Repudiation of the continental army plan by Represents, tive Hay, of Virginia, chairman of the House committee on military affair. a severe blow to the Administra tion's preparedness programme and presages trouble for the so-called Gar rison idea, if the Administration con tinues to press It. Already, Senator Chamberlain had jrone on record as being against the continental army plaji. Now a situa tion has arisen where the chairmen of loth committees on military affairs take sharp issue with the Administra tion on one of the most important fea tures of the National defense pro gramme submitted. When the Administration formulated its preparedness programme, copies of the bill approved by President Wilson and Secretary Oarrison were sent to Senator Chamberlain and Representa tive Hay. Senator Chamberlain re drafted the bill, eliminating the con tinental army, and introduced his own individual bill, in the preparation of which he was assisted by officers of the war college. He also Introduced the militia pay bill. Mr. Hay Coasted Upon. Representative Hay, on the other TiamJ. introduced the Administration bill. includinE the continental army plan, and it was assumed he would be the Administration leader or tne preparedness fight in the House, or of that part of the fight having to do with the army. Now, however. Representative Hay Tias come around to Senator Chamber lain's position and renounces the con tinental army plan, at the same time declaring strongly for the militia, pay bill, on which he had been luke warm in times past. if. indeed, he was not hostile. Sir. Hay is adept at keeping his ear to the ground and his sudden change of position ie attributed to the marked development of sentiment hos tile to the continental army. There is no reason to doubt that po litical expediency was a big factor in Inducing the President and Secretary tiarrison to take up and push to the front the continental army plan of creating a reserve. Notwithstanding publications to the contrary, the con tinental army idea is not generally re garded with favor by military men. But it is a plan which, it was believed, would appeal strongly to many Sena tors and Representatives. "Pork" Factor Enters. The continental army would neces sitate the maintenance of at least one army post in every state, where the continental army could assemble for drill and instruction, and where arms and equipment could be stored. The adoption of the plan would save every existing army post and would justify the establishment of a number of ad ditional posts, all of which is in the nature of "pork." Secretary Garrison and the President have been in office long enough to know t!ie value of "pork" as a vote getter, and the enthusiasm with which they put forward the continental-army plan Indicates that they did not over look this factor. But in spite of the "pork" feature of the continental-army plan, the idea is constantly growing more unpopular, contrary to the assumption of the Ad ministration, and one salient reason is because of the unanimous opposition of the National Guard to the continental army. The National Guard is big enough to be considered a political factor. TEMPORARY JUDGE NAMED E- W. Stadtcr to Serve Until Mr. Stevenson Recovers From Illness, Because of tho Illness of Municipal Judge Stevenson. Mayor Albee yester day appointed F. W. Stadter to serve on the bench until Judge Stevenson is able to return. Mr. Stadter is munici pal prosecutor in the court and has served on the bench upon several occa sions. Jude Stevenson was' confined to bis home at $t3 Hancock with a severe attack of the grippe. Judge-elect Arthur Lanprgruth. re cently appointed to succeed Jude Stevenson, who has resigned to take effect February 1, appeared at the courtroom yesterday, unaware that Judge Stevenson was ill. PRICES 0F3TIRES JUMP Advances of 10 Per Cent Dy Fac tories in Fast Are Reported. The list prices on three prominent makes of automobile tire are 10 per cent higher this morning than they -were yesterday, according to tee- jrraphic announcements received from the .East yesterday. Tbene increases are in addition to the lour reported recently. When the news leaked out yesterday that three companies were putting- new prices into effect a veritable avalanche of orders came into the various Port land jobbing bouses, which were au thorized to take orders on the old lists as late as last night. One of the severest storms known In this section for years has done heavy damage to standing timber. A tract known as the Schuisted claim, which cruised 12.000.JOO feet, is reported by Fred Schafer. a sawmill man who was hunting: cougars in that vicinity Sun dav. to have lost at least 6.000.000 feet of timber, which was blown down. In many places the trees are piled 20 feet h'on" another tract of 50 acres he could not see a standing tree. He said there was a continuous cannonading of fall Ins trees. There was not an Interval ot ftve minutes without the sound of falling trees. The timber Inspected be longs to the Collins tract. Alber Knsrle. who lives the nearest to this section, reported that the roof had blown off his barn. For two days Molalla has had no mail. The Willamette Valley Southern was to bave commenced carrying mail on Sunday, but was unable to get a train through on account of the many trees across the tracks. Many telephone lines are down.
