That steps are being taken toward ad vancing the construction of a. military highway along the Pacific Coast be tween Oregon and California, and that the Balboa Highway Is receiving marked consideration. Is shown In a letter from W. IX B. Dodson, executive secretary of the Portland, Chamber of Commerce, to John. H. Lewis, State Engineer. Xne of the schemes with reference to road construction between Oregon and California is that suggested as the Balboa Highway, which would have some value for military purposes," de clared Mr. Dodson. Road's Construction TJrgred. "The engineers on Puget Sonn-d are Wrglng this and making a strenuous argument to the effect that If a road were built along the coast line It would be free of snow the year around, and would prove a very attractive route for automobile tourists to travel at periods of the year not attempted now." In replytnr to Mr. Dodson concerning the feasibility of locating an all-year road between Portland and California through Curry County, State Engineer Lewis said that he regarded this as the only feasible route for such, high way. "The Coos Bay and Port Orford quadrangle maps, published by the United States Geological Survey," said Mr. Lewis, "show the detailed location of existing roads, also elevations by means of contours, to a point near Gold Beach. There is no map available showing roads from this point to the California line, about SO miles. The United States Army engineers may have some information for this portion of the route. "Last Summer I went from Coos Bay to Crescent City, Cal., along the coast, and was surprised at the excellence of the roads and bridges in Curry County .nd at the great variety and beauty f the scenery. 1 Rood Material Ideal. "The soft rock formation In the hills and gravel at numerous creek crossings along the coast, affords Ideal road building material! At present the road Is too crooked and narrow at three different points, where it climbs to an elevation of 1200 to 1400 feet, to en tourage heavy automobile traffic by this route. "Present travel reaches the Willam ette Valley by way of Myrtle Point and Roseburg, but ultimately will follow nore nearly a water level grade across Coos Bay, up the Siuslaw River and over a low divide to Eugene. "The Pacific Highway is closed by snow for a number of months each year where It crosses over the. Siski you Mountains into California. Late reports Indicate It Is now closed to traffic While such route will have to be constructed to serve the large population adjacent, yet the Curry C'ounty route would doubtless prove C. A. MORE ASK RESIGNATION TWO NETW PETITIONS ARB SENT TO SENATOR LAKE. Others Are Being Signed by Persons Who Resent Opposition Armed Neutrality BUI. Two more petitions demanding the resignation of Dr. Harry Lane as United States Senator from Oregon because of the humiliation to which he subjected the state by his action In opposing the President when the armed neutrality bill was before the Senate, were mailed to the Senator by William Blttle Wells last night. One of the petitions, containing up wards of 100 names, was sent In by Ed Goldsmith, proprietor of the cigar store In The Oregonian building. Mr. Gold smith has another copy of the petition at his stand and there were many sign ers yesterday. The other petition was from William Whelan, manager of the Indian Re fining Company. Mr. Whelan said a second petition was being signed rapid ly at his plant and would be ready for transmission to Senator Lane in a few days. There are still many petitions in cir culation in various towns of the state. Only a few of the petitions sent out by Mr. Wells have returned, though every day he has received word of the en thusiasm with which people were sign ing their names. Within the next couple of days, sev eraal of these petitions are expected by Mr. Wells to be returned to his of fice. He will mail them to Senator Lane as fast as they come in. Grangers to Edit Paper. WOODLAND, Wash.. March 14 (Special.) The Woodland lodge of Grangers have perfected arrangements to "get out" this week's edition of the Woodland Chronicle, and Mrs. Katie Barr and Dr. R. M. Andruss are the editors In charge. All members of the grange are Invited to be present Thursday, when the Issue will go to press, and several will set a line of type each or make some pi. Car Shortage Closes Mills. MINNEAPOLIS, Minn, March 14. One of the Washburn Crosby Com pany's flour mills here was closed to day and the Plllsbury and Northwest ern Consolidated companies were con sidering the cloeing of some of their plants as a result of the shortage of freight cars. Local millers declared to day that the situation was more acute than at any previous time. Logging: Company Incorporates. ASTORIA. Or, March 14. (Special.) Articles of Incorporation of Johnson & Moores, Inc., were filed In the County Clerk's office today. The Incorporators are W. F. McGregor, George P. FARMERS' HELP IS DESIRED Effort Will Be Made In Campaign for Road Bill to Change Atti tude of Members of Farm ers' Union in County. DALLAS, Or.. March 14. (Special.) At a mass meeting last night In the headquarters of the Dallas Commercial Club, attended by citizens from all parts of Polk County, the Polk County Good Roads Association was formed. H. H. Herschberg, of Independence, was elected president and Mrs. Winnie Bra den, of Dallas, secretary. The president-elect will name 24 vice-presidents, one from each road district and. mu nicipal corporation in the county. If the enthusiasm manifested at last night's meeting is to be taken as a cri terion of the sentiment in Polk County, the road-bond measure will receive an overwhelming majority in Polk County at the June election. Commercial Club Acts. The meeting last night was arranged by the Dallas Commercial Club, Its pur pose being to organize an association to affiliate with a like state organiza tion and conduct a campaign in favor of the road-bond issue. The principal address of the evening was made by State Senator Vinton, of McMlnnvllle. Mr. Vinton thoroughly discussed the bill and made a strong plea for support of the measure. He created a very favorable sentiment. Other speakers Included I. L Patter son, of Eola; C. V. Johnson, of Alrlie; J. F. Ulrlch, of Alrlie; Edward J. HImes, of Dallas; Oscar Hayter. of Dallas; Walter L. Tooze, Jr., of Dallas; H, H. Herschberg, of Independence; County Judge Malone, of Benton County; E. C. Klrkpatrick, County Judge of Polk County, and J. H. Ackerman, president of Monmouth Normal School. The Polk County Good Roads Asso ciation plans to make a thorough can vass of this county before election in the interests of the good-roads meas ure. Meetings will be arranged in every schoolhouse and the farmers will have the matter explained In detail to them by men who have made a study of the situation. Farmers to Be Interviewed. There Is a sentiment prevailing among members of the Polk County Farmers' Union against the "bill and an effort will be made to overcome this feeling and line up this organiza tion in support of the measure. The Farmers' Union will hold Its annual meeting In Dallas in April, and at that time will adopt resolutions affecting the measure In question. The Eastern Oregon Highway Association was formed at Pendleton last night. The meeting was attended by delegates lrom all parts of Umatilla County. The $6,000,000 bond issue was Indorsed and active support pledged. A campaign will be waged for the bill In other Eastern Oregon counties as well as tLis county. David Nelson, prominent farmer, was elected presi dent of the organization and Hugh Mur ray, of Freewater, was chosen vice president. In cluded In the list was the Selway Coun ty enabling act, the Moody law ex tending the time of residence for di vorce from 6 to 12 months, the act requiring water Jets to be used on drills in mines so miners will not Inhale the dust which causes consumption, the law redlstricting counties, creating the Selway game preserve In Idaho County, and a measure requiring life insurance agents to reside In Idaho. The divorce bill will make Idaho cease to be the mecca for those, seeking to sever the holy bonds of matrimony. Pending suits are not affected, as the law does not go into effect for six months. Under the county classification act Bonner is placed in the first class, where the Commissioners are paid $1500 per annum; Latah, Kootenai, Clearwater, Benewah. TEST FOB BRITISH AVIATION CORPS. Decoration of Many Americana for Bravery Is Mentioned, as Well as Service Expected Seen. BAKER, Or., March 14. (Special.) A letter reached Baker today from England containing the news that Murray Howard, a former resident of this city, passed final examinations admitting him to the British aviation corps. For several months he was a mem ber of the British signal corps and got his chance, he writes, to prepare for the flying division because of the high mortality rate among the ally flyers and the Increasing importance of their services. In the letter to his Baker corres pondent Mr. Howard tells in interest ing detail the story of his service with the British forces. He comments upon the valiant work of the Ca nadian soldiers and - a large number of Americans who are among them. He writes that a number of the latter have been decorated for heroic con duct. Mr. Howard formerly was employed by the O.-W. B, & N. Company here. Ho said In his letter that he expected to return to France for active service Immediately. He is the second Baker man known to be fighting with the British. A letter was received here recently from Edward Prescott, widely known throughout the county and a former stockman of the Durkee sec tion, saying that he was a member of a Canadian regiment fighting in France.
