BOND ISSUE IS ADVOCATED Ohio National Guard, fatally wounded a tramp late last night when the man refused to obey a command to halt at a spot where the soldier was on guard. A special session of the Legislature to provide means of caring for those dependent upon men called Into the service of the Army and Navy Is con templated by members of both houses In Portland. Governor Withycombe said last week that he probably would call a special session soon after war is declared ac tually to exist. Legislators as well as private Indi viduals are convinced that the state should give substantial aid to the de pendent women and children of those men whose employers have not already guaranteed to continuing payment of salaries while they are away. Anticipating that legislation along this line will be necessary. Representa tive K K. Kubll. chairman of the ways and means committee of the House, has Investigated the requirements neces sary to meet this emergency, and will have the proper bills drafted before the session convenes. Bond Issue Advocated. On account of the slx-per-cent tax limitation. Representative Kubll be lieves that the only way to meet the situation is through a bond issue. It Is proposed to authorize the proper Etate officials to Issue bonds as they are needed and only In the amount that they are needed. He believes the whole programme can be carried out without delay and that the session need not continue more than a few days. It is unlikely that any other subject of legislation would be proposed. Mr. Kubll has consulted with Adjutant-General White and learned from him the methods and manner in which the Federal Government has provided for the families of men in the United States Army and Navy. He proposes to follow the lines suggested by Gov ernor Wltycombe in his recent utter ances through the press. Former Experience Recalled. "When the National Guard was called to the Mexican front, the order was so peremptory that many of the men were unable to make adequate provision for their families." said Representative Kubll last nigh. "We have time after time seen through the press that their families became objects of charity, which should not occur to the family of any man going to the front to fight in defense of his country. "After the men were mustred out and returned to their homes, their places had been filled by other men. The Chamber of Commerce and other bodies made frantic appeals to busi nessmen to furnish employment for those ex-soldiers. The fact that this did occur has a great deal to do with the lack of enthusiasm in enlisting to serve the country in the present crisis. "Therefore, the State of Oregon should make ample provision for tak ing care of dependent relatives of all soldiers and also provision to take care of the dependents after the men return until such time as they can be fur nished employment. "This should be done through the military arm of the state so that no Intimation of charity would be coupled with it. "As is known by every one this is not a war of aggression hut of defense, consequently it Is due from the citizens of the state who are not called and whose lives and property are defended by those called into the service to do their share by maintaining the depend ent families of the men who are pos sibly sacrificing their lives for the de fense of the state and Natibn." Teachers From Portland and Eu gene Going to Spokane Today. A special car will take a large dele gation today from Eugene and Port land to the Inland Empire Teachers' Association that will hold its 19th an nual Besslon in Lewis and Clark High School, Spokane, Wednesday, Thursday and Friday. Among those who will leave today are O. M. Plummer, J. A. Churchill, state superintendent; J. II. Ackerman. of Monmouth; Dr. H. D. Sheldon, of Eugene; L. R. R, Rutherford, Salem. CANNERY HEARING TODAY Industrial Welfare Conference Is Called to Determine Rates. A conference has been called by the Industrial Welfare Commission to de termine cannery rates for the coming season throughout the state. The meet ing will be heid today at 2 o'clock in the offices of the commission In the Court House. The cannery Interests will be repre sented by J. D. Holt, of the Eugene Fruit Growers' Association; O. G. Rod gers. of Libby. McNeill & Libby, of The Dalles, and W. G. Allen, of Hunt Bros., of Salem. ' For the employes, Mrs. W. Aaron, Mrs. W. S. Myers Tells Mosier Con gregation to Be IioyaL MOSIER, Or., April 2. (Special.) .Patriotic services were held at the Church of Christ (federated) Sunday evening and the church was filled. Rev. Leon L. Myers preached. The main theme in his sermon was loyalty. He declared that the impending war against the armies of Germany was not destined to be a war on the lives of men but a war against despotism, and the church owed its success to the democratic form of government exist ing in the United States, and that it was necessary to adhere to this Gov ernment and it should be the bounden duty of all to support the President loyally In tnls crisis. 2 HURT ON WAY TO BURIAL Guard Sentry Snoops Tramp. Roop, who were in jured last Friday in an accident when their horses became excited on the long grade from their home on the steep mountain road between Hood River and this city, are now resting well. The aged couple were on their way Friday morning to a funeral here. In the accident they sustained severe lacerations and bruises. Mrs. Roop had three ribs broken and also sus tained internal injuries, while Mr. Roop has a deep gash on his forehead and sustained severe bruises about the shoulders and hips. The trials of H. R. Fowler, ex-Representative; Her man Schultz and Henry Martin, In dicted a year ago by a Federal grand Jury on charges of having fomented strikes and lockouts In munition plants and on steamrhip piers through labor's National peace council, will begin on April 16, It was announced today. They will plead tomorrow. The three were Jointly indicted with Franz Rintelon, a German agent; Frank Buchanan, ex-Representative; David Lamar and others. Their trial has been delayed by demurrers and motions for bills of particulars. GERMAN SHIP CONVERTED Portugal Places Seized Liner in the America-Bermuda Trade. NEW YORK, April 2. A former Ger man passenger steamship, the Buelow of 8965 tons gross, arrived here today, under the name of Tras-Os-Montes and will be placed in trade between th United States and Bermuda, under charter by the Portuguese government to the Quebec Steamship Company. The vessel was self-detained at Lis bon when the war started and was seized by Portugal when hostilities be gan between that country and Germany. The ship was formerly of the North German Lloyd line and made both trans - Atlantic and trans - Pacifio voyages. ASTURIAS DEAD PUT AT 167 Carpathia Passe sTorpedoed Hospi tal Ship In English Chanel. NEW YORK, April 2. A hospital ship, probably the Asturlas, ashore in the English Channel, was passed on March 20 by the Cunard liner Carpa thia, which reached this port last night. it was reported today by her officers. They said they received a wireless mes sage stating that she had been tor pedoed and that 167 persons were lost. The official reports in regard to th loss of the Asturlas, which was a Brit ish ship, placed the number of killed at 34 and the missing at 12. In Persia, are approaching the Mesopotamian border near Khanikin, continuing to drive the Turks before them, today's War Office statement In dicates. Two additional towns have been occupied by this column. Another more northerly column, which already has crossed the Mesopo tamian border south of Baneh, has held its new ground there, breaking up a Turkish offensive movement. NEW-BORN BABY DESERTED Child Found on Steps ot St. An thony's Hospital at Pendleton. - PKNDLETON. - Or, April 2. (Spe cial.) A tiny baby boy, evidently newly born, was found this morning on the steps of St. Anthony's Hospital by the Sisters of St. Francis. The sisters have not determined the disposition of the child yet. This is the second Incident of this kind in the city within the past two weeks, a child hav ing been found dead in the mill race a couple of weeks ago.
