After a wrangle which lasted from 2 o'clock yesterday afternoon until nearly midnight last night, dele gates from all precincts of Wasco County were still deadlocked over how the proposed good roads bond Issue of $340,000 should be apportioned to va rious parts of the county, and the lead ers of the movement have given up hope of reaching an agreement, as a result that the Columbia River High way will not be extended through this coiiiaty. The Dufur delegates refused to com promise and blocked the plan of the good roods association, which, up until the time of the meeting yesterday, thought it had the highway all built. The limit for which this county can bond is 1340,000. The estimates of Highway Engineer Cantine placed the cost of building the highway from Mosler throuerh The Dalles to Fair banks at I173.0OO. This left .132,000 for the improvement of the highway from this city through Dufur to the Jefferson County line to the south. One reason the delegates from this section refused to take only $105,000 for the Columbia Highwny is that this money would not complete the road from Mosier to Fairbanks, and $90,000 state aid would thereby be lost The State Highway Commission has offered to give Wasco County $90,000 pro vided the road is completed from Mosier to Fairbanks. In fact, the Commission had already appropriated $45,000 out of the 1916 highway fund, and S. Benson had of fered to advance the entire $90,000 so that work might be started at once on the road from Mosier westward to Hood River, which was to have been built with the $90,000. The Commission would have appropriated the remain ing $45,000 out of. the 1917 highway funds. The situation is most peculiar. The fact that tho bonding plan failed Is not because the county is opposed to bonding, but because It cannot bond for more than $340,000, enough to give all sections all they want. Every pre cinct of the county was represented yesterday by a delegation that was sfrongly In favor of bonding for good roads. KLAMATH JOINS CAMPAIGN Electrical Prosperity Week Is to lie Ccrved by Merchants. KLAMATH FALLS, Or.,' Vov. 28.' (Special.) Klamath Falls electrical merchants will join others of the coun try in a campaign of education and publicity Electrical Prosperity Week. November 29-December 4. This cam paign will consist of special window displays, advertising and special elec trical demonstrations in the stores and offices. Posters bearing the Prosperity Week emblem are already much in evidence.
