ARMY BILL PASSES HOUSE BY 402 TO 2 People in Search of Desirable, Dependable and Inexpensive Spring Merchandise Will Throng This Great Friday Sale in Unprecedented Numbers Wonderful Specials Measure Providing Regular Footing of 140,000 Men Is ' - Virtually Unchanged. NITRATE PROVISION LOST Gardner Fights in Vain to Substitute Volunteer Provision for Militia ray Clause Further In- crease Is Itefused. WASHINGTON, March 23. The Hay Army increase bill, providing' for a P.egular Army peace strength of 140k 000 fighting men instead of the pres ent 100.000, passed the House late to day by a vote of 402 to 2. It goes to the Senate for immediate consideration virtually as drafted by the House com mittee. The negative votes . were cast by representatives Britten, Republican, of Illinois, and London, Socialist, of New York. Mr. Britten opposed the bill because Vie favored a still further increase in the Army, and Mr. London because he favored no increase. Amendments to the bill were consid ered in committee of the whole in the course of the day-. On the first vote to strike out the provision for a Government plant to take nitrogen from the air for manu Jacture of explosives, the motion to eliminate the project carried, 122 to 100. A record vote was demanded. Administration Plan Rejected. The Administration plan was shown ty the record vot to be defeated, 154 to 128. This eliminated the entire provision for securing nitrogen as a Kational defense safeguard, designed to make the country independent of the supply of nitrates from Chile. Representative Gardner fought vainly for his amendment proposing to sub stitute for the militia pay provision the volunteer provisions of the Cham berlain Senate bill. Chairman Hay, in charge of the bill, vigorously opposed this. When put to a vote, it was re jected. Another attempt to forbid the use of the National-Guard in strike duty was defeated. The provision for drafting was quick ly adopted with little debate. Repre sentative Gardner, of Massachusetts, however, expressed fear that it would accomplish little in time, of war, point ing out that during the Civil War only 46,000 men were obtained out of 776.000 subjected to draft. West Point Clause Eliminated. When the West Point section of the bill was reached word came that the Senate had passed the Chamberlain bill practically to double the cadet corps. The House, on motion of Mr. Hay. struck out the entire section relating to West Point appointments, so that there could be quick action upon the Senate bill. An amendment by Representative Anthony. Republican, of Kansas, to have Army officers retired for disabili ties examined at intervals and assigned to duty if able, was adopted without opposition. Another amendment by Representa tive Good. Republican, of Iowa, pro viding that when any munition nianu facturer refuses to make supplies for the Government, the plant may be taken for the public, also was adopted. The Kahn amendment proposing in crease of the standing Army to 220.000 men was rejected. 191 to 213. The bill as it stands would increase the regu lars to 140,000. The Anthony amend ment designed to equalize differences in promotions in the various branches of the Army was rejected, 169 to 198. Federalised Onard Provided. Eesides providing for 140,000 enlisted men as the peace strength of the stand ing Army, exclusive of officers, hos pital and quartermaster corps and un designed recruits, the bill as passed by the House today provides for the build ing up of a force of 425,000 Federalized National Guardsmen within five years. It provides for an officer reserve corps of 50.000. for a complete industrial re serve and for new recruiting systems for both the regular Army and the Na tional Guard. It also contains an authorization for Summer training camps, from which a third force of Federal volunteers is ex pected to grow, and provides that Na tional Guardsmen, who will receive the benefits of the militia pay feature of the bill, shall be subject to immediate draft into the Federal service in war time. FOLlTICAlj move defeated Amendment Mifrlit Have Affected Idaho Campaign for Governor. OREGONIAX NEWS BUREAU. Wash ington. March 23. A provision was in serted in the Army reorganization bill in the House early today that would have played an important part in Idaho politics, but on reconsideration the amendment was rejected. This amendment authorized the Sec retary of War to examine periodically all officers on the retired list and to call back to active duty all who have recovered from their disabilities. Cap lain E. G. Davis, candidate for the Re publican nomination for Governor of Idaho, was retired from the regular Army several years ago for injury to lils foot. He has sufficiently recovered so that under this provision he could have been ordered back into the Army and thus removed from politics in Idaho. Lee Gee. the Ilwaco Chinaman m-rused of a serious offense against a 11 -year-old Ilwaco boy, entered a plea of guilty in Superior Court yesterday. Cable advices from Chinese revolutionary leaders in Shanghai received today by officials of the Chinese Kepublic As sociation here said that Yuan Shi Kai's resignation had been demanded by the '"republican army." Trial by a national assembly of prov ince representatives t or having accept ed the Kmperorship' Is also demanded, according to the same cable advices. The demands are said to have been made by General Tang Chi-Yao. com mander of the '"republican army" and military governor of Y'unnan Province. SHANGHAI. March 23. Advices from Hongkong today indicate that the State Department mandate announcing aban donment of the plan to resume the monarchical form of government in China has met with a mixed reception in South China. Of the two equally strong and force ful factions there, the supporters of Yuan Shi Kai are said to believe there will be a peaceful settlement of the existing differences as a result of the decision reached. Those opposed to Yuan Shi Kai, according to the ad vices, declare the mandate has come too late and that people are too deep ly stirred against what they character ize as Yuan Shi Kai's faithlessness to his Presidential oath to he appeased with anything less than his elimina tion as head of the government. "WASHINGTON, March 23. Formal notification of the abandonment of President Yuan Shi Kai's project to turn the Chinese Kepublic into a mon archy reached the State Department today from American Minister Reinsch at Pekin. No details or explanation was made to the Minister. General Pierre Augusta Roque, the new Minister of War. made his first speech in the Chamber of Deputies today since his entry into the Cabinet. He spoke In connection with the medical treatment of French colonial troops from Guada loupe and the Antilles. The new Minister also came to the defense of France's Creole battalions against the charge made by a previous speaker that the colonials were trying to evade military service. He had served with the Creole soldiers and had great affection for them, said General Roque . with a great deal of. warmth. Whatever their rank, they were re spected by the entire army and he would not allow them to be disparaged. If any partiality was shown against them, the Minister said, he would maKe a severe example of the persons re sponsible for it. The Ministers speech was loudly ap plauded in all parts of the Chamber. "We have practically . all of the fruit industry organizations repre sented here," said Mr. Moomaw. It is proposed to elect officers and directors at this meeting which may continue several days.
