Tbe Man Francisco conference sprang up suddenly and somewhat mysterious ly. It grew out of a meeting of about (0 delegates to an Irrigation conference held on November I s Seattle. The' announced purpose of the San Francisco meeting; la to enlist tbe solid support of tbe West behind the Jones Mil. which authorises' tha Secretary of tha Interior to guarantee tbe intereat on the bonds of such Irrigation districts as tha Government engineers may pro nounce feasible. Certain limitations are placed around the bonds. They shall not run tor a period of more than 41 years nor draw interest at more than 4 per cent. In case any district defaults on the payment of it interest, tbe L'nitcd States Is to pay the interest and take a lien on the land. Maar Matee Lnvited ta Take Pert. It Is announced that another meeting- is to oe held later in some Eastern city at which every state in the Union Is to be represented, ami for the purpose of procuring Nation-wide indorsement of tha Jones bill.
