sessment rolls at valuations of from $5
to $20, the total appraisement amount
ing to $3,350,000, by B. F. Keeney,
County Assessor, disregarding the re
cent ruling of the Supreme Court of
the United States, which held that the
Southern Pacific Railroad Company's
Interest in this land amounted to $2.50
per acre.
"Whether we have a right to assess
these lands only for the amount of the
railroad's equity of $2.B0 per acre, or
whether we have a right to assess It at
all. is a matter for the Board of Equali
zation to determine," he said. "This
land is assessed at virtually the same
figure as last year."

pletes successfully negotiations which
he has taken up in San Francisco.
Mr. Kingsley returned yesterday
from a seven weeks' automobile trip in
California, during which he visited botn
the San Francisco and the San lMego
expositions, looking for features which
may be worked into the Land Show in
Portland.
Mr. Kingsley is also negotiating with

sonable. the Portland Chamber of
Commerce today asked the Public
Service Commission to change the
tariffs so the rates will be reasonable.
The rule objected to says these ar
ticles shall be "subject to a minimum
charge of 4000 pounds at first-class
rate for the entire shipment."
ROSEBURG WINS IN SUIT
Evidence Held Lacking in Accusa
tions Over Railroad Bond Issue.
ROSEBURG. Or., Aug. 16. (Special.)
Holding that none of the allegations of
the plaintiffs was substantiated by evi
dence. Judge Sklpworth, of Eugene, to
day dismissed the action brought by
John Hunter ct al. against the City of
ROReburg.
The action was taken to enjoin the
city from disposing of bonds voted re
cently to construct a railroad to the
Umpqua National Forest Reserve. It
was charged that the proceedings and
the bond election were illegal and that
a conspiracy existed between certain
business men of Roseburg to defraud
the city through the Issuance and sale
of the bonds.

Harry Xelson Drowns,

Trask River yesterday. Nelson and a
party of young people were in a Doat
on the river when it capsized in three
feet of water. While waning in ine
water he stepped into a hole and It
is supposed the shock caused heart
failure. He was 21 years old.
