The municipal elevator, which connects the realdence section of OrO' a-on City above the bluff with the busi ness district below, made its first trip this afternoon, three years after the voters authorized the construction tha btK shaft. The elevator will be open for treneral traffic as soon 1 ia Inspected by the state authorities. State Labor Commissioner Hoff prom ised the city officials today over the telephone that be would send a deputy here as soon as possible. The 11 men. besides the two employes of the Otis Klevator Company, who made the first trip, were: G. R. H. Miller, who built the first steps up the bluff: F. J. Albright. Councilman and chairman of the elevator committee of the Council: Llnnwood K. Jones. Mayor: W. A. Lonr. Councilman: K. R. Brown. William Andreaen. George Ran dall. William Mulvev. E. L Shaw. Rev. W. T. Mllliken. I. Shockley and City Engineer Miller. Plant Iteady to Raw. Several hours were required rb oil the machinery In the elevator and otherwise put the shaft in readiness for use. No fare will be charged, at least until the first of the year. Many urge that once rent a ride be charged in order to defray the expenses of opera tion. O. R. II. Miller, who was among those making the first trip, is a pio neer of 155 and a resident of Orefron City for half a century. He constructed the first steps In 1 up the bluff which divided the city Into two parts. He haa lived on the same lot at the edc of the bluff for 49 years. Mr. Miller la a veteran of the Indian Wars. The operation of the elevator, while the structure waa authorized at election In Itecember, 1912. was greatly delayed by litigation and by friction between the City Council and the Board of Water Commissioners. Mrs. Sarah Chase, owner of property at the edge of the bluff, fought the attempts or tna city to get title to a strip of land for annronrhea to the elevator, ana me rase waa carried twice lo the Supreme Court Water Power Dealed at Firat 1 The elevator Is operated by water from the city mains, and the water Commissioners refused, when first or dered, to connect the elevator with the mains. The Council haa the authority to name members of the Board, but lacks authority to remove them, so It was necessary to wait until the terms of the members who hud refused to vote to connect the elevator and the mam had exDlred before the t-ouncn could act connection established. The elevator is as high as an eigni- storv building. Two hundred and fifty gallons of water are required to carry the cage to the top of the tower and back and It will accommodate IS per sons at one time, as tar bs anown here, it Is the only elevator put to such a use or the Pacific coast.
