WOMEN ARE CRITICISED at Increase in Immorality and Blow Good Name of State Are Only Results to Be Seen in Bill, Say Opponents. SIDELIGHTS ON LEGISLATURE 6TATB CAPITOL.. Salem. Or.. Jan. 29. (Special.) While the House was putting: through the bone-dry prohibi tion bill today, the Senate was engaged in a violent debate over the steriliza tion issue. Advocates of sterilization won the day. After two hours of stormy dis cussion, the Farrell bill providing for the sterilization of sexual perverts. In sane and feeble-minded persons, and epileptics of both sexes, was carried with three votes to spare. The vote on the bill was 18 to 10, the required constitutional majority being IS votes. It now goes to Who House. Those Senators vo tins for steriliza tion were Baldwin. Bishop. Cusick, Eddy, Farrell, Garland, Hawley, LaFol lett. Leinenweber, Lewis, Orton, Pierce. Shanks, Smith of Coos, Smith of Josephine, Steiwer, Wilbur and Wood. Vinton Declares Bill Is Menace. Those voting no were Senators Bar rett. Dlmick. Gill. Handley, Hurley, Huston, Strayer, Vinton, Von Der Hel len and Moser. Senator Vinton, who led the oppo sition to sterilization, declared hotly that it would increase immorality and was a menace to the good name of Ore gon. "If the good women who believe they are doing; something for humanity by urging the passage of this bill," said Vinton, "would devote their time to bettering the environment of the poor, they would benefit the race far more. "By turning out sterilized idiots to run, around among our boys and girls, this" sterilization measure will increase Immorality instead of decreasing it, and will spread disease and shame. "This bill would place human beings on a plane with horses and durham bulls. It would deny to some, on the word of doctors that they are feeble minded, the God-given right to propa gate. What constitutes feeble minded ness? Where are you going to draw the line? Who is to set up the standard? "If I were the only man In Oregon opposed to this bill, I would still vote against it." Replying to Vinton, Senator Garland said the occasion required plain speech. "You may feed a cow, and bed it, and curry it, and it will produce good stock," he said. "But Just so long as you let a little scrub bull run in your pasture you'll have scrub stock. So long as you let unsterilized feeble minded persons run at large you will have feeble-minded human stock. "Don't talk to me about the "God given right to propagate the species,' when nine-tenths of the Senators in this house, in their own households, are doing all they can to keep from propa gating their kind." Bill Declared Precaution. Senator Farrell. author of the bill declared it had the indorsement of criminologists, alienists and nearly all "the women's clubs in the state. He insisted it was far milder than the 1913 bill, which was defeated by pop ular vote after' the referendum had , been invoked on it. "The people of Oregon," said Mr. Karrell, "have safeguarded the breed ing of fancy horses and cattle. They . should at least do as much for their people. This is not a bill to punish but to protect and to prevent. He said the increase in persons born feeble minded, of feeble-minded pa rentage, was so alarming that it threat ened in time, unless preventive meas ures were taken, to make the whole world feeble minded, and cited ex amples. He said abundant safeguards had been provided in the bill, includ ing the right of appeal to the Circuit Court. Power Considered Dangerous. Senator Hurley vigorously opposed the bill on the ground that the people Iiad once voted down the principle of sterilization, and that it gave danger ous power to those who were to pass on the question of sterilizing the al leged unUc "I say it is wrong for this Senate to foist upon the people again a meas ure that the majority doesn't want, said Hurley. "If the majority wants the bill, let those favoring the bill initiatevit and stand the burden of expense. He objected especially to a provision making those subject to periodical fits tt insanity liable to sterilization. "In this bill," be declared, you say that the man who may be temporarily Insane, for whom science is one day going to find a cure; that epileptics whose condition we have every reason to believe will soon bo curable, may be sterilized and forever denied the right to marry and have a family. When the House opened this morning Representative Sheldon got up and moved the congrat ulations of the House to Representa tive L. E. Bean upon the arrival "In this world of trouble of a future Speaker of the House, L. E. Bean, Jr." Needless to say, the motion was unanimously carried. The youngster arrived at the Bean domicile in Eugene on Saturday. Representative Tichenor, of Curry County, received the hearty congratula tions of his colleagues this morning over his indorsement by the Democratic State Central Committee for the office of United States Marshal in Portland. "Since it has to be a Democrat any way, we are all glad that it's going to be you," the Republican members told him. Theodore Lansing, one of the bright young newspaper men working in the big mill, missed the train on the re turn trip from Eugene on Saturday, and arrived home on Sunday, much per turbed. Dana H. Allen, a member of the Marion County delegation in the House two years ago, attended the session this morning. Phil Metschan, Jr., of Portland watched the wheels go around at the session of the House this morning. A. A. Rosenthal, for a few days. of Portland, is here Representative Kubli of the Multno mah delegation is suffering from a se vere hoarseness which prevents him from taking part in the debates. Some of the boys think it is just as well, as "Kap has a sting in his remarks when he gets to going. A big group of Senate members lis tened to the discussion on the "bone dry" bill this morning. Senator Eddy, joint author with Representative An derson, remaining through most of the session. Mrs. Denton G. Burdick, of Redmond. and Baby Burdick are visiting for a few days with Representative Burdick. The House committee on banking will hold a public hearing on Wednesday evening on the trust company bill, pre pared by the Senate committee on anking and passed by the Senate last week. All persons interested in the subject are invited to attend. senator wiiour, of Hood River, is a Democrat and an inveterate pipe smoker. He is one of the strongest members of the Senate, which may or may not have to do with the fact that is pipe is indisputably the strongest pipe in that august body. He is doing more than merely to work hard to this end by his insistence he is saddening the lives of members of the Senate committee on roads and highways. T. E. J. Duffy, Circuit Judge of the Twenty-First Judicial District, visited the Legislature today from Eastern Oregon and was accompanied by Mrs. Duffy and their 6-months-old daughter. Mrs. Duffy left the little girl in the executive offices, advising George Palmer Putnam, secretary to the Gov ernor, that the judge would be in shortly and take charge of the infant. The judge received his instructions accordingly, but absent-mindedly forgot all about them. After a time the child developed a craving for food and she began expressing her desires in no un certain terms. The private secretary appealed to the little girl, but the more he appealed the more vociferous she became. All of his wiles failed. He then started on a still hunt about the Capitol for the parents. Neither eould be found. Finally the mother appeared on the scene and rescued the babe. In the meantime the thought suddenly oc curred to the Judge that he had re ceived instructions from his wife to at tend to something, but Just what he couldn't remember, until thought of the baby dawned on his mind. He rushed into the Governor's office and the baby was gone. He in turn started on a search for Mr. Putnam and Pjjtnam w as sun looiting zor mc judge. i ney finally met and both started to hunt for the child. It was located with the mother, who is satisfied that hereafter she will select some other caretaker for her baby in the future. Mr. and Mrs. B. F. Burton, of Clsne, TIL, the parents of A. II. Burton, joint Representative from Clackamas and Multnomah counties, have been mar ried for BO years. They celebrated their golden wedding anniversary last Satur day. Senator Huston is chairman of the Senate committee on revision of laws. but this is how he was addressed in a recent letter: "Sect, of version of laws, Salem, Or." President Moser vacated the chair in I the Senate today to make a speech and he called Senator Wood, of Washing ton County, dean of the Senate, to pre side. Immediately "the boys" began raising intricate questions of parlia mentary law and Senator w ood ap-1 pealed to President Moser to help him out by telling what his ruling would be. A prominent visitor in the Senate to day was Milton A. Miller, Collector of Internal Revenue at Portland, who was a legislator for 14 years before becom ing a Federal office holder. Senator Eddy also defended the measure. After disposing of the sterilization bill, the Senate passed a substitute measure reported in by the committee on assessment and taxation for the Orton-Farrell bill abolishing publica tion of delinquent taxes in Multnomah County. Orton, Farrell, Dimick, Hawley and others strove to have the bill amended to include the whole state. This effort lost. The two houses were In session so long this afternoon that the Joint con solidation committees did not meet. They will meet at 4 o'clock tomorrow. Voters of Oregon will have a chance at the next general election to decide on the establishment of two additional normal schools, if Represen tative Sheldon's joint resolution, passed 1 by the House this afternoon. Is adopted) by the Senate. The measure refers to the people a proposed amendment to the constltu-1 tion providing for one normal school at Ashland, and one other at some point I in Eastern Oregon to be designated by 1 the normal school regents. The pro posed amendment carries an appropria tion of $125,000 to equip the two schools. and authorizes an annual tax levy of one-twenty-flf th of a mill each to maln- tain them. Establishment of the school In East ern Oregon is made contingent on the donation of a site, provided it is not established on a site already oyned by the state. The proposed school at Ash land is to occupy the property formerly used as a normal school there. The Sheldon resolution went through the House with an almost unanimous vote. The House this afternoon adopted Representative Eaton's memorial t Congress asking for an amendment to the Federal Constitution to enable the President to veto single items in ap propriation bills. The House also adopted Senator Hurley's memorial to Congress for a liberal appropriation for the Owyhee irrigation project. Women of the underworld, formerly residents of Butte's segregated district, which has been closed by order of the Attorney General, are not as willing to accept help as the benevolent workers of Butte are anxious to help them. Some of tho women have said that they would be willing to accept "respectable- work at a salary of $50 a week.
