. If
the npplicant is exempted or discharged,
the district board will isfue the permit,
stating therein that the person has been
exempted or discharged and that the War
Department has no objection to the Issue
of a passport. If the applicant Is held for
military service the district board will re
fuse the permit unless the district boar.d la
convinced that the arsence will be merely
temporary and that the applicant's order
number is so far down the list that ho
could not be Included In the present draft.
If the board is so convinced it may still
issue the permit, but the board will require
from the applicant a signed statement of
his address while absent and that he under

by the local board. If the applicant Is held
for nf litary service the district board will
not certify th-a case to the Adjutant-General,
but will return the papers to the local board,
which will keep such papers In a separate
file and will certify them to the district
board on form 140 when the order of call
of the person so held is reached on the
docket of the local board.
Permits to Go to Canada.
No passport is required by the State De
partment to go to Canada, but persons sub
ject to draft who attempt to cross the line
are often subject to delay while their casts
are investigated. To obviate this delay,
permits to go to Canada temporarily may
be issued in proper cases. When any reg
istered person desires to go to Canada tem
porarily he may apply to his local Board
for a permit. The local Board will con
sider the , application, and if the person i
not likely to be called within the period
of the proposed absence, or if the Board
is otherwise assured that favorable action
will not result in evasion of, or interference
with, the execution of the law. the local
Board will take from the applicant a state
ment of his address while absent, that ha
understands his obligation, and an engage
ment to keep himself inrormed of any call
that may be made upon him and to return
immediately upon call. Thereupon the local
board may Issue a permit to go to Canada
for a. definite time stated in the permit or
to visit Canada during a definite time stated
in the permit.
Service in Red Cross.
Service in Red Cross Ambulance companies
Is not military service within the meanlnjj
of the law. and Is not a valid claim for ex
emption or discharge.
Physical Examination.
If a local Board elects to do so, and a
person called for physical examination de
sires to have himself examined before the
day set In his call, the Board may accom
plish such physical examination before the
day so set. But this procedure shall not
abridge the time prescribed in regulations
within which claims of exemption or dis
charge may be filed.
Perttom ttegistered in Two Jurisdictions.
Section 30 prescribes the method by which
a person registered in two jurisdictions may
have one registration cancelled, but that
section is not to be construed as authoriz
ing him to choose. There is only one proper
registration, and that Is the one at his
domicile. It is only registrations at other
places that can be cancelled under section
30. If no move Is made to cause such can
cellation the person must answer to the
Board that first calls him.
Medical Students.
There Is no provision in the law under
which medical students can be exempted or
discharged.
