There is still considerable resent ment among the Senators at the re fusal of the House to accept the Sen ate plan for a Joint Senate and House committee to frame the consolidation measures and Its Insistence on a sep arate committee of Its own. The substance of the resolution is as follows: The right and opportunity of any citizen of this state to secure the necessities of life ln return for labor requisite to their production, are htreby declared and estab lished. Provision shall be made for the employment of citizens for the purposes of this enactment, but continuous residence in the state for a period of not to exceed five years immediately preceding such em ployment may be made a condition thereof. (Special.) After two hodrs' argu ment in which members of the State Board of Control. Attorney-General Brown and the joint ways and means committee all participated freely, the committee last night decided that all general appropriation bills shall be so worded as to confine institutions in the future to use moneys appropriated for maintenance strictly for that purpose. Under the plan hereafter no institu tions can convert money from their maintenance fund to betterments. In the past, members of the committee al leged, Institution heads, toward the close of a biennium. have taken the curplus from maintenance funds and expended it on betterments or im provements to prevent it from revert ing to the general fund. Under the wording of all new ap- nmnriatlon bills, when an excess exists in the maintenance appropriation at the close of a biennum It must go back into the general fund. A number of the committee members believe this additional safeguard may save many thousands of dollars to the state. Adiutant-General George A. White. Acting Adjutant-General Wilson. Col onel C. C. Hamilton and Captain J. A. Buchanan, members of the general staff, laid the financial case of the Oretron National Guard before tho com mittee, but action on the request of $164,300 was held in abeyance. Ike Patterson, at one time a promt- nent figure in Oregon politics and for merly Collector of Customs at Port land, dropped into the Senate chamber after adjournment 7'hursday and re newed his acquaintance with old friends. Mr. Patterson has changed his headquarters from the Custom- House to the rural quietude of a farm few miles from Salem. Senator Llenenweber is a stalwart friend of the lowly clam. So Is Senator Smith, of Coos. They made a lively de fense of the rights of clams in the Sen ate today when a bill came up to grant certain powers to persona desiring to extract gold from beach sands. Their eloquence was so convincing tnat tne Senate sent the bill back for revision to insure safeguarding of the clam.
