'Except where a sounding of 26 feet
has been obtained and another of 27
feet, the Coos Bay oar has a depth at
low water of approximately 30 feet
and a ruling: depth of 25 feet at least
is assured, say Government engineers,
bo the dredge Colonel P. S. Michie is
to leave there between November 15
and 20 and probably will not return
until Spring.
Consideration had been given a p'an
to send the digger to Grays Harbor to
work when favorable condition? per
mit, and, as she visited Humboldt Hay
once since her construction, it is not
unlikely she might be sought to re
turn to the Northern California har
bor for a short time. In the vent her
services are not devoted to either proj
ect she will be laid up for the Winter.
With the inside channel at Coos Bay
at 25 feet, save for one place at Pigeon
Point, where there is less depth, the
success attained on the bar is en
couraging to the Coos Bay interests
as well as to the Federal officers, who
regard the work done this year by
the Michie as fully demonstrating th::t
an adequate channel car be provided,
although it is yet to be ascertained
how well it will maintain itself during
the Winter without the aid of a
dredge.
There has been a jetty on the north
side of the entrance there for years
and some favor its extension and re
newal of part of the section now in
place. The channel dug by the Michie
has a width of 500 feet and, even with
out the aid of additional jetty work, it
is believed that next season there will
be obtained easily a channel 30 feet
dep over an area of possibly 1500 feet
in width As tG the Pigeon Point
feature, it is said, the channel there
may be changed so as to avoid an
obstruction that is of a rocky char
acter. It is the aim of the Corps of Engi
neers, United States Army, apparently
to try dredging at outside harbors
where conditions are favorable in
preference to shouldering expensive
jetty work; and, with a machine of the
type of the Michie available for the
maintenance of channels at two or
more bars within reasonable distance,
it is declared by some experts that the
marine roads could be kept in good
condition. As to inside channels, they
are taken care of by pipeline dredges.
Coos Bay is looked upon as one of
the Oregon Coast ports that will ac
commodate more of the average types
of steamers engaged in the offshore
lumber trade, some of which have been
there at various times.
CHINOOK IS ORDERED IIERK
Iredginar Ceases at Entrance, Witli
Money Left for Next Season.
Ending her labors for the 1915 sea
son ut the entrance to the Columbia
River, the Government dredge Chinook
made her lat run yesterday, as she
was ordered here to lay up at the Gov
fc ernment moorings for the Winter. Be
fore the Spring season is on the Chi
nook will have been given her annual
overhauling, so no time will be lost in
returning her to the lower river. j
Major Jewett, Corps of Engineers,'
SV. S. A., said yesterday that by with
drawing the Chinook now there will be
sufficient funds remaining with wheh
to operate her next year, regardless
of whether the appropration in the i
rivers and harbors bill is as large as
requested. Work on the north jetty
will be stopped December 18 and in
that fund also there will be enough
money to carry on operations next
year, though it is not believed the pres
ent 'force of 250 men again will be em
ployed there. In cutting down the
number December 18 it is planned to
retain about 75 workers on the pay
roll to overhaul the plant during the
Winter. Part of the survey has been
finished at the mouth of the river and
in the dredged cut there is shown to
be a low-water depth of 35 feet over
a width of 1000 feet,
PACIFIC, BEING BVILT, SOUGHT
Steamer Building fit San Francisco
May Carry Grain to Europe.
New interest has been added to the
grain freight market through a story
that negotiations are under way to
engage the big steamer Pacific, being
turned out at the plant, of the Union
Iron Works, San Francisco, and which
was contracted for by Hind, Kolph Ac
Co.. to be named the Annette Roiph,
hut was sold recently to Norwegian
Interests. She is to be commanded by
Captain Hille. well known here as the
maister of the TTorwegian steamer
Christian Bors.
The Pacific is expected to carry
about 9000 tons dead weight and it is
said she will be .ready for service at
least by the latter part of this month.
The new owners of the vessel are be
lieved to be holding back for the high
est bid, and it is not doubted the
charter rate will be far above 100 shil
lings on the Canal basis, though muh
more if she goes via the straits of
Magellan.
NORTHERN PACIFIC TO DOCK
Turbiner Sails With Considerable
Freight and Good Cabin Iist.
The turbiner Northern Pacific car
ried J249 tons of freight and 323 pas
sengers to California yesterday. The
vessel will lay over there while she
goes into drydock for painting. She
will sail from l'lavel again southbound
November 23.
The Great Northern left San Fran
cisco northbound yesterday with 207
passengers and 600 tons of freight. Late
rush consignments delayed her de
parture until 11:45 A. M., but, as in. pre
vious instances. Captain Ah man ex
pects to dock on tims today. The
Great Northern carries carload lots of
nuts, beans, sugar and merchandise for
many points in the Northwest.
MORE CREWS ARK EXAMINED
Inspectors Avoid Detaining Vessels
by Completing Labors at Astoria.
While able seamen aboard the steamer
Bear were ticketed as such at San
Francisco, the inspectors there did not
complete their examination of lifeboat
men. and the work was taken up here
yesterday. The North Pacitic Steam
ship Company's liner, Geo. W. Elder,
wan also gone over as to lifeboat men.
Part of the examination for the crew
of the steamer J. B. Stetson, which
sailed from St. Helens for California
last night, was concluded here, and the
dVtail of passing on lifeboat men and
issuing certificates will be completed
at Astoria, where the same work will
be carried out aboard the steamer Co
lumbia. The latter left early this
morning for the plant of the Astoria
Box & Lumber Company to finish her
cargo by loading 200.000 feet of lumber.
LIGHT VESSEL GOES TO SEA
Columbia River Ship Takes On Sup
plies After Thorough Overhauling.
Lightvessel No. 88 leaves here to
morrow to return to her station off
the entrance to the Columbia, after
having been in the harbor about 45
days undergoing a complete overhaul
ing and in the way of new work the
principal jobs were to renew parts of
the boiler and retube it- The vessel
began coaling yesterday and will take
water as well.
JLightvessel 67 is to be ordered in
side for some work and that will be
carried out as soon as the relief vessel
returns to Astoria to wash boilers and
take on her bunker supply. The as
signment of a permanent relief light
vessel to the Seventeenth Lighthouse
District makes it possible to relieve
needed, not only for th annual over
hauling contracts, but at times when
it is necessary for a ship to replenish
her fuel supply inside. Then she need
only weigh anchor and steam insie'e
as the relief vessel maneuvers in ,o
the same position to hold on until the
regular lightvessel returns.
Liner in Opium Net Sails; Bonded.
SEATTLE, Wash., Nov. 9. The Blue
Funnel liner Calchas, which was fined
$26,000 by the collector of customs here
as penalty for bringing into the United
States $75,000 worth of opium not listed
on the ship's manifest, filed a bond to
day and will be permitted to sail for
the Orient. The owners of the boat,
who have appealed to the Treasury De
partment, say that they did not know
of the opium being on board and, there
fore, are not responsible.

Norwegian bark Lindfield sailed for the
United Kingdom.
The steam schooner Wapama arrived dur
ing the night from San Francisco and goes
to St. Helens to load lumber.
Bringing a cargo of fuel oil, the tank
steamer j. A. Chanslor arrived from Cali
fornia. After discharging fuel oil at Portland and
Astoria, the tank steamer Argyll sailed for
California.
The steamer Northern Pacific? sailed for
San Francisco, carrying bout 100 tons of
cargo and a fair list of passengers. On ar
riving at the Bay City, she will go on the
drydock for minor repairs, sailing for the
Columbia River on November 20.
The Japanese stoamer Hckoku Maru sailed
for the United Kingdom, carrying a full
cargo of wheat from Portland.

INDUSTRY JUSTIFIES EXPENSE.
Port Tax Levy Is Fixed at 3.5 Mills
and Bids Are Called for Com
pletion of Elevator.
ASTORIA, Or., Nov. 9. (Special.)
Warrenton carried its point today
when the Port of Astoria Commission
went on record as favoring- the dredg
ing' of Skipanon River, provided the
people of that section can show it is
wanted for the establishment of an
industry that will warrant the ex
penditure and will establish a per
manent payroll.
This was the conclusion reached aft
er the subject wao presented by mem
bers of the Warrenton Commercial
Club, who appeared before the Com
mission this morning1.
After fuily two hours had been con
sumed in going- over the merits and
demerits of the case, a motion was
passed unanimously appointing- Chair
man McLeod and Commissioners War
ren and Patton to draft a resolution
setting: forth the needs of the Skioanon
and to provide for dredging- the Skip
anon channel to , a sufficient denth
immediately upon the presentation of
a substantial industry that will justify
the investment.
This action means the decision of
the Port Commission to aid the people
or me west side' in the industrial de
velopment of that district.
The, Commission today fixed the tax
levy at ZV mills, which will raise
$70,000. The Commission also called
for bids to be opened on Novembe
23 for building- the superstructure of
the proposed bulk grain elevator, the
foundation for which is nearly com
pleted. Marine Xotes, ,
Jerome Xeuman. chief engineer of the
State Hoard of Harbor Commissioners at
San Francisco, was taken through the har
bor y-ssterday by G. B. Hegardt, chief en
gineer of the Commission of Public Uocks,
and Harbormaster Kpeier.
Charles Steelsmith, of The Dalles-Columbia
line, accompanied by Harry Lof
gren. of the same service, has departed for
the Walla Walla country in the interest of
the river fleet, which has reduced its tariffs
from 8 to 15 cents In that territory, and
with a new dock at Wallula -expects to han
dle considerable freight there. The steamer
Twin Cities leaves at 7 o'clock this morning
for points on the upper river as far as Pasco
and Kennewlck.
There will be a regular meeting of the
Port of Portland Commission tomorrow,
when more discussion is expected to be in
dulged lr concerning the proposed purchase
of Swan Island.
Owing- to the absence from the citv of
C. G. Wilson, of the Clark & Wilson Lum
ber Companv, president of the Oreson State
Board of Pilot Commissioners, there was no
session of the latter body yesterday. It is
expected a meeting: will be convened Friday.
William Lovell, master mechanic of the
O.-W. R. & N. steamer line,, left last night
for the bnake Kiver district to look after
work aboard the steamer Lew 1st on, whicn
is being used in feathering grain for Port
land delivery. '"Captain" E. R. Budd, super
intendent of the fresh water fleet, departed
last night cn an inspection trip over the
"Clamsh-aH route at North Beach.

damaged as a result of striking a rock Fri
day night near Masten's landing, on the
Middle Columbia, the steamer lone, of the
v estern Transportation Company' f !eet.
was hauted out at the yard of the Port
land shipbuilding Company's plant yester
day. Captain Fold at brought the crack Mc
Cormick steamer Wapama into the harbor
esterday with more than 800 tons of cargo
from Caiiromia. fche is discharging at
Couch-atreet dock, the consignment being
for ih? Parr-McCormick line. The vessel
also brought a number of passengers.
