Dec. 29 Seven Chinese Bailors received certificates as able seamen today after they liad passed the testa prescribed by the sea men's act. conducted by Captain James Guthrie. I'nited States loc-il inspector of hulls. Three other Chinese failed In the physical examination. The Chinese examined were the new law and they passed easily. Tliey were members of the crew of the steamer China, of the China Mall Steamship Company. Last Summer the Pacific Mail Steam ship Company employed instructors in an attempt to teach Chinese crews of their ships enough English to pass the required tests. Phrase books were cojiipiled and printed. The company announced that the attempt was a complete failure. Subsequently all vessels of the Pacific Mall were sold because, officers of the company said. it was Impossible to comply with the seamen s act with Chinese crews, be cause they could not learn English, and the added cost made it unprofit able to operate the vessels with Cau casians. During the tests in English, fire drills and general ship practice con ducted today, the 10 Chinese were sub jected to additional examination not required by the inspector by their commander. Captain F. E. Frazler. He said that 98 per cent of the deck crew. SO per cent of the engineer's crew and 95 per cent of the steward's depart ment, composing the China's Chinese crew, could converse in English and understand any order he might give.
