INITIATIVE IS SUGGESTED Tower to Issue ISonds for Bnild Jn or Chartering Craft Is Object of Move I'nder AVay In Portland. To draft a measure for presentation riefore the 1917 Legislative Assembly that on enactment as a Keneral law would give the Port of Portland Com mission authority 10 issue bonds and engage in the operation of commercial vessels without the confines of the state is the aim of a committee recently named by the directors of the Chamber of Commerce to ascertain if the Port of Portland had power at rresent to operate steamers between Portland and Alaska. The committee reported to the direc tors yesteriay that the ajecial act un ler which the Port of Portland is op erating would not pf-rmit an Alaskan service being fostered, but pointed out that a general act of the Legislature would provide the port body with the desired authorization and that it might be obtained through the voters of the state as well. The committee was thereupon retained to draft the required bill, and its passage would mean that other ports organized under a general act would have the same privilege. Six on Committee. The committee is composed of Frank lin T. Griffith. Edgar B. Piper, F. V Mulkey. W. P. LaRoche, Charles H. Carey and Guy W. Talbot. Commercial Report Awaited. There remains to be received a re port from another committee at work on commercial features of the pro posed line, and the matter of obtain ing vessels under charter that could be used for immediate needs. In a general way the cost of construction of three wooden steamers suitable for the line, to be turned out when funds from a bond Issue are at hand, has been gone into, and if the Port can under take the bond issue later every effort will be put forth to build the vessels In home waters and of Oregon material. With the arrival of the Bear, bulldog of the "Big Three" fleet, yesterday, there returned the rainmakers, as her company is beginning to be known, for no sooner was the ship sighted in the harbor than a deluge started. The sudden and unusual fierceness of the storm was not accounted for until a. passenger walked ashore wearing .a straw hat. adornment in vogue in southern climes butstaboo here before Hay 1. One aboard who probably did not regret his first impression of Portland was Sir li. Y. Gray. who. with Mrs. Gray, made the trip from Los Angeles principally to try fishing for the famed salmon of the Columbia and Willam ette rivers. Cal.. and Harry de Granpre. of the ticket office force of the company, who had Journeved to Los Angeles. v RIVEIt TRADE LOOKING XT Salmon Prospects, Flour Milling and Logging Industry Play Parts. Whites and Chinese bound for Lower Columbia River canneries and seining grounds the past few days have swelled business of the river fleet and prepara tions are under way for the early sal mon season. It is believed that more traffic will be under way this week, when horses are moved from mainland pastures to the seining sands to get into harness again, dragging nets from deep water with their catches. Another movement to Astoria is wheat, and about 100 tons goves for ward today on the steamer Lurline. More settled weather also foretells re newed life in logging camps, and those now in operation will add to the work turned out since the unfavorable weather period is ended. VPPER RIVER SERVICE CUT Craliamona Now Takes Care of AH Offerings on Corvallis Route. Seasonable freight having largely moved to market from points within easy access of the Upper Willamette River, the Yellow Stack line yesterday withdrew the steamer Pomona from the Portland-Dayton-Salem service and the Grahamona is retained, and she will continue between Portland and Albany, making Corvallis once .each week, and that will be leaving here Saturday mornings. Captain A. W. Graham, superintend ent of the fleet, said yesterday that, while for a time the trade would not warrant two vessels being operated, the fact only one was on the route would not permit of Dayton being served In the interim. WAGE INCREASES GRANTED Pncet Sonnd Steamer Hands Get Rise of $5 Monthly. SEATTLE, Wash.. April 26. Owners of passenger and freight steamers oper ating on Puget Sound met today and increased the wages of all steamer em ployes $5 a month. If the men remain on the boats 60 days or more, an addi tional Increase of 12.30 will be made. A strike was declared on these uam- era several weeks ago. the ulnon men demanding & larger increase than was granted today. The preseirt crews do not belong to the union. IIIe' Water Is Predicted. P.IDGEFIELD, Wash.. April 26. (Special.) Local river men and others are predicting: high water In the Co lumbia and Lake Rivers during- the early Summer, on account of an un usual heavy snowfall in the mountains. Although the weather for the past sev eral weeks has been so cool that the heavy snows of the mountains have not melted, the river lacks but a few feet of being as high as the crest of last season. Sea JjOS Raft Launched at Wallace. ASTORIA. Or., April 26. (Special.) The Benson Lumber Company has placed one sea-going raft of logs In the water from its cradle at Wallace Slough this Spring, and the second one will be launched In about two veeks. The intention of the company is to construct three more of these raft this Summer, making a total of fiv to be towed to San Diego before Sep tember. Ijovelorn Xnrse Drowns Herself. MARYSVILLE. Bonham, of the United States Im migration Office, left yesterday for the East aboard & special car used for deport ing aliens, and with him went Angeleno Molfno. an Italian, who was In the pen itentiary at Salem, and is being returned to his native land. Captain Parker, of the gasoline schooner Enterprise, enteied yesterday from Newport, said that on the way up the coast he passed close to the schooner Oakland, stranded near Necarney Mountain. The Enterprise was cleared for the return with 24 tons of cargo and the gasoline schooner Ahwaneda, for Bandon. with -S5 tons. On her departure today for San Pedro, the steamer Olympic will have a lumber cargo measuring 72.", 000 feet. It Is estimated that the British bark Inverlogle. which shifted yesterday to Irv ing dock from a berth at the North Bank, will complete her grain cargo tomorrow afternoon. Netvs From Northwest Ports. The Puget Sound halibut fishing steamer Ean Juan came Into port during the night to obtain medical attention for the mata. whose hand was smashed yesterday. ine San Juan had been fishing on the halibut banks off the mouth of the river for one day. but had no success. The rasollne launch Glacier arrived to day from Portland and will sail tomorrow for Cordova, Aiaaka, where she will act as a tender for the Canoe Packing Company's cannery. Holley to open a hall at 727 Alberta street, using the tables and equipment which formerly was in a hall owned by A. W. Dempsey at 724 Alberta street, which place, was put out of business recently by the City Council. The residents of the district appeared before the Council yesterday and pro? tested against the proposed new hall.
