W'ilhelm who has a popcorn wagon at Fifth Alder streets, complains that he has to drive from his stajid every 30 min utes. He wants the City Council to so change the ordinance that he can be permitted to remain at his stand con tlnuously. The traffic ordinance provides tha no vehicle shall stand more than half hour In the business district dur inur certain hours. This provision avoided by the shifting of places by the popcorn dealers.
