Lying at the northeast corner of the Caribbean Sea, the Danish West Indies occupy a stragetic position of the highest importance to Continental Unit ed States, to the Panama Canal and to the entire American Hemisphere, to the preservation of which from Euro pean aggrandizement the United States is pledged by the Monroe Doctrine. As an industrial unit the islands can be of no possible value to this country. They have proved an economic loss to Denmark in recent years, largely be cause of the protective policy of the United States, which has shut out the product of the islands from this coun try. Annexed to the United States and placed upon the same status as Porto Rico, for example, undoubtedly the islands will become more prosperous, and at least will be ablo to pay their way. Acquisition Is Peace Move Acquisition of the islands is a-move in the interest of peace. They have been the object of German ambition ever since Kaiser Wtlhelm began the construction of the German navy with the words. "Germany's future lies upon the sea." It became absolutely neces sary both for the German merchant marine and for the . German fleet that a German point appui should be es tablished in the Western hemisphere. It became obvious as a result of the United States In 1902 that this Gov ernment would resent German acquis! tlon of bases on the Carrlbbean Sea lettoral. The German authorities became con vinced that the way by which the Danish West Indies should be acquired was through the absorption of Den mark and the consequent acquisition of Danish colonies.' The German authorities did not stop to think that the acquisition of the West Indian Islands by this means would be as ob Jectionable to the United States as if they had been actually seized. Dec larations made since the time of Madi son, which are an accented feature of the Monroe Doctrine. forbid their alienation by any European power save by their cession to the United States or by recognition of their independence. Treaty Once Defeated by Berlin. Nevertheless the German government used its influence in the Danish parlia ment to prevent the ratification of the treaty negotiated by John Hay when Eecretarv of State and the deal failed to go through at that flue as a direct result of operations conducted from Berlin. This can be verified by refer ence to the files of the State Depa: ment. Therefore purchase of the Islands removes from the dagger zone of German-American relations a ques tion that might have arisen In the fu- ture and, if pressed by Berlin, unques tionably would have led to war. To consider the islands now from the strategic point of view, any attack made upon this country by a European power must be based cn a point which can be used by the e.emy' fleet for coaling and refitting. The islands lie 2000 miles miles from Florida. Once In the pos session of a foreign fleet they would be fortified and garrisoned, and the enemy instead of having to concern itself with a long line of communica tion across the Atlantic would be able to act with greater safety and greater vigor in the prosecution of whatever plan of attack they elected to pursue. The possession of the Danish West Indies will- enable the United States to establish a submarine and torpedo de stroyer base at St. Thomas, which will absolutely close the Carribbean Sea to European attack. Here, then, is an important element in the defense of the Panama Canal. It is not concelv able, with submarines operating from St. Thomas, that an enemy fleet would attempt to sail through any of the West Indian passages lying south of the Danish islands. The distance be tween St. Thomas and the coast of South America is not more than 400 miles. Submarines, therefore, would not be so far from their base that they would be unable to return promptly for repairs or for supplies, The defense of the Panama Canal rannot be made at the entrance of the canal. The long range of modern ord nance, the use of sea-going monitors. and the employment of air craft would make it a comparatively easy task for an enemy to put the canal out of busl ness. The curb market, as It Is called, has been a fea ture of srowlns importance in dealings in war munition stocks as the year draws to a close, and has come into especial prominence because of the re cent peace talk. Many of the stocks that have been the subject of large dealings are not listed on the great New Tork Stock Exchange, but nerer- theless have become so Important In everyday transactions that they could not be ignored. There is a rule of the great Ex change that forbids dealings by its members with another exchange. This prohibition does not extend to private transactions, and hence the automatic appearance and growth . of the curb market, at which dealers meet lnror mally to buy and sell. Being out of doors, the curb is not rated as an ex change. It is not. literally speaking. confined to the curb, but occupies the whole of Broad street in the hours dur ing which dealings are carried on. Most of the trading on tne street is done by signal, brokers having offices in the buildings overlooking the street conveying orders to their representa tives below by means of prearranged signs. An elaboration of the conven tional deaf and dumb alphabet is em ployed in many instances, together with other codes where extreme privacy is regarded as desirable. today. Fifty of the victims were ne groes and four white persons, and in cluded in . the record are three negro women. Sixty-seven persons were lynched in 1915, 13 of whom were white men. In a statement presenting the re port, Robert R. Morton, president of the Institute, said: Fourteen, or more than one-fourth of the total lynchings, occurred in the etate of Georgia. Of those put to death. 42, or 77 per cent of the total, were charged with offenses other than as sault. "Lynchings occurred In the following states: Alabama 1, f kansaa 4. Florida 8, Georgia 14. Ocean Strewn Wlta Apples When Briar dene, Intercepted Off Kirkwall, la Destroyed by U-Boat. NEW TORK. Jan. 1. How members of the crew of the British steamship Briardene sunk off Kirkwall. Decem ber 1, were forced into lifeboats and compelled to carry to their own 'ship from a German submarine the bombs with which their vessel was destroyed, was told here today by Captain Joseph Faulkner, of the Briardene, a paaen ger on the American Line steamship St. Louis, from Liverpool. As the Briardene was nearing Kirk wall. Captain Faulkner said, she was stopped by three shots from the sub marine. Her commander ordered all hands, numbering 28. into the boats. Several members of the crew of the submarine joined them, after loading the small boats with bombs, each about the sise of a tomato can. "Our men were told to unload the bombs on the decks of the Briardene," said the captain. "Several of the Ger mans boarded the Briardene and placed the bombs in the ship. We pulled away, in a little wniie tne do robs ex ploded. The vessel quickly went to the bottom." Captain Faulkner said there were 7000 boxes of apples on board of his ship and when the explosion occurred there was a shower- or apples which literally covered the sea for some dis tance around. PARIS, Jan. 1. Parisians began th. new year by studying: tne new war taxes, instead of making the usual ex change of visiting- cards and calls. Both houses of Parliament, in a special Sun day session that continued until New Tear's eve, worked on the new system of taxes in order to make it effective at the beginning of 1917. The salient features of the new order of things from the viewpoint of the average citizen are a 3-cent instead of I a 2-cent domestic postage; a 10 to 20 per cent increase of the tax on tobacco and cigars, and a tax of 10 to t0 cen times on theater tickets, graduated ac cording to the price of the seats, more costly telegrams and increased charges upon beverages and certain provisions. The new postage rates are causing the greatest perturbation. Prottkbly not one-half the people in posting their letters today noticed that an additional sou was required. In addition to the new government taxes, residents of Paris discovered this morning that all taxicab fares had been advanced about 10 per cent overnight. The official New Tear ceremonies were limited to calls by the presidents of the Senate and Chamber upon Presi dent Polncare, who returned the visits. Otherwise the festivities were mostly confined to families having soldiers at home on leave. The bride, who gave her age as 20, several months ago left her studies at the University of California and went to Los Angeles because, she said, "the university with its pedantic, old fogy methods and its staccato rules was cramping my soul crushing all the sweetness and Idealistic imaginingsof my higher self.
