After election the officers and mem bers of important committees for the Diocese of Oregon, and after hearing encouraging: reports and an address by Bishop Sumner, the 29th annual con vention of Oregon Episcopalians closed yesterday. The ringing message throughout ' all the discourse ivaa "Greater Stress on Missions." Conforming to the action of the gen eral convention held recently at St. Louts, the Oregon Diocese decided to make Its fiscal year end December 81. The elergy and laity were unanimous in their decision to hold special mis sionary meetings and similar gather ings In connection -with the conven tion. The bishop's talk emphasized the need of profound and prayerful thought and a greater spirituality in church and mission work. The women of St. Stephen's Pro Cathedral sprved luncheon yesterday in the parish house. More than 100 dele gates from various parts of the state attended. Special attention will be given to the Sunday schools this year, and the Importance of training and Interesting the child will be the first thought of the Episcopal churches, if the plans of the various committees and the bishop are worked out. Also, the measure provides that the firemen shall not be cut in salary for any rea son, and shall have a vote on certain features of the service. I believe that anything that limits the authority of the fire chief over his teen is not good for the service. These are the things I object to in this bill and are the rea sons I oppose tbs two-platoon at this time. "My objections are particularly keen because of war conditions and the real ization that efficiency of the Fire Bu reau should be better than ever be cause of the danger of Incendiary fires." Desk Sergeant Harvey Thatcher, of the Police Bureau, received a letter yesterday from a foster son whom he aided when the boy, an orphan, wanted to Join the United States Navy, but had no one to stand sponsor for him. J. B. Murphy came here from Mon tana several months ago and wanted to enlist. He had no parents, and he sought the police station. He told his story to Sergeant Thatcher, and Ser geant Thatcher went with Murphy to recruiting headquarters. The boy en listed, and is now in Honolulu. Mr. Albee Declares Firemen Should Have Provided for Finances bo as Not to Risk Efficiency by Decrease in Force. Mayor Albee, although favorable to a two-platoon system in the Fire Bu reau, is openly opposed to the firemen's two-platoon bill to be voted on at the city election June 4. His ODDOsItlon is based on his contention that the bill Involves much more than merely the question of two shifts in the Fire Bu reau. "At the time the firemen were talk ing about making their campaign,' said the Mayor yesterday, "I urged on tnem the necessity of coming out in the open and providing in the bill for the raising of the amount of money neces sary to put the system into effect. This they failed to do. As a result. the two-platoon bill, if passed, will have the result either of putting the city to a tremendous expense at this time or badly crippling the fire-fight ing service. Big Cost Increase Forecast. The cost of having a two-platoon system will be great. The city is lim ited by the 6 per cent tax-increase law. which would make It Impossible to raise the amount of money necessary to provide for the additional cost of the fire service. "The only alternative is the cutting down of the number of fire stations or the crippling of the entire service. "I am sorry the firemen did not make the issue one strictly of a two platoon with provision for additional cost so as to prevent any Injury to the fire service. I believe in a two-platoon system, but I consider the measure as proposed to be more than that. Limited Authority Opposed. "The measure, for example, provides thct the firemen shall have one day off in six and are not subject to call in emergency oases when they are off Detroit Citizens Are Patriotic. DETROIT. Or.. CITY CLERK REGISTERS MEN Preliminary Listing Continues War Censas Day. for At a conference of the Central Reg istration Board Wednesday it was agreed that the preliminary registra tion for non-residents and those who will be out of the city June 5 should be conducted under the direction of City Auditor Barbur instead of County Clerk Beverldge. Because of the ap proaching election Mr. Beverldge could not spare his deputies for this work. Idaho Conrt Term Postponed. KEZ PERCE. Idaho. May 24. (Spe cial.) The District Court for I-ewls County was convened yesterday by Judge Wallace N. Scales aryl announce ment was made that the Ju'y term will be postponed because of the need of the men on the farms. The prairie farmers are now tn the midst of their Spring plowing and seeding, and Judge Scales stated It would be Ill-advised to summon the farmers from their work to serve as Jurors and witnesses when it Is possible to postpone this feature of the court's business until the rush of the farming operations has passed.
