GAIIOHISTS ARE GATHERING 111 CITY 150 Defegates Expected to Be Present When Congress Opens Tomorrow. DEVELOPMENT TO BE TOPIC Several Resolutions and Suggestions Are to Be Prepared at Meeting and Will Be Delivered to Oregon Legislature. Delegates to the annual Oregon Irrl ration Congress began to arrive from the Eastern and Southern Oregon dis tricts yesterday and by tomorrow, when the congress opens, there prob ably will be more than ISO representa tive men from all parts of Oregon at tending. The majority of the delegates are ex pected to arrive today and will be registered at the headquarters and meeting place of the congress at the Imperial Hotel. The principal question to be consid ered at the coming meeting will be the plan of handling development through a system of Irrigation districts. A number of laws now in effect which bear on the Irrigation work and the betterment of irrigation conditions have been enacted through the activi ties of this congress and committees of Its appointment. The coming con gress, like the preceding ones, will prepare a number or resolutions ana suggestions for the reclamation of arid lands in the state to be submitted at the next session of the Legislature. The congress will hold from Wednes day. December 28. to Thursday night. December 30. The annual meeting of the Oregon Development League will be held De cember 31. and a large majority of the delegates to the Irrigation Congress will remain to participate in this meet Ing.
