NEUTRALITY HELD "TIMID" Making of Munitions for Warring Nations Assailed; Interference' f - for Killing or Amrricans in Mexico Vnwarranted. "Physical safety first; moral safety et less importance." Thus was the attitude of the United States toward the bellifrerenis of Eu rope characterized by Dr. William T. Foster, president of Reed College., in bis addre.s before the congregation of the First Unitarian Church last night. Dr. Foster outlined what the actions of this country had been since the "in ternational pact guaranteeing the neu trality of Belgium, a pact made at The Hague and to which the United Mates was a party, had been grossly and brutally violated." He declared that throughout the entire history of thc war so far the United States had acted from aiiurely commercial motive, making no protests when the moral principle was involved. eaU-all)y Reaarded as Timid. He averred that we. as a Nation, had done nothing when Belgium was in vaded by a hostile army to prevent that invasion, although our moral ob ligation to maintain the neutrality of Belgium was as strong if not stronger than that of England. In that same strain came the declara tion that when the call to this country came for the manufacture of muni tions of war. to continue "a war that without our aid in the provision of mu nitions would ' necessarily come to a conclusion." we saw only the material tain and "furnished those munitions, reaping the commercial harvest, money got with the price of the blood of Eirope." "A fine, supreme, timid neu trality." was the characterization given the exaltation of commercial gain. "If the public press of the belliger ents is a fair representation of the attitude in' which those countries hold the United States." averred Dr. Foster, the United States is the most cordially hated country on the face of the earth. It has furnished food for killing men. we care not what men. when by Federal legislation it might within 24 hours either put under Federal control the making of munitions, thus eliminating private profit, or it might entirely pro hibit the manufacture of muntions and thus shorten the conflict." Mexican Policy Defended. After his arraignment of the policy of this country to take the commercial profits of war, forgetting the moral principle involved. Dr. Foster said that the cry now rending the country for interference in Mexico was a cry for forceful protection of American invest ment, momentarily obscured by the cry for the protection of American life. He declared that interference in Mexico, because of the slaughter of a few Americans, would be the repudiation of a policy that other countries had fol lowed in the United States. "Italy thought not of forceful interference when a band of Italians were killed Jn New Orleans: nor did China declare war when a few Chinese were killed in San Francisco." tr. Foster denounced the policy of going to war first and investigating the facts afterward, "a policy adopted at the time of the Spanish War." He said that the Americanism shouted by Roosevelt was too weak for a Nation that should feel the moral responsibil ity that he declared it could not avoid. Election of a president to ned the activities pf the East ide Business Men's Club for the ensuing year Is the principal topic among the club mem bers. The election is Thursday night at the annuaj meeting and banquet, at SSI 1-1 E. Morrison street. T. J. Rowe, vice-president; N. TJ. Carpenter and L II. Lepper are mentioned for the office. For the ensuing year th club will rav several important propositions: The opening; of the railroad bridge to the osa of all railways; the campaign for commission bouses to fill up the East Side district between Union ave nue and the "river, and the erection of the proposed clubhouse. The East Side Holding Company is composed of mem bers of the club and they control the building proposition. About the mid dle of the year it is expected that the building will be completed and the upper part occupied by the club. The club has issued a statement of what has been accomplished the past year in locating commission houses on the East Side, and calls spec'al atten tion to the completion of the Municipal Dock So. 2. It is pointed out that this dock has railway connections with all the East Side tracks. East Side ship pers are urged to use this aocK. The Southern Pacific railway h made track connections from East First street so that prompt switching service is now available for carloads in and out of the dock as well as close-in short-haul truckage, convenient for less than carload lots. The death of Thomas U. Shevlin. he said last night will cause no change in the administration of the companies with which he was connected, except that new officers will be elected in his place. Stock in the Shevlin company, a holding comDanv which owns the stock of a number of lumber corporations and the Shevlin-Hixon Company, recently organized to manufacture lumber at Bend, Or., constituted the greater part of Mr. Shevlin'. estate. The Shevlin-Hixon Company, in fact. receives 1500,000 in cash wfrom the II. 500,000 of business life insurance which Thomas 1. Shevlin carried. Kirkpatrick. Under social entertainment, Mrs. Philips read an original poem entitled. "The Persian Weavers." KLAMATH SHIPS LIVESTOCK Twenty-five Carloads Start for Cal ifornia and Portland. KLAMATH FALLS. Or.. Jan. 16. (Special.) One of the biggest ship ments of livestock from "Klamath County this year left on the Livestock Special last night. This comprised 25 carloads for California and Portland markets. The biggest shipment was of lambs sent to San Francisco by O. T. McKen dree, of this city. There were over 2000 head, filling 20 cars. Pipe connec tions are frozen solid, making it im possible to get city water. Some damage is expected to the more luxurious water residences of the Yacht Club colony from bursting pipea when the thaw sets in.
