LECTURES ATTRACT MANY A'iimcrous Protestants at Catholic Institute Wlilcfci Is Attended by Hundreds of Teachers. Backward Pupils Topic. The Catholic Slimmer School, which haa attracted several hundred religious teachers to Portland, will meet this morning at 8 o'clock for the fourth Besslon at Cathedral Hall. Seventeenth and Couch streets. . According- to Dr. Kdward A. Pace, professor of philos ophy of the Catholic University, Wash ington, JJ. C, who will speak again this morning, religious teaching is just as essential as educational teaching. "We have lost sight in modern edu cation of the necessity of teaching Christianity." says Dr. Pace. "We ought to teach Christianity with the same psychological methods that we use in teaching philosophy." He urged that a man who was illit erate but religious and moral was far less dangerous than a highly educated man who was irreligious and un scrupulous. KellKion Helps Men. "Religion tends to help men live better here." he says. "At each stage of a child's life there is a degree of comprehension. A child should be taught religion by steps. Just as he Is taught anything else. "Let your manner of teaching be simple. Get the great truths Just as Christ did. Go to the Bible and get the parables as he did, and present them to the child in concrete form. Children will not receive instruction that is given without preparation. Such teaching is worse than wasted." Many non-Catholics and educators are attending the lectures of Dr. Pace, for the sessions are open to the public. Dr. Pace has devoted his life to study and teaching, and is one of the emi nent American philosophers. Lectures are also given by Dr. B. V. DeBusk, of the University of Oregon. Dr. De Busk is taking up backward children, backward schools and the conditions that are unfavorable to education. First Impressions Important. "The first impressions of a child in fluences his whole life," said Dr. De- KuMk. "At the ages of 12 and 13 a child's nerves are all in action. Then, above all other times, and before this snould there be the greatest care in training. "Children who are backward should be separated from the' others, and children who are not sirong mentally should be separated from them. He advocated the use of various es tablished tests to determine the stages oc mental development or cniiaren. The loss of sleep, improper food at irregular times, ill-health and other home conditions are often, according to Dr." DeBusk, responsible for lethargy or backwardness in children at school. Dr. John P. 0'Hara..o( the depart ment of history of the University of Oregon, is giving a series of lectures on history and its relation to modern conflicts and conditions. Behind all the wars, says Dr. O'Hara, lie the condit tions into--which the various peoples have fallen, greed and jealousy. Dr. O'Hara spoke on the "Causes of the Kuropean War" yesterday morning. AH the ills to which -the body politic is. heir will be eradicated by the passage of the "Full Rental Value Land Tax and Homemaker's Loan Fund Amend ' nient," if the assurances contained in the argument for the measure. are true. This measure, erroneously termed by its advocates as the "People's Land and Loan Law." is proposed by the Oregon State Federation of Labor and the Cen tral Labor Council of Portland. The argument in its favor, now on file for printing in the official pamphlet, in part, is as follows: "The law takes all land-rent values for public taxes, whether the land is used or not. It provides for farmers and other home builders a system of rural and city credits by state loans. "It guarantees to every person "per petual and exclusive possession . of his land as long as he pays the land-rent tax. It also protects the private owner ship of personal property and land im provements. "Poverty, unemployment, child labor and all attendant evils "can be ended by an intelligent vote. The Oregon State Federation of Labor and the Cen tral Labor Council of Portland invite the closest study of the 'People's Land and Loan Law. " Indorsements from Samuel Gompe-rs, president of the American Federation of Labor: C. B. Kegley. master of th Washington State Orange: C E. S. Wood, of Portland, and others are ap pended to the main statement of its ad vocates. MILL ACCIDENT IS FATAL Balance Wliecl Breaks, Killing One, Injuring Another. COTTAGE GROVE, Or.. July 19. (Special.) George Edwards, mill wright, suffered injuries which re sulted in death when struck by a fly ing fragment of a balance wheel at the Leona mill Monday. Another man was seriously injured, and the engine end building were so severely damaged that the plant will not be able to op erate for a month. Kven those who witnessed the acci dent do not know exactly how it hap pened. The engine ran away and fly wheels and steam pipes burst, but whether the running away of the en gine caused the fly wheels to go to pieces.- or' whether the breaking of a fly wheel caused the engine to run away is not certain. Most of the school teachers who come to Summer session from the smaller communities of the Pacific Northwest are compelled to be their own dress makers during the school year, accord ing to Professor Effie Raitt, head of the department of home oconomles. One of the biggest departmental reg istrations of the session always Is in home economics. At first, competent observers tes tify, the fingers of "dear teacher." who oniy a few weeks ago was ruling su preme over her own world of the grades classroom, are slow and none too sure. BEER DUMPING STOPPED CARLOAD SEIZED BV POLICE IS GIVEN" FEDERAL OFFICERS. Fine of 9380,000 Possible Againat Shipper Whose Identity Has Not -"Vet Been Established. SEATTLE, Wash., July 19. While the police were engaged in dumping Into the bay a carload of beer seized today. United States- internal revenue officers appeared and directed the po lice to hold the beer as evidence for prosecution of the shipper in the Fed eral courts. The internal revenue officers eaid the beer had been shipped In violation of a Federal statute which requires each package to bear a label stating the character and quantity of the con tents. The cartons containing the bot tled beer were without such labels. Under the direction of the Federal of ficers 116 cases which the police had not destroyed were held as evidence. According to Robert Ingersoll, one of the internal revenue officers who took charge of the liquor, the shipper, if convicted, is liable to a maximum pen alty of $5000 for each unlabeled pack age, making a total possible penalty of J580.000. The only clew the police have re ceived concerning the identity of the shipper was a telegram received soon after the liquor was seized asking that the confiscated liquor be shipped back to the Jesse Moore Hunt Company, of San Francisco, because the beer had not yet been paid for. Mayor Gill de cided that the liquor had been ehipped into the state illegally whether it had been paid for -or not and instructed the police to ignore the telegram- The car seized contained 140 cases of 72 bottles of beer each consigned to Juneau, Alaska, in care of a transfer company in Seattle which the . police said did not exist. Twenty-four cases had been destroyed before the internal revenue officers Interfered. POWER MANAGER NAMED I.. WHITE, ALBANY, TO TAKE OVER. WILLAMETTE DISTRICT. I.. White, of .Albany, as. district manager in charge of Willamette Va ley properties of the Oregon Power Company, will take up the greater part or the work left by the resigna tion . of Atilla Norman, vice-president and general manager. Announcement to this effect was made here today by Elmer Dover, president of t$e Oregon Power Com pany and the Northern Idaho & Mod tana Power Company. Mr. Dover and party are here on a tour of inspection, and will go on to Coos Bay before they return to Tacoma. In making Mr. White manager of the Willamette Valley district the plan of organization of the Oregon Power Company Is changed from the origina plan still further than It was a few weeks ago. Since that change Mr. Norman, as general manager,' has had charge of all the Valley properties. and has also had Indirect supervision of the Coos Bay district, of which A. L. Martin, formerly of Dallas, is manager. Under the new arrangement Mr. White and Mr. Martin will be rn ordinate in authority, both reportASg to Mr. Dover direct. ROAD MEETING ATTRACTS Conference Over Plans for Bonds to Be at Chehalls Saturday. CHEHALIS. Wash., July 19. (Spe cial.) Dan W. Bush, president of the Citizens' Club of this city, is in receipt of assurances from prominent men in various parts of Lewis County that they will attend the preliminary good roads meeting to be held here next Sat urday. July 22, when the question of calling a big good roads meeting for a later date will be up for consideration. At a meeting of the Oregon Normal School board of regents, to be held it Salem Friday, a special committee re cently appointed by Governor Withy- combe is to present a report on the standardization of normal schools Oregon. The committee is composed of C. L. Starr, of Portland; Cornelia Mar vin, of Salem, and If. G. Starkweather, of Milwaukie. A study has been made of the Normal School conditions in Washington. - The committee's preparation also includes courses of study, conditions of living and work of graduates. Captain to Teach at Training Camp UNIVERSITY OF WASHINGTON. Se attle, July 17 Captain W. T. Patten. U. S. A., retired, commandant- of cadets of the State University, has been or dered to Monterey. Cal., by the West ern Division headquarters of the Army, to- act as instructor in the citizens' training camp, which-opened there July 10. to continue until August 5. He was informed that he Is to be ordered after that to another camp, either - at Fort Douglas, Utah, or American Lake, Wash. Captain Patten is a veteran of the Philippine campaign. He was re tired four years ago for disability, but Is eligible for emergency service. He helped put the university company of the National Guard, Company F of the Second Washington Infantry, now at Calexlco, Cal.. in shape for the move ment to the border. . Six carloads of steel for the track of the Cowlitx. Chehalls & Cas cade Railroad, which is being built from this city to Salkum. 22 miles southeast of this city, has arrived. Work laying the rails is being pushed in the Xewaukum prairie neighborhood. It is expected to have the road ready to operate by' the time the Fall' rains begin. Farmers' Agency to Form. - MEDFORD. Or., July 19. (Special.) On Saturday, July 22, there will be a farmers' picnic at Central Point.- when there will be organized a co-operative selling agency of Jackson County grow ers to handle livestock, grain, feed, etc. The proposed association will affiliate with the selling agency which has been founded toy the federation of the State Grange and the Farmers' Union.
