Has Legislative Draft MOVE IS NON - POLITICAL Object Is to Provide Every Ward of Oregon With Best Training That Can Be Obtained Men tally and Morally. As a companion bill to her measure to take the Juvenile Court out of poli tics by establishing a bureau of Juve nile and parental relations, Mrs. Alva Lee Stephens, president of the Mult nomah County Council of Parent Teacher Associations, has prepared a measure establishing a state public school. This measure, which will have the Indorsement of the Parent-Teacher As sociation, provides that appropriations now made by the state in aid of private Institutions In which homeless, neg lected, abandoned and dependent chil dren are kept, be diverted to the state public school. An annual appropriation f $75,000 or $150,000 for the blennium. Is asked. By legislative enactment private in stitutions caring for orphans and foundlings now receive $8 a month for the care of each child more than b years old and not more than 17 years old, and $10 a month for the care of children less than 5 years old. Includ ing a deficiency of $7500, state expendi tures during the 1915-16 blennium for this purpose have totaled $122,000, and stimated expenditures for the 1317-18 blennium are the same. State School Proponed Under the provisions of Mrs. Steph ens' measure, orphan, foundling and dependent children now cared for at (these private Institutions would be provided for in the proposed state pub lic school, to which state appropriations now received by the private institu tions would be diverted. Calling attention that the present law continues the appropriations to pri vate Institutions until such time as the number of dependent children Justifies establishment of a state institution for their benefit, the preamble of Mrs. Stephens' proposed measure declares that the time has now come for such a state Institution. The purpose of the measure is fur ther explained in the preamble as fol lows: "Whereas, said state public school should be so situated, established and equipped as to provide for said chil dren all the privileges of home train ing, public school, industrial trade and other vocational education, and to pro vide for their physical, mental and moral development, that they may be Men! This school, the measure provides, shall be situated In Multnomah County and shall be built and conducted on the cottage plan. The State Superintendent of Public Instruction is designated manager of the school, with authority to appoint a superintendent, who shall have direct charge. The measure Instructs the State Superintendent of Public Instruction to begin negotiations immediately after the act becomes effective for purchase or donation of land in Multnomah County on which to build the school.
