Reorganization of the system of handling city laborers so that the practice of transferring- men from one department to another on the basis of seniority in service, is discontinued, was brought about by tlje Municipal Civil Service Board yesterday by the adoption of a new rule. Heretofore when one department finished with laborers they were trans ferred to another department to take places of men who had been in the service a shorter time, if there were any such. DETENTION HOME IS ISSUE Mayor Will Ask Emergency Bill Carrying: $25,000 for Building. Whether or not Portland will build its proposed detention home for women on a site purchased recently near Troutdale will be determined this morning when Mayor Albee asks the Council to pass an emergency ordi nance authorizing the placing of ad vertisements for bids. The structure as proposed will cost about 925,003. The Mayor brought the proposal to an issue ten days ago but it was opposed by Commissioner Bigelow, not because of opposition to the plan, but because of the city's shortage of fund during this year. - FIELD DAY PLANS MADE Preparations for Drill of Guard, as Tabor Celebration, Go On. Extensive preparations are in progress for the monster military field day that will furnish competition for the mem bers f the Oregon National. Guard on Setpember 6. Labor day. The com mittees are in charge of Captain G. H. Schumacher arid they are working in a manner that promises the best of en tertainment for those persons who care to watch the soldiers in maneuvering on that day. Walls are being eretced for the wall scaling contests and hurdles are being constructed for the mounted officer races.
