Carl Reiter, manager for the Orpheum

Effort is to be made today to arouse
the pride of Portland in the great
"manhood factory" at Sixth and Taylor
Streets.
The appeal is to be directed toward
the homes of the city and to the men
of the city to make use of the Young
Hen's Christian Association.
It is to be made to Jews and Gen
tiles, to Protestants and to Catholics.
It is hoped to reach every man who
believrs that clean manhood is an
asset for the future of Portland.
Yesterday was another victory for
Seattle in the contest with I'ortland
for memberships in the Y. M. C. A. or
ganizations of both cities. After today
the week will be half gone and Port
land is not even well started toward
the goal.
ExpertM to Be Employed.
The last half of the week, however.
Is to be devoted to a campaign by
''regular salesmen." General Wood
ward yesterday visited a number of the
big business firms of the city, and they
have agreed to send some of their
most expert salesmen to handle the
latter part of the campaign. Through
these experts it is expected that the
campaign will take a sudden jump for
ward. Today at noon Rabbi Jonah S. Wise
Is to speak at the Y. M. C. A. on why
the people of the Hebrew race are in
terested and benefited by the organi
zation. He will point out that the
largest contributor to the Y. M. C. A.
In the United States is a Jew.
Yesterday, the birthday of a prom
inent Catholic, the canvassers were
welcomed to his office and a check
drawn to pay "for two boys' member
ships in the Y. 51. C. A.

C. A. Just pass those on to a couple
of hoys whose parents cannot afford
to pay for them." lie said.
The Werlein team. "The "Woimceas,"
won the contest yesterday with 25.600
points, against 21.600 points scored by
the "Du Plunx." commanded by Colonel
O. W. Davidson. The total number of
men's and boys' applications secured
for the day was 4 5.

director for the Y. M. C. A.
"If the business men of this city will
today take the time to suggest to those
employes whom they know will bene
fit by the connection that the Y. M. C.
A. courses of study and its associations
should be secured by them, the battle
will be won.
"The average employe needs just that
ort of a boost from his employer. He
needs the knowledge that his employer
Is interested in his future.

It developed, as a result of the noon
day meeting yesterday, that many of
the business houses of the city are
giving preference to employes who are
able to give the Y. M. C. A. as refer
ence. The efficiency expert for one of the
biggest iron and steel plants on the
Pacific Coast stands for Y. M. C. A.
boys against the untrained applicant.
When he hires a young man as a com
mon laborer at the plant the "boss"
gives the suggestion that he should
enroll at the Y. M. C. A. night school.
If the boy is not ambitious enough to
take advantage of the opportunity the
boss does not want him.
"It is this situation which leads us
to ask today that every man in Port
land lend a hand in this campaign,"
urged General W. F. Woodward.
"It is not so important that Portland
shall defeat Seattle in the contest, but

VETERANS SIGN TO SERVE

nel John If. Wholley Camp, No. 21,
United Spanish War Veterans, it was
voted to open a roster for all men who
have seen service and who will respond
to a call to arms if necessary. E. F.
Kirklin, George L. Dingman and W. H.
Cameron were appointed as a commit
tee to receive the names. This move
ment is state-wide among The veterans

for Connty Championships.
RIDGEFIELD, Wash.. March 2S.
(Special.) The final debate of a series
of contests which will decide the cham
pionship of Clarke County, which have
been conducted by the Clarke County
Debating League, composed of the vari
ous high schools of this county, Ridge
field. Vancouver, Camas and Wash
ougal. will be held Friday night at the
Ridgefield High School.
The local affirmative team, composed
of Miss Esther Taylor and Ira Taylor,
sister and brother, will debate against
the negative team of the Washougal
High School at that place. On the same
night the Ridgefield High School neg
ative team, composed of Misses Ruth
Maxson and Mis3 Frances E. Groff, will
contest for honors against the Wash
ougal High School affirmative side at
the local high school building.
MAYOR IN BOOTLEGGER NET
Kxccutive of Wilkeson, Mining Town,
Arrested in Booze Kaid.
TACOMA. Wash., March 28. Raiders
from the Prosecuting Attorney's office
here swooped down on the City Drug
store at Wilkeson, a mining center,
this morning, and arrested Mayor Jo
seph McCaskey. the owner, in the
basement, where he is alleged to have
been in the midst of barrels of liquor,
charging him with selling liquor un
lawfully. They also arrested Angelus A.
Basfillanrth. his clerk, "Pete" Wheeler,
Tom Wilson and George Yellich on
warrants issued in the Superior Court.
Bail of $500 was asked in each case,
and the raiders said they would prob
ably bring the prisoners back with
them this afternoon.
Among the seizures were two barrels
of whisky, a barrel of port wine, 24
quart bottles of whisky and 12 bottles
of beer in the drug store.
Snnday School Convention Ends.
CATHLAMET, Wash., March 28.
(Special.) The county Sunday school
convention closed here Sunday night,
after a successful session. Delegates
from Oak Point and Skamokawa were
present. W. C. Moore, secretary of the
V estern Washington Association; Mrs.
Moore. Dan Dupertious. district super
intendent of the American Sunday
School Union, and Mrs. Millie Wilson,
of Lewis County, were the speakers.
Centralia Republicans to Dine.
CEXTRALIA. Wash.. March 28
(Special.) Practically all of the 125
tickets have been sold for the banquet
to be held at the Hotel Wilson Friday
night by the Toung Men's Republican
Club. Dr. David Livingstone will be
toastmaster and the principal speakers
will be James McNeeley, of Tacoroa,
candidate for Governor, and Charles E.
Claypool, of Olymuia.
Centralia Junk Men Warned.
CENTRALIA. Wash.. March 28. (Spe
cial.) Chief of Police Miles McGrail
has issued an order to second-hand
dealers not to purchase junk from
minors. Violation of the order wi!l re
sult in the offending dealer losing his
license. The police attributed the petty
thieving in the city during the past
year to youths, who sell their loot to

that served in the County Jail.

vision of deputies and hack-sawing of

On recommendation of Sheriff Hurl
burt, made directly after acceptance of
the responsibility for the city and
county prisoners sent to the rockpile,
the County Commissioners yesterday
decided to allow the prisoners 15 cents
a day for meritorious work and con
duct. This is to obviate the necessity
of the convicts returning to old criminal
pursuits the day they are released.
Incentive for AVork Provided.
Some incentive is necessary to make
the men do a fair amount of work on
the rockpile. Sheriff Hurlburt pointed
out and the sum offered, even though
small is expected to furnish that.
W. L. Lightner, chairman of the
board, approved of the plan of Sheriff
Hurlburt, but spoke of the necessity of
keeping in mind the fact that the men
were sent to the rockpile for punish
ment and that things should not be
made too easy, or compensation too
liberal, for them.
"Slackers'" will not be paid. Commis
sioner Holman said that the men should
understand that the money would not
be paid for mere desultory labor, but
was intended as a bonus for good work,
and exemplary conduct.
Mr. Eatchcl to Remain.
The money for the operation of
Kelly Butte is paid from the road fund
of the county. Superintendent W. A.
Eatchel will remain in charge of the
reck quarries, but the prison will be
under the supervision of Sheriff Hurl
burt. The prison houses are badly in need
of paint, said Sheriff Hurlburt yester
day, after a trip of inspection, and the
prisoners' quarters will be renovated
this week.
Sheriff Hurlburt will take charge of
the commissary and see that the men
receive good, wholesome food.
"I'm not going to buy job lots' of
meat at low prices, that is slightly
tainted, in any effort to economize,"
announced the Sheriff. "I shall at
tempt to conduct the prison at Kelly
Butte as economically as possible,
without sacrificing the health of the.
prisoners by feeding them food of
doubtful nutriment or compelling them
to live in unclean surroundings."
Plant Ik Inspected.
Sheriff Hurlburt. accompanied by his
chief deputy, Robert Phillips, and
George Hurlburt, jailer, made a survey
of Kelly Butte yesterday preparatory
to taking over the plant today. His
plans for the conduct of the rock
breaking prison, also the personnel of

The prison was out of use for 14
months, until recently, when the Coun
ty Commissioners reopened it to work
prisoners.
"My policy there will be one of etrict
discipline with reference to the pris
oners," said Sheriff Hurlburt yester
day. "When the Board of County Com
missioners asked me to relieve them
of the conduct of the prison it was
agreed that I should have complete
charge."
Garden Day Announced for Friday.

Bering Sea Navigation Opens.
SEATTLE, Wash., March 28. The
tug Goliah passed through Unimak Pass
into Bering Sea yesterday, towing the
Darge Big Bonanza, loaded with sup
plies for the Pacific-American canner
ies. The Goliah was the first boat of
the season to enter Bering Sea, which
is frozen during the Winter. '

Rheumatism Is easier to avoid than
