Baker I-avors Mayor's Proposal but Kathor Thau Have Deadlock Continue Announces He Will Vote for Daly's Measure. The Council still stands deadlocked find the little jitney rambles right along. One more attemut or the part of the Council to get together on an ordi nance, regulating the new form of transportation, was unsuccessful yes terday, Mayor Albee opposing Mr. Daly's proposed ordinance and Mr. Daly opposing the people's ordinance as backed by Mayor Albee. Still another effort will be made to get somewhere on the proposition at tomorrow's meet ing. The jitney union officers, with repre sentatives of the Central Labor Coun cil at their side, yesterday urged against the enactment of the ordinance which was adopted by the voters in June and knocked out on a technicality In the State Supreme Court. They de clared that the measure is too severe and that the people in passing it did not realize what they were doing. Referendum te Threatened. The assertion was even made by A. A. Thiekle of the jitney union, that Mr. Italy's ordinance is objectionable to the jitney interests and that if passed the referendum will be invoked against it. The same course, he said, would be fol lowed if the Mayor's ordinance should be passed. The Mayor's measure provides against jitneys operating on Washington street from Third to Broadway because of traffic congestion: requires the jitney service during certain specified hours, over certain specified routes and on specified schedule; prohibits overcrowd ing of thf cars: prevents jitneys from leaving their routes except after run ning hours in which they are not re quired to give service over specified routes; requires interior lighting of cars at night and requires payment of a license fee. This measure was passed by the voters. The Daly ordinance eliminates ali these exactions except the license fee and the interior lighting. It retains in modified form the provision for routes but does not require a schedule nor ser vice during specified hours. The jitney interests now insist upon the license fee being cut down and the interior lighting provision being taken out. Emergency Claune Is Needed. To get anywhere the Council must pass a jitney ordinance with an emer gency so that the referendum cannot be invoked. This takes a unanimous vote of the Council. With Mr. Daly objecting to the passage of the Mayor's ordinance and the Mayor objecting to Mr. Daly's ordinance passing, the propo sition stands at a deadlock. The Mayor contends that it would be a breach of faith for the Council to pass anything but the measure passed by the people. Mr. Dieck takes the same position that this measure has not been tried out even though the people passed it by a substantial vote and after a lively campaigiv made by both the jitney interests and those favoring regulation. Commissioner Baker favors the May or's ordinance but says he will vote for Mr. Daly's measure rather than have nothing at all. Commissioner Bigelow has not made his position known. CHAMBER DINNER ON BILL Bureau of Industries Arranges for Address by George E. Hardy. Planning to hold the first general bureau meeting since the reorganiza tion of the new Chamber of Commerce, the bureau of industries and manufac tures has arranged for the first public address of the new manager, - George B. Hardy. The occasion will be a dinner at the Chamber of Commerce in the main dining-room at 6:15 next Thursday, when the full membership is expected to as semble to hear what the bureau has accomplished and what it has in imme diate prospect. Manager Hardy is to be the principal speaker. A. J. Kings ley will preside. A special entertainment committee, headed by "Xick" Pierong, is preparing several features which will be offered to liven up the evening.
