" , Charles Steelsmith, superintendent of The Dalles-Columbia line, said last night that the steamer Twin Cities, which arrived late in the day from Lewiston, would be tied up for the present, as there was a margin of only a few Inches before The Dalles-Celilo Canal would be closed on account of the freshet. The steamer Tahoma, operating be tween Portland and The Dalles, was tied up yesterday, though it is ex pected the Cascade Locks will stand slightly more of a rise than the Celilo wt.rwav. All lower docks in the center of the harbor are inundated, a few having oB-rrl until the oast few days, while Ash-street dock's lower level has hard ly been free from water since the first rise of consequence exhibited by the Bummer freshet. Towboatmen are feel ing the effects of the surplus water in the Columbia, where the current is stronger than at other times, and a curtailment of log rafts follows, only one being towed now whereas three are handled during normal stages of water. MAW BRIDGE IS AUTHORIZED War Office Approves Clearance of 150 Feet on Young's Bay Crossing. Authority for the Spokane, Portland fc Seattle Railroad to construct a draw bridge across Young's Bay. on the Astoria-Seaside line of that system, reached Major Jewett. Corps of Engi neers, U. S. A., from Washington yes ter. It provides that the draw shall be so built that there will be a clear ance on each side of the drawrest of 150 feet for the passage of vessels. The present draw has a clearance of 130 feet and an effort was made to increase the clearance for the new draw to 200 feet. It is provided in the authority, which is signed by Assistant Secretary of War Ingerham. that there be a two pile training wall built from the bridge 150 feet upstream and 50 feet down stream, to serve as an assistance in Mining vessels up" for the opening when wind and current bother. Concluding to have certain holler Tvork attended to in advance of the opening of the Summer season at North Beach, the steamer Harvest Queen was tied up on her arrival from the lower river yesterday afternoon, and "Cap tain" Budd, superintendent of the O.-W. R. & N. water lines, sent the tleamer JTassalo out in her plaoe. The Queen will be returned to the run the last of the week, by which time her boiler work will be completed. Captain Campbell, of the steamer Spokane, of the Snake- River fleet, ar rived yesterday to spend the Summer on the steamer T. J. Fotter, which starts next week on the Portland-As-toria-Megler route at night. Her crew is ready and July 14 the Hassalo will KO on the daylight run between Port land and Megler. Annual inspection of all stations on the Southern Oregon Coast has been undertaken by Inspector Robert War rack, of the 17th lighthouse district, who left yesterday for Cape Blanco, and from there will wend his way north. The tender Heather received orders at Seattle yesterday to proceed to Point "Wilson and replace a buoy reported to have gone adrift there. Records fhow that in every instance in which in aid to navigation has been reported out of order or missing on Puget Sound a tender has been available there im mediately to send to the scene. The tender Manzanita sailed from Astoria early yesterday for Cape Flat tery and Destruction Island, where she will deliver supplies. MEXICANS ARE SCARED AWAY First Ialor Disturbance Arises at San Pedro. BAN PEDRO. June 19. The first dis order and the first arrest In the long shoremen's strike here occurred today, when the sight of several hundred strike sympathizers caused two crews of Mexicans brought here by the South ern Paciflc Railroad and the bait Lane route to refuse to work on the docks. The Mexicans returned to Los Angeles on the cars which brought tnem. O. Templeton. a striking dock worker, waa arrested, charged with disturbing the peace. He was alleged to have truck a nonunion lumber worker. Several night . excursions have been ar ranged for the steamer Bailey Gatzert by private Interests and It has been decided by the Regulator line to charter the steamer at nights, so for the present the public moonlight excursions planned will be cancelled. The steamer is to resume her schedule between Portland and the Cascade Locks when more settled weather Is assured. Th pilot schooner Joseph Pulitzer, which has been inside for several days for supplies and to hsve her bottom cleaned, left Sunday evening for her station outside the mouth of the river. The tank steamer Atlas arrived today from Seattle and will tow oil barge No. 91 to California- After loading 400,000 feet of lumber at Knappton, the steam schooner Willamette will shift tonight to St. Helens. COOS BAT, Or., June 19. (Special.! The steamer Adeline Smith arrived from San Francisco today. The gasoline schooners Roamer and Rus tler are loaded for Rogue River with can nery supplies for the Macleay estate. ABERDEEN. Wash., June 19. (Special.) The steamer Daisy Gadsby cleared today from Hoquiam for San Francisco. The steamers Doris and Carlos will clear for San Pedro from Aberdeen mill tomorrow. When these vessels clear the harbor will bo empty of steamers. The schooner Expansion will complete loading at the Anderson-Middleton mill for Melbourne on Wednesday. MARINE INTELLIGENCE. Laurelhurst was exonerated from the charges of having used roses grown outside Us district in the Hose Festival Community exhibits and the controversy which seemed to be developing was cleared up at the hearing before a committee from the Festival Board at the office of President J. II. Dundore yesterday. Representatives of both the Laurel hurst district and the Hawthorne dis trict, which had made the protest, at tended the hearing and the accusations made were gone into in detail. The committee in charge of the hear ing consisted of J. H. Dundore, E. J, Jaeger and W. A. Montgomery. The findings of the committee were as follows: "The special committee appointed by the Rose Festival Association to in vestigate the protest filed by the Haw thorne .District Rose Association rela tive to the supposed display of roses coming from outside of the J-aureIhurst district finds after full Investigation that the roses In question were not dis played at the time the judges made their decision and furthermore believes that the protest was brought in abso lute good faith for the betterment of the exhibits which may be held by future Rose Festivals.
