UNIVERSITY" OF OREGON, Eugene.
April 16. (Special.) Compulsory mili
tary drill for every male student of the
university for the rest of the school
year was decided upon by the faculty,
sitting in special session this after
noon. At the close of the meeting 30 of the
faculty lined up with the 400 men stu
dents on Kincaid Field and were or
ganized into an infantry regiment of
two battalllons by Caprain Willis
Bhippam, of the United States Army,
assigned commandant of the univer
sity. Previous to the formation or com
panies the men gathered in the bleach
pearlng as an old darky barber in a
Southern village.
The story is one of Nemesis over
taking a wrongdoer, and is appealing
and intensely dramatic E. E. Pollock,
as an octoroon, is an excellent artist;
Lewis Wood as a sheriff, and Frank
Howard as an undertaker fit into roles
apparently written for them. The
sketch is worthy a headline place.
Featured on the bill are two heavy
weights, Vic and Helen elephants
which do a marvelous piece of team
work. They dance and cut capers and
perform amazing tricks at the com
mand of their pretty trainer, Dolly
Castle.
Ned Norworth almost stops the show
with his nonsenslcalities. He Is ably
assisted by Billie Well.' a pretty girl,
and Chick Moore. All three sing, and
Ned plays the piano with comedy punc
tuations. Anna Hadeen sings a patriotic song
or so. Two comedy purveyors are Bil
lie Bernard and Charlotte Myers, who
garner in a harvest of applause.

Supreme Treasurer Declares Financial
Standing: Is Sound Petition to
Vacate la Lost.
Action is being taken to vacate the
receivership appointed for the Royal
Arcanum by a Boston court Saturday,
according to advices received by wire
from Samuel N. Hoag, supreme regent
of the order, by E. R. Reed, grand re
gent of Oregon, last night.
The appointment of a receiver for
the lodge was characterized as hav
ing been entirely without Justification

There will be seven full companies
of cadets and one company of faculty
members. They will be drilled every
day. Ben H. Williams, a veteran of the
Spanish war, is captain of the faculty
company.
President Drills as Private.
It was an Inspiration to the univer
sity students to see in the ranks of
the faculty company President Camp
bell and Dean John Straub marching
and maneuvering as privates.
"We must enter into this whole
heartedly," said President Campbell,
end he set the example. Dean Straub
is the dean of men and has been a
faculty member for 30 odd years.
For under classmen, the newly re
quired drill will be substituted for
gymnasium work. In addition they
will receive an extra credit. Upper
classmen are to substitute the drill
course for any two-hour course.
General Course Authorized.
The faculty also authorized a general
course In military information, four
hours a week, to take which a student
is . authorized to drop four hours of
other university work. This course will
consist of lectures, assignments and
examinations by Army officers, phy
sicians and scientists on subjects nec
essary to the good health, discipline
end success of a military force. Mili
tary tactics and military law will be
Included In the course, as well as sani
tation, first aid. Army administration
and organization, regulations and field
service.
Hospital, sanitary, medical, artillery
mathematics, balMstics, explosives and
electricity courses will be given.
Today's meeting is said to have been
the first faculty meeting at which every
measure proposed passed by unanimous
vote.

Mr. Robinson, who was supreme re
gent in 1903 and 1904 and has been e
member of the executive committee of
the order since that time, said last
night that there were no grounds for
the appointment of a receiver for the
order. In that the Royal Arcanum had
paid every proven claim promptly since
Its organization 40 years ago, paying
out in that time about $190,000,000 in
death benefits. He said that the order
had about $6,000,000 lent to members.
$4,000,000 in the emergency fund and
about $1,500,000 In banks at present.
The grand council session nere will
open at 10 o'clock this morning at the
Masonic Temple and will continue all
day. There will be reports of the year's
work and plans will be taken up for
the coming year. Officers will be
elected.
BOSTON. April 18. A petition for
vacation of the appointment of a re
ceiver for the supreme council of the
Royal Arcanum Was refused by Judge
Aldrich in the Federal District Court
today. He suggested that counsel agree
to a decree making the receivership
permanent and to an appeal by the
organization. Pending . the appeal.
the receiver would not be author-
zed to ac, he said. All parties virtu
ally agreed to follow the court's sug
gestion.

entered upon the trial of his first law-
euit in more than six years yesterday.
The old fire and vigor of expression
which characterized the comments of
Circuit Judge McGinn had not dimin
ished, and in the role of lawyer lie
scorea tne alleged carelessness of a
driver tor the Hazel-wood Company,
which he said caused the death of
Thomas Doherty, a streetsweeper, the
night of January 5, 1917.
In the examination of the Jury, he
delved into the past that many of the
men themselves had forgotten. He
knew some of the Jurors by their
Christian names, had known them since
they were boys.
Mr. McGinn represents Mrs. Mary
Doherty, widow of the unfortunate
streetsweeper, who is seeking to re
cover damages of $7500 from the
Hazelwood Company, its auto driver
J. W. Shearer, and an employe, E. J.
Cashin, who was riding with Mr.
fchearer at the time of the accident.
The streetsweeper was working on
the approach of the Broadway bridge
the night he was killed, when Mr.
Shearer, Mrs. Shearer and Mr. Cashin
were returning from a dance of Hazel-
wood Company employes.

DEMURRAGE FIGHT IS LOST
Changes In Regulations Are Denied
by Commission.
SALEM, Or., April 16. (Special.)
Petition of the Willamette Valley Lum
bermen's Association for changes in
the regulations on demurrage and re
ciprocal demurrage that became effect
ive January 1, this year, was denied by
the Public Service Commission today.
In issuing its order denying the peti
tion, the Commission says, in part:
"We are aware the present demur
rage code requires the exercise of con
siderable diligence to escape the pay
ment of demurrage, but such was its
purpose. It was the direct outgrowth
of one of the most distressing car
shortages the State of Oregon has ever
experienced, and was promulgated only
after a most exhaustive hearing and
thorough Investigation. Its primary
purpose was to expedite the loading
and unloading of equipment, and unless
it Is shown to be unduly burdensome,
until conditions have so changed as to
make such action desirable, the Com
mission must refuse to alter its origi
nal findings.
"No such showing has been made in
this case. The petition is denied."

Mr. AVest Is Criticised.
SALEM, Or., April 16. (Special.)
State Treasurer Kay today issued a
statement-in which he accused ex- Gov
ernor West of "playing politics" in
his letter to Attorney-General Brown,
in which the ex-Governor says that
private funds will be forthcoming to
prosecute the Pacific Land & Livestock
Company cases if no state funds are
found available.
"The letter was written to embarrass
Governor Withycombe," said Mr. Kay.
"Mr. West said, when he was Gover
nor, that he virtually felt the cases
should be dismissed."
Attitude of Guatemala Thought to
Re Deciding Factor With Other
Governments Moral Support,
Not Soldiers, Is Desired.
WASHINGTON. April 16. Prompt In
dorsements from South. America of the
action of the United States in taking
up Germany's challenge to war are the
source of great gratification to offi
cials of the Administration. There re
mained today only three countries
Ecuador, Venezuela and Colombia
which had not defined their positions,
and it was believed that before the end
of the week they, too, would respond.
With the exception of Costa Rica,
none of the Central American group
had declared its attitude, but no con
cern over where their sympathy will
be placed has been felt at the State
Department.
So far Cuba is the only war spot In
Latin America, but the positions as
sumed by Panama and Costa, Rica place
them practically in the list of warring

that Brazil will be at war within e. few
days. The only governments that have
not been frank in their indorsements of
the step taken by the United States
are Chile and Peru, the former confin
ing itself to a formal declaration of
neutrality and tho latter to "deploring'

liermanv without recourse to war.

Panama Declared her readiness to
assist in any way possible in the pro
tection of the Panama Canal.
Costa Rica Offered her ports and
other territorial waters to the United
States for war needs of the American
Navy.
Brazil Relations broken with Ger
many.
Bolivia Relations broken with Ger
many.
Uruguay Indorsed the action of the
United States and characterized Ger
many's submarine warfare as an "In
sult to humanity."
.Paraguay Expressed sympathy with
the Government of the United States
"forced into war to rehabilitate the
rights of neutrals."
Argentina, Indorsed the action of the
United States as just and right.

State Department officials believe It
possible that the Government of Ecua
dor may consider itself bound to adopt
a somewhat equivocal attitude because
of a suggestion made several weeks
ago that a conference of neutrals be
held at Montevideo to study means for
bringing the war to an end.
Guatemala's proclamatoin pf martial
la,w was still regarded here, as a pre
cautionary step taken by President Ca
brera preliminary to a break with Ger
many. It was believed that Honduras,
Salvador and Nicaragua, the remaining
uncommitted nations of Central Amer
ica, are awaiting action by Guatemala
and that they will announce their po
sitions Immediately after Guatemala
speaks.
The United States has looked to
Latin America for moral support more
than for material assistance, but there
has been no disposition to underrate
the material assistance that might be
rendered if it became necessary. The
total peace strength of Latin America's
armies is only 334,000 men, but the
potential power is several times that.

The proposed new county road code is
attacked In a referendum petition filed
with secretary of State Olcott today
tor approval as to form. The county
road code is contained in House bill
509 of the last session.
The petition comes f rom ' the . urn.
visional committee of a meeting re
cently held in Clackamas County, but is
forwarded by E. E. Brodie, of Oregon
City, as printer.
The road code provides for the man
ner of surveying and laying out county
roaas: provides for the office of County
Koadmaster and does away with road
supervisors, making it optional in
counties where it is so desired to have
deputy roadmasters who perform the
duties prescribed for county road su
pervisors.
The county road code :s a part of
the general scheme of highway legis
lation enacted by the last Legislature.
There are now. seven referendum pe
titions attacking bills enacted by the
last Legislature.
