When I was appointed to this office by Judge Webster, Mr. Barnes and Mr. Show ers. in 1904. ail of the county wards, both sick and well, were maintained in oid and unsanitary buildings on the Canyon road There was no trained nursing or attending staff. It wis found difficult to secure and re tain women nurses, though with the sanction of the County Board I was occasionally able to secure well-qualified women who served for a time and did much to improve con ditions. I finally found In the person of Jdism Natchway (now Mrs. Ulman). a nurse wno, tor hipti character, skill and faithful- tiuss observes more than this passing tribute, nnd she did much to solve our problems. She. with her assistants, soon organized the nursing on an eff icieut basis. The County Board permitted me to have a small surgery built in one of the farm buildings, and here, with facilities for sterilizing dressings and instruments. I did, with my assistant. Dr. McCornack (now Captain United States Army Medical Corps! a large number of major and minor surgical operations, in fact, all of the county's work at that time, with satisfactory results. , An interne fro.u among recent graduates of our local rnvdicai school wus secured each year In place or the occasional service of a medical student. In 1908 the County Board, then consisting of Judge Webster, Mr. Barnes and Mr. Lightner, realized the need of further im proving conditions and decided on the erec tion of the present farm buildings with a tubercular pavilion, near Troutdale. and pur chased the property at Second and Hooker streets for a hospital site. The old residence on these grounds, remodeled and enlarged, became what was Intended to be the tem porary home of Multnomah. Hospital. I was directed to secure a capable super intendent and to choose a staff of physicians. surgeons and specialists from the medical profession of this city, and with the assist ance of Mrs. Spaulding. the superintendent. to establish a training school for nurses. which later also supplied nurses for Mult nomah farm. For the management of these Institutions I was. tn October, 1909. instructed to pre pare rules and regulations, of which copies are appended. Under these rules our earn est and efficient staff has built up a splen did Institution for social service, at large expense to themselves of time and effort, and (since they all serve without pay) at minimum of cost to the taxpayers. Several classes of nurses, whose ability has been abundantly recognized In private work, and in the management of other hos pitals, have been graduated from the institution. Interneships have come to be more In de mand than those or any other Portland noa pital. because of the extent and variety of the services, which rotate between the hos pital, the farm and the Baby Home, Clinical instruction to medical students has at all times been welcomed, with due recard alwavs to the Interests of the patient: I feel that this has inriuencea many or tne best students in the medical school to com pete for interneships. Mrs. A. B. Y. Spaulding, the superintend ent, has most ably carried out our plans to perfect an active and efficient hospital oreanlzntion. Iet me bespeak for my successor in the office. rr. McKay, your active Interest and assistance in carrying on this work which was so difficult to initiate. Under the rules herewith, now in force for six years, the in stitution has developed free from taint of unworthy political influence or graft, and the service rendered the sick and Injured poor has been of inestimable value. Goodell, of Portland. North west Industrial secretary of the Y. M. C. A., spoke to about 60 young men and. a number of the business men last night at the St. Elmo Hotel at a ban quet called to inaugurate a movement for a Y. M. C. A. in Vancouver. The plan met with great favor and Mr. Goodell told of the work in other cities. Others who favored the move ment were Mayor Milton Evans, E. E. Beard and E. Curran, newspapermen: Bert Yates and M. M. Connor, lawyers; Clement Scott and Rev. E. ll Benedict, pastor of the Methodist Church, and a number of the young men. Explanation I That Accommodations Have Been Provided for Patrons at Loss. Beginning tomorrow, bank membera of the Portland Clearing-House Asso ciation will inaugurate charges for spe cific services similar to those that have been In effect for soma time In other financial centers in. the ITorthweat and In most of the large cities of the United States. In explaining the reason for the new schedule of charges the banks announce that "they regret they are unable long er to perform at an actual loss to them selves services which heretofore they have been giving free and that they now are compelled to adopt the prac tices found necessary In other cities. " The new schedule, in part, follows: Exchange The following- minimum rates will be charged for drafts: On banks located in Alaska, H of 1 per cent; Canada. H of 1 per cent; Idaho. Montana, Oregon, "Wash ington, no minimum charge: California and other parts of the United titates, 1-10 of 1 per cent. Minimum charge for any draft will be 10 cents, provided, however, that the charge for a number of drafts purchased at one time by one person will be based on the aggregate amount of the drafts. Telegraphic transfers Not less than H of 1 per cent, plus cost of telegrams, in ad dition, to any charges made by transmitting bank or banks. Minimum charge for transfers of $25, 25 rents. Minimum charge for transfers above $25, 50 cents. Checking accounts -On all checking ic ; counts averaging for the current month less than $ 10O on which any checks have been paid, a service charge of 25 cents per month. and same either charged to the account or collected not later than the 10th of the next succeeding month. Check books Actual cost of all extra printing on checks. Escrows Minimum rates: Entry fee, $1, to be paid at time escrow is deposited. On each $1000 involved, not less than of 1 per cent.
