Pending further investigation, the City Council yestsrday postponed flnel action until December 10 on the pro posal to sell flSS.000 la water bonds to raise money to build a complete wa ter system in St. Johns. The delay was at the request of tha fit Johns Water & Llubting Company, which company wanta more time In which to show rea sons why the city should buy the water plant now in ft. Why don't the people of the North west ship their freight through St Louis, and why don't they travel that way In going- to and from the Kast? This is the question that Harry M. M. Adams, general traffic tnanager, and J. N. Githens, assistant general traffic manager of the Missouri Pa cific, brought to tho attention of Fort land business men yesterday. Mr. Adams and Mr. Githens are here on a Joint mission of pleasure and business. Mr. Auams Is a former Port land man. 110 waa in the Northwest for nearly 15 years and received all his early railroad training here. He was assistant general freight agent for the Oregon Railroad & Navigation Com pany for a period of years, and when the North Bank road was built became its first general freight and passenirer agent He left Portland early in 1910 to become traffio manager for the Western Pacific, and subsequently was promoted to his present position.
