AMSTERDAM, via London, March 1.
Foreign Secretary ZImmermann has
made a statement before the Reichstag
in regard to the move made by Paul
Rltter. Swiss Minister to the United
fctates, to bring about a reopening of
negotiations between the United States
and Germany. According to a Berlin
dispatch to Reuter'B, Secretary ZIm
mermann Bald:
"On February 8, through the Swiss
Federal Council, we received a tele
gram from the Swiss Minister at Wash
ington, to whom, after the rupture, our
Interests in America were entrusted.
The telegram was as follows:
" 'In America the wish exists to avoid
war should the German government
ehow an Inclination to negotiate about
the blockade. The Minister is ready to
pursue the matter further.'
Breach Would Be Regretted.
"Every speaker here has expressly
emphasized that a breach with Amer
ica11 was regrettable and It will un
doubtedly be still more regrettable If It
rame to war between Germany and the
United Statee. between whom there are
ancient friendly relations and no polit
ical antagonism. Economically we are
drawn to ech other and should really
be economic allies. Thus It is compre
sensible that the Imperial government
desires to endeavor to avoid everything
which mighj Intensify the conflict. For
these reasons, we examined the sugges
tions which reached us from the Swiss
Minister."
Referring to the breach of relations
with America, Deputy Schlffer, Na
tional Liberal, declared that there was
no doubt that Austria would back up
Germany in her attitude toward the
United States.
War Indemnity Not Necessary.
Herr Schlffer concluded his remarks
by saying that, although a large war
Indemnity would be a great benefit to
Germany in the re-establishment of her
economic position, yet Germany was
undoubtedly strong enough to exist
without an Indemnity.
Secretary ZImmermann, in reply to
Inquiries regarding his reported food
stuffs agreement with Denmark, said
that he could not make public the re
sult of the negotiations, but that there
need be no alarm that this agreement
would strengthen in any way England's
position.
Concerning the attack by a German
submarine last week on seven Dutch
merchantmen. Secretary ZImmermann
said:
"In the name of the government, I
express regret at the accident which
occurred a few days ago to Dutch
boats. On our part, however, nothing
was left undone to prevent It. In no
way Is the Imperial government blama-ble."
LOSS OF 6200 TURKS TOLD
Casualties of Single Act at Sea Re
vealed In Prize Court.
LONDOX. Feb. 2. (Correspondence of
the Associated Press.) The heaviest
loss of life at sea in a single naval
casuality since the war occurred was
that In the Sea of Marmora on May 10,
3 913, when the Turkish transport Gut
fiama) was torpedoed by the British
31-14 and sunk with the loss of 6200
lives. Particulars of the sinking were
given this week in the prize court.
The story was told in the prize court
owing to the application of the crew of
the E-14 for the prize booty of 5 per
head which the British law allows to
men of war who sink enemy warships.
The amount claimed In this case is
31.000.
Counsel for the E-14, In introducing
the case, said: "This is a large sum,
but a soldier is worth hundreds of
pounds, and prize bounty at 5 per head
for sinking 6000 of them is small in
comparison."
CAMPFIRE GIRLS TO AID
ElghtyEight Thousand Pledged to
Preparedness in Homes.
ICETv YORK. March 1. The Camp
fire Girls today sent to President Wil
ton a telegram, signed by Luther Gu
lick. the president, and other officers
pledging the 88,000 members "to pre
paredness In the home" through caring
for children, economic preparation of
food, the practice of first aid and the
truarding of the health of the women
of the Nation.
It was explained at the .organization's
headquarters here today that the mem
bers would not be called on to bear
arms or drive airplanes or automobiles,
but that "practical preparedness in the
home, the forms of service that have
always been the woman's part," is the
significance of the message to the
President.

LONDON, March 1. The time is long
since past when any fresh Orientation
of tho German policy- is calculated to
astonish the British public, but the
revelation of the plot to Induce Mexico
and Japan to attack the United States
providedHhls country with a first-class
sensation -today.
The Associated Press, Washington
dispatch gave the late afternoon papers
the first news, which was displayed
under startling headlines, such as
"Great Hun Plot Unmasked!" "Most
Sensational Plot of the War!" "Amaz
ing Revelation of German Duplicity
The edition of the papers was early
exhausted. ' The immediate idea of tlfe
man in the street was that here at last
was an undoubted casus belli for the
United States, the only matter for
curiosity appearing to be how soon an
actual declaration of war might be ex
pected. The news was too late, for edi
torial comment In the afternoon papers
and the government officials appeared
not inclined at the present juncture to
make any statement for publication.
Perhaps next to the effect of the
news in America, the attitude of Japan
excited the public mind most. Nowhere,
however, did the idea prevail for a
moment that Japan could be detached
from the entente alliance. -Altogether,
while tha greatest confidence is- felt
that such an intrigue could only recoil
on its authors, the British public is
watching with greatest interest further
details and developments.

row, head of a large Scotch shipbuild
ing company, has made publlo an offer
to pay 20 to any person on board a
commercial vessel who shall first call
the attention of the captain of the ves
sel to the presence of any enemy sub
marine or ship in tha neighborhood of
the vessel.
Sir Alfred says he Is prepared to con
tinue to pay these rewards np to a
total of 10,000, as It is obviously of
the utmost importance to sight a sub
marine at Ihe earliest possible moment.

COPENHAGEN, via London, March 1-
The possibility- that the sinking of
tha Cunard line steamer Laconla would
furnish a casus belli for the United
States was dealt with in the leading
editorial of the Hamburg Nachrlchten
of last Wednesday, which was written
before the definite announcement that
the lives of at least two Americans had
been lost in the disaster.
The newspaper was inclined to believe
that President Wilson w.ould hesitate
long before launching a declaration of
war against Germany on this or any
other account, pointing out that Amer
lean lives have been repeatedly sacrl
need since the new year, the last case
being that of Robert Allen Haden, an
American missionary drowned in the
Mediterranean when the steamer Athos I
was sunk, without President Wilson
having carried out the pronouncements
made in his previous notes.
The writer of the editorial, however,
sees the possibility that President Wil
son may respond with a declaration of
war, saying that he has committed him
self too deeply to withdraw. He also
looks forward to an outbreak of in
tense indignation in the United States,
but says Germany's decision to conduct
her submarine warfare to a bitter and
successful end cannot be changed
thereby.
The Nachrlchten, which long has been
one of the enthusiastic adherents of
submarine warfare, rejoices at the sink
ing of such a fine ship as the Laconla,
which it says cannot be easily replaced.
It says it must be a great satisfaction
for submarine commanders and crews
of the underwater- boats that they are

McAdoo Is Not Disappointed.
WASHINGTON, March 1. Subscrip
tion on behalf of the Government to
$8,879,905 of the S9.000.000 capital stock
of the new Federal land banks was
announced tonight by Secretary Mc
Adoo. The small publlo subscriptions
to the stock, $120,905 for all 12 banks,
the Secretary said, was neither a sur
prise nor a disappointment.
"No special effort was made to se
cure subscriptions," he explained, "the
taking of the full amount of stock be
ing assured by the Government under
writing. The fact that the banks were
unlikely to pay any dividends on this
stock during the first year and that It
ultimately will be retired at par. nat
urally made it unattractive to investors."
