ROME, via Paris. Aug. IS. Turkey,
according to a Bucharest dispatch to
the Qlornale d ltalla, has recalled per
mission for the Departure of Italians, a
large number of whom, including 700
reservists, are awaiting to sail at
Jaffa, Beirut. Messina, Alexandria and
Smyrna.
The Giornale says it further Icaras
from reliable private source that Tur
key Is continuing to send arms, money
and provisions to Libya, with the ob
ject of provoking a native rebellion
against Italy.
It Is understood that an appeal has
been made to Washington through the
American Embassy to induce Turkey to
carry out her promise to Henry Mor
Kenthau, Americsn Ambassador at Con
stantinople, that Italians shall be per
mitted to depart from Turkey. In this
connection gent Interest has been
aroused by a rrport that Mr. Morscn,
thau has dispatched American ships to
Beirut and Smyrna to facilitate the de
parture of Italians.
"WASHINGTON. Aup. 18. Ambassa
dor Morgenthau, at Constantinople, was
authorized by the State Department
soon after Italy's entry into the war to
render aid to Italians who wanted to
leave Turkey. His Instructions are re
garded here as sufficient to enable him
to aet when necessary, without refer
ring cases to the State Department. No
new representations have been received
here form the Italian government.
