FALSE STATEMENTS CITED J-partmeiit Store Alleges Large S am "Was Paid Through Fear of Giving rublicity to Untruths In Con nection With l ire of 190 3. Xine suits, forerunners of a. score or - more, were filed. In the Circuit Court yctsterday to recover sums of money paid insurance companies by Lipman, Wolfe & Co.. in 1910, through fear of giving? publicity to alleged false and untrue statements charging fraud on th. part of the company in connection with a tiro in 19J3. The Deium building-, in which Lip man, Wolfe & Co. was then located, caught fire March 3, 1903. At that time the department store held insurance in nS companies, aggregating $318,200. The loss was adjusted for ?96, 938.30 and paid by the companies. Later the "Gallego's Committee," on behalf of the defendant insurance companies, it is alleged in the complaints filed yester day. Viid procure, obtain and induce l also and untrue sworn statements, known by them to- be false and untrue," wherein many charges against the de partment store were set forth. for instance, it was alleged thai the company asked damages for goods not injured by fire or water, that loss rep resented was disproportionately large, and even that some of the stock had INSURAHG CHARGED beun ordered destroyed in a supposed attempt to obtain the insurance. For fear of the injury to the busi ness which such reports would have meant had they been made public, W. f. Lipman and I. T. Lipman paid A. W. Thornton, of the Gall egos Committee, "a large, sum of money." asserts the complaints, on March 24, 1910. This money was then paid over by Mr. Thornton and Arthur C. Emmons, it alleges, to the- insurance companies. Later, in the trial of Sam Davis against the Liverpool & London & Ulobe Insurance Company, last Feb ruary, all statements that could be in jurious to the firm, it is asserted, were brought out. Mr. Davis last week filed 34 more suits against insurance com panies. He is the man who is alleged to have obtained the information by which the insurance companies secured the return of their money, and he is suing them for one-third of the money paid back to them. The suits yesterday were for the amounts returned at interest at 6 per cent for six years. The companies and amounts asked are as follows: Insur ance Company of North America, J1279, interest $460; London Assurance Com pany, J1919, interest J690; Law. Union & Rock Insurance Company, $1279, in terest $460; Phoenix Assurance Com pany. $5117, interest $1842; Liverpool & , , London & Globe Insurance Company, $5168, interest $1860; Aetna Insurance Company, $1279 interest $460; Western Insurance Company, $2558. interest $921; Royal Insurance Company, $2558, interest $951; Queen Insurance Com pany, $2558, interest $951. GIRLS SAY THEY'RE GOOD Chicago Judge Thinks His Parole Plan With 146 Is Going: to Work. CHICAGO, March 16. Clara told the tory of the hundred or so girls who crowded into Judge tjhllr's x:ourt the second return day for the "brands from the burning." Clara is one of them. Every month they are to return to the court and let the Judge know whether they've kept their word to reform. Last month all except four reported. To day the ranks were slightly thinner, but "Say," said Clara, tilting her purple hat to a wider angle, "I've Joined the purity league for good." She looked at the listener keenly. "You don't be lieve it, huh? Well, I don't believe it myself. And I don't know how long it'll last. Some of them have fallen out already:- "There was Sadie, for instance. The eops'll get her again. She's back at her old tricks on the south side. I saw her the other day. "Going up to court?" I asked her. She told me "Nix. She said she got a job for two weeks and got no sick workin' that she had to can it. "Sadie's gettln old and needs tha fun, you know. But us young ones don't. I've got enough to do workin" I'm a kitchen mechanic now; pots and dishes and floors and two kids to look after. You'd never know I was any thing else, if you didn't catch ma up here, would you? "It's lots of fun bein" good. It has, like I read in a book, negative merits. You don't get pinched and you don't gpt knocked out by the life, and you ain't a outcast." Clara laughed at the word. "Virtue," said Clara, "is the reward of sin." Clara went in to take a seat among the returned ones. The cases were to be called as soon as Judge Uhlir had finished the new cases on the court sheet. At 11:30 every seat in the courtroom was filled- As each girl entered she was greeted by smiles from those al ready assembled. Hand shakes fol lowed, greetings that disturbed the quiet of the room. It appeared for a time like a homecoming in a small town. The girls had stories to tell that Clara nor any of them would reveal to "outsiders." "I am convinced." said the judge, "that the experiment is going to be successful. I'm not fooling myself with the thought that all the 146 girls I paroled will keep their word. Hu man nature isn't 100 per cent perfect. But a number of them will win the majority of them. Out of that 146 there should he at least 100 who will turn out different women as a result of the parole and return day." Wealth an Autocracy. Dr. Frank Crane. Wealth is an autocracy. A man can o as he pleases with his money. If he is kindly disposed he gives us li braries and colleges, and we enjoy a benevolent feudalism. . Iess altruistic, -he may spend his substance on sport. In either caso we have no say. In the midst of an apparent democracy of the 2Uh century we are governed by a real tenth century autocracy." Accepted Portrait of Washington. Question of Efficiency of States to Vtfllae Own Resource to Best Advantage Is Involved. OREGOXIAN NEWS BUREAU. Wash ington, March 20. When, a few days ago. Senator Myers, of Montana, made a hard fight to get his substitute for the Ferris water-power bill before the Senate and finally succeeded temporar ily, he made the statement that the bill probably could be passed within a week. This assertion did not coin cide with the views of Senators op posed to the bill, and Senator Borah. making reply to Senator Myers, said: Undoubtedly it will take much, time to dispose of thi3 bill. Under any cir cumstances it would take considerable time and, feeling as some Senators do, it will necessarily take much more time than would ordinarily obtain with reference to disposing of even so- im portant a measure. There are a great many people in our section of the coun try whether a majority or not. I do not know, and I am not concerned to know who believe that this measure is inimical to the interests of that par ticular section of the country which ome of us seek in part to represent. Whether a majority so think or not. I think, in its present form, it would be a detriment to the public-land states. and must therefore oppose It. "It is not alone objectionable be cause of the details of the bill, but because of the fundamental principles and by reason of the fundamental ques tions which are involved. It involves. we think, the question of the effi ciency of these states to take care of their own interests and to utilize their natural resources to their best advan tage. That being true, of course, there will be some difficulty in limiting the time within which we can dispose of this question." Man Goes Without Coat or Hat. WHEELING, W. Va., March 10. A new health cult may be founded here following the great success achieved by Joseph Bleifus, -who has not worn a hat in two years and has not had even the semblance of a cold in that time. Bleifus has not only gon hatless for" two years, but he has also gone coatless. In all kinds of weather he has gone about without hat, coat or overcoat and he has not been sick in that time. Bicycle riding induced him to shed surplus clothing. He has found hats and coats cumbersome and superflous, got out of the habit of wearing them and then passed them up altogether.
