On the northern Hank of General
Brusilofrs front the Austrian, resist
ance, considerably stiffened by the arri
val of a large number of German rein
forcements, has succeeded In. checking:
the Russian drive between Lutsk and
Kovel. which, directed against Vladi-mir-Volynski,
aims at destroying the
Austrian communications between Ko
vel and Lembergr. But in spite of the
violent Austro-German counter attacks,
one of which broke through the Russian
lines, the latest reports are to the er
feet that the Russians have again re
sumed progress in this sector, after
taking- the usual toll of prisoners.
On the southern flank the Austrians
have been unable to check even momen
tarlly the Russian advance toward Ko-
lomea and toward the final Dneister
fortification of Halich.
Austrian In Flight.
General Fflanzer. the Austrian com
mander, apparently is paying the pen
alty for having too long delayed his
retirement from Czernowitz and his
army, now cut in two, is reported to
be In precipitate flight, one part along
the Roumanian frontier and the other
Into the Carpathians.
Turning from Czernowitz, General
Letchitzky's forces are pressing their
flank attack further north and have
reached a point on the Zlota Li pa.
some miles to the northwest of Czer
nowitz. Russian military critics con
. aider it unlikely that the Austrians
will be able to hold the "Zlota Llpa
line, but will be forced back upon
Halich.
The separate Russian movements now
are showing a strongly centralized ten
dency. There are three converging lines
of advance, the common objective of
which Is Lembers. The first -of these
lines ia aproaching Vladimir-Volyn-
ski, the second Brody, the third Ha
lich. The capture of any onj of these
towns would place' the Galician capital
in a position of grave danger.
The total number of prisoners taken
by the Russians now Is estimated at
79.000.
"The speedy successes we have at
tained represent the application of all
the lessons we have learned in two
years of bitter warfare against the
Germans," said General Brusiloff. "In
every movement, great or small, that
we made this Winter we have been
studying the best methods of handling
the new problems which modern war.

"At the beginning of the war, and
especially last Summer, we lacked the
preparations which the Germans had
been making for the paat 50 years. Per
sonally I was not discouraged, for my
faith in the Russian troops and In the

man troops have broken the res
istance of the Russians at varl-
outs points northwest of Lutsk and are
fighting their way forward, the War
Office announced today.
The announcement says:
"Western front German patrola con
ducted successfully enterprises near
Beuvralgnes and Nieder-Aspach. Our
airmen dropped numerous bombs on
military establishments at Bergen, near
Dunkirk, and Soullly, southwest of Verdun.
"Esatern front, army group of Field
Marshal von Hlndenburg Attacks by
German detachments on the front south
of Smorgen and near Tanocsyn re
sulted In the capture of one orricer,
143 men, four machine guns and four
mine throwers. A Russian biplane was
compelled to land west of Kolodont and
was destroyed. BomDs were aroppea
on a railway building at Wllelka.

WASHINGTOX. June 20. A building
programme of at least four battle
cruisers and two dreadnoughts and an
increase of 20.700 men in the Navy en
listed personnel were agreed on at t
White House conference today as pro
visions which the Administration will
ask the Senate to include In the .pend
ing naval MIL Aa passed by the House
the measure provides for only five
capital ships, all battle cruisers and for
a personnel Increase of only 11,000 men.
Secretary Daniels, Chairman Tillman,
of the Senate naval committee, and
Senator Swanson, another majority
committee member, went over the
building and personnel questions care-
rally with President Wilson ana it was
said afterward that work will be
started immediately to write Into the
bill the increases a-greed on. The
Senate committee appointed Senators
Tillman. Swanson and Lodge to draft
the necessary amendments.
While the Administration will Insist
vigorously on an Increase in the build
ing programme. Secretary Daniels in
dicated tonight that he would not con
sent to any compromise by which the
personnel increases would be sacrificed.
The Secretary made public a letter he
had written to- Chairman Tillman,
pointing out the necessity or more
men to meet the Increased responsibili
ties of the Navy in Mexican and other
Southern waters.
"Owing to the immediate and unex
pected need for enlisted men to keep in
commission and to place in commission
ships which are ordinarily kept in
reserve with reduced crews and fully
to man all ships." wrote the Secretary,
"I recommend that there be incor
porated In the pending naval appropria
tion bill a provision establishing the
enlisted strength of the Navy as 74,700
men and authorize the President to
increase the number to 87.00O when in
his Judgment it may become necessary
to place the country In a complete state
of preparedness. The increase to 74.730
from the 64.000 now enlisted is the
number recommended by the general
board.1

ent enlistment the members of Com
pany 6. Coast Artillery. O. N. G., sta
tioned here, will receive between $5000
and X6000 a year. As expert riflemen
get a month extra and as Company
6 has 49 of these, probably the largest
proportion of any company in the
United States, the average amount to
the man will be larger than for other
companies of the state.
With orders to bring the company up
to war strength. Captain Woods may
secure the re-enlistment of a number
of exnert riflemen who have dropped
out of the company during the past
few years.

PARIS. June 20. Three German at
tacks made last night on the French
positions northwest of Hill No. 321 were
repulsed by the fire of the French ma
chine guns, according to an official
statement Issued today by the War Of
fice. The Germans are heavily bom
barding the French positions In the
neighborhood of Vaux. Chapitre and
Chattancourt.
The text of the statement says:
"The German forces delivered three
attacks last night upon our positions
northwest of Hill No. 821, but all their
efforts were broken by our curtain of
fire.
"The bombardment has been Intense
in the region of the woods of v tux and
Aereement Is Reached Whereby Com
plete Ban Is to Be Placed on
"Enemy" Commerce.
PARIS. June 20. Results of recent
economic conferences here in which the
allied governments were represented
show that sweeping roeasurs have been
jointly adopted under three heads, the
first embracing the period during the
war, the second the transition period
and the third the period after the war.
During the war, citizens of tne allied
nations are forbidden all commerce
with enemy subjects. All merchandise
from enemy countries is likewise xor
bldden. Commercial houses having
enemy connections are sequestered. Ad
ditional restrictions are placed on ex
portation! and also on contrabrand.
During the reconstruction period,
the allies declare their purpose to
carry on joint action In restoring in
dustry, agriculture and merchant fleets.
All treaties with the enemies being
abrogated, the allies agreed that fa
vored nation treatment shall not be ac
corded to enemy powers during a num

the Turkish fleet attacked a Russian
warship in the Black Sea off Sulina.
Roumania, while the Russian ship was
convoying lighters to Odessa, says the
