Trouble is in the air for tomorrow's City Council meeting when an ordinance will be up for final passage appropri ating all the money item by item as allowed in the recently adopted budget for 1916. Commissioner Dieck's depart ment will be represented in the form of two lump sum appropriations, one for salaries and the other for supplies, with no designation as to how the mouey is to be spent. Commissioner Baker says he must be shown and Mr. Dieck prob ably will refuse to show him, inas much as he Bays he doesn't know for sure yet, himself. "No lump sum appropriations get by on my vote," said Commissioner Baker yesterday. "The money we are going to appropriate by this blanket ordi nance is set out in all deuartments but that of Mr. Dieck, iter., oy item. Mr. Dieck's department comes in with a lump sum appropriation. Not for me; 1 have to be shown." Mr. Dieck's budget is made up of one item for $307,382 for salaries and an other of $86,000 for supplies, materials, equipment, etc. These fiKUres are $42. 000 under the estimated expenditures for the present year and $107,000 under the amounts originally requested by Mr. Dieck in his budceL He says the Council decided when the cut was made that the department would get lump sum appropriations for salaries and supplies and that he would have a free hand to get the best results he could from the amount available. The only stlpuation was that no salaries were to be increased. Thus the British Em pire must live on its own resources, so far as foodstuffs are concerned, the Post contends, and spend its money among its own people as Germany is doing.
